According to the plan, the longest tunnel through the mountain on the Eastern North-South Expressway in the 2021-2025 period (phase 2) will be completed by the end of March 2025.
Speaking with Giao Thong Newspaper, a representative of Project Management Board 2 (the investor) said that on the North-South expressway section from Quang Ngai to Hoai Nhon, the construction of 3 tunnels through mountains is on schedule or ahead of schedule.

Construction is underway on tunnel number 3 of the Quang Ngai - Hoai Nhon section of the expressway project.
Of these, tunnels No. 1 and No. 2 have been basically completed approximately 4 months ahead of schedule, and are expected to be fully completed by June 30, 2025.
"Specifically for Tunnel No. 3 - the longest tunnel in the North-South Expressway Phase 2 (3,200m), as of early February 2025, excavation work has been completed for approximately 4,860/6,400 meters (76%), and 1,550 meters of the tunnel lining have been poured with concrete. The contractor is striving to complete Tunnel No. 3 by the end of March 2025, creating a foundation for its completion in December 2025," a representative from Project Management Board 2 informed.
Although contractors are focusing their efforts on accelerating the tunnel construction, according to the investor, the overall project progress has currently reached approximately 55%, lagging behind schedule by more than 7%.
The reason cited is that the central region has a rainy season with storms and almost continuous rain from October to the end of December 2024, leading to limitations in the implementation progress (from October 1st to December 31st, 2024, only about 15 out of 92 days of construction were completed).
Land clearance for the main route will not be fully completed until June 30, 2024. By the end of May 2024, the local authorities will have issued confirmation that the specialized material quarries meet their needs.
During the implementation process, the contractor encountered several unforeseen situations, such as: Some households adjacent to the route obstructed construction due to house cracks; in sections passing through residential areas, residents prevented pile drilling and roadbed compaction beyond 8 PM, and material transportation beyond 7 PM; the section from material quarries to the construction site along the local road was narrow, with load limits, affecting the overtime schedule.
Assessing the weather in the Central region as currently favorable, the leader of Project Management Board 2 stated that immediately after the Lunar New Year, the unit requested contractors to simultaneously organize construction teams, focusing on implementing items that can accelerate production such as: bridges, underpasses, various types of culverts, crushed stone base, cement-stabilized crushed stone base, asphalt concrete paving…
Based on the actual site implementation, the investor and contractor have developed a completion plan for each contract package.
In package XL1, the bridge section will be completed before June 30, 2025, and the road section before August 30, 2025.
In package XL2, the sections from Km35+00 to Km37+070 (Deo Ca - Phu Hien Vinh Construction Company), Km37+070 to Km39+779 (Deo Ca - Asia Construction Company), and Km39+779 to Km43+670 (Udideco Company) are expected to be completed by August 31, 2025.
For package XL3, the construction of crushed stone base, cement reinforcement, asphalt concrete paving, and tunnel excavation for tunnel No. 3 should be completed by the end of March 2025, as a basis for completing tunnel No. 3 by December 31, 2025.
Previously, maintaining a continuous construction pace on the site, from January 25th, 2025 to January 31st, 2025 (from December 26th, 2024 to January 2nd, 2025 according to the lunar calendar), across the entire Quang Ngai - Hoai Nhon project site, contractors maintained nearly 300 personnel and over 200 pieces of machinery and equipment across all three contract packages, organizing 19 construction teams to simultaneously carry out various tasks: asphalt concrete, roadbed excavation, crushed stone base course, tunnels, etc.
