Early upgrade

Exactly 20 days after being assigned the task of being the focal point for complete investment research according to the planning scale of the North-South expressway sections in the East for the 2017-2020 and 2021-2025 periods, in the middle of this week, Project Management Board 6 and the Transport Design Consulting Corporation (GTVT) have come up with a preliminary investment plan to submit to the leaders of the Ministry of Construction for comments.

Previously, in Notice No. 29/TB-BGTVT dated February 7, 2025, Mr. Tran Hong Minh, Minister of Transport (now the Ministry of Construction) requested relevant units to urgently review and study the complete investment plan according to the planning for the expressway sections of the North-South Expressway Project in the East, Phase I (2017-2020) which has been completed and Phase II (2021-2025) which is expected to be completed in 2025.

“In addition to completing the project according to the planned scale, the early completion of substandard sections also takes advantage of available conditions for site clearance, materials, equipment, machinery, and human resources available at the construction site,” said Mr. Tran Hong Minh.

This is also one of the major tasks of the Ministry of Construction in 2025 to complete the direction of Prime Minister Pham Minh Chinh in Official Dispatch No. 16/CD-TTg dated February 21, 2024 on urgently studying investment plans and upgrading expressways that have been invested in phases to reach the scale of complete expressways.

It should be added that, implementing the National Assembly's resolutions on the investment policy for the North-South Expressway Construction Project in the East for the 2017-2020 and 2021-2025 periods, the Ministry of Construction has so far put 1,206 km into operation and 842 km under construction. The sections under construction are expected to be completed in 2025, except for the 43 km Huu Nghi - Chi Lang border gate section and the 15 km Can Tho 2 bridge section that has not yet been invested in.

According to Project Management Board 6, the component projects of the North-South Expressway Project, Eastern Phase I, have not been invested in a scale that is suitable to standards and planning, because the economic indicators calculated for the Pre-Feasibility Study Report were referenced from previous planning data.

In addition, due to limited state resources, to meet the requirements of interconnection and transportation needs in the immediate period, some expressways under Phase I of the Project must be divided into investment phases according to the scale of 2 lanes, 4 limited lanes with emergency lanes arranged intermittently.

“The investment phase of the North-South Expressway in Phase I has some shortcomings, limiting the level of service, especially the fact that damaged vehicles do not have continuous emergency lanes, and the current operating speed is only 90 km/h, so it is necessary to complete the investment soon to meet transportation needs,” said Mr. Tran Chung, Chairman of the Vietnam Road Construction Investors Association.

Four scenarios

The most important highlight in the Complete Investment Research Report according to the planning scale of the North-South Expressway sections in the East for the 2017-2020 and 2021-2025 periods is that Project Management Board 6 has proposed up to 4 scenarios to upgrade this vital expressway to a 6-lane planning scale.

Specifically, with scenario 1, the unit assigned to be the focal point for research and investment proposals for 6 component projects in the 2017-2020 period currently has a limited scale of 4 lanes, but has a traffic volume of more than 45,000 standard vehicles/day and night, including Mai Son - National Highway 45; National Highway 45 - Nghi Son; Nghi Son - Dien Chau; Dien Chau - Bai Vot; Phan Thiet - Dau Giay, My Thuan bridge approach road. The total investment length of these 6 component projects is about 312 km, with a scale of 6 expressway lanes, with resources to be balanced of about 38,228 billion VND.

In scenario 2, Project Management Board 6 proposes to invest in all 9 component projects in the 2017-2020 period, excluding the Cao Bo - Mai Son and Cam Lo - La Son component projects currently under investment. The total length of these 9 component projects is about 534 km. To invest in a 6-lane expressway, it is necessary to balance resources to invest about 60,507 billion VND.

With scenario 3, Project Management Board 6 proposes to invest in all 21 component projects in the 2017-2020 and 2021-2025 periods, excluding the Cao Bo - Mai Son and Cam Lo - La Son component projects currently under investment, with a total investment length of about 1,262 km. To achieve the scale of 6 expressway lanes, it is estimated that resources need to be balanced to invest about 190,401 billion VND.

In scenario 4, Project Management Board 6 proposes to invest in 19 component projects in the 2017-2020 and 2021-2025 periods, not including the Cao Bo - Mai Son and Cam Lo - La Son component projects currently under investment, the Can Tho - Hau Giang and Hau Giang - Ca Mau sections to clear 4 lanes with an investment length of about 1,151 km. It is estimated that to achieve the scale of 6 expressway lanes, it is necessary to balance resources to invest about 153,335 billion VND.

In its study, Project Management Board 6 recommends choosing scenario 1. However, to ensure consistency, compliance with the Party and Government's policies and current standards and regulations, and to take advantage of available conditions for site clearance, material and means sources, as well as final investment, based on capital conditions, scenarios can be considered in order of priority 3-4-2-1.

“If everything goes well, the process of approving the investment policy and approving the investment preparation project will be completed before August 2026; construction will start in August 2026; and the project will be basically completed in 2027,” a representative of Project Management Board 6 calculated.

Current status of the entire line

According to the plan, the North-South Eastern Expressway (CT.01) from Huu Nghi border gate, Cao Loc district, Lang Son province to Ca Mau city, Ca Mau province, is about 2,063 km long (accounting for 22% of the total length of the expressway network), including 38 sections, with a scale of 6 to 12 lanes.

Of which, 11 component projects in the 2017 - 2020 period include Cao Bo - Mai Son, Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Cam Lo - La Son, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, My Thuan 2 bridge.

The total length of these 11 component projects is 654 km, of which 3 component projects are invested in the form of PPP, the rest are invested in the form of public investment, 654/654 km have been put into operation, the component projects are in the process of final settlement.

The invested scale is a limited 4-lane expressway, the roadbed width is 17 m, the bridge scale is suitable for the road scale; except for the Phan Thiet - Dau Giay section component projects investing in a scale of 4 complete expressway lanes, the roadbed width is 25 m and the Cam Lo - La Son section component project investing in a scale of 2 lanes, the roadbed width is 12 m, the bridge scale is suitable for the road scale; My Thuan 2 bridge component project, the bridge width is 25 - 28 m (the approach bridge range is 25 m wide, the cable-stayed bridge range is 28 m wide).

The basic component projects have cleared the land for the phase of completing 6 lanes according to the plan, except for the Cam Lo - La Son section, which has cleared the land for 4 lanes. The Ministry of Construction is carrying out investment procedures to expand some sections of Cao Bo - Mai Son (scale of 6 complete expressway lanes), Cam Lo - La Son (scale of 4 complete expressway lanes).

The 2021-2025 period has 12 component projects including the Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, Hau Giang - Ca Mau sections.

The above 721 km long component projects were started on January 1, 2023, and the construction progress according to the contract is completed in 2025. To date, 12 component projects have basically completed the handover of the site and are under construction with the output reaching about 68% of the contract value. Some projects are expected to be 3-6 months ahead of schedule.

These component projects are being invested in a limited 4-lane scale, 17m roadbed width, site clearance for the completion phase of 6 lanes according to the plan; the Can Tho - Hau Giang and Hau Giang - Ca Mau sections have already cleared the site for 4 lanes.

In addition to the 23 sections invested in the 2017-2020 period and the 2021-2025 period out of a total of 38 sections of the North-South Eastern Expressway, other sections have also been invested in and put into operation, basically meeting connection requirements.

That is the Huu Nghi - Chi Lang section which is being invested in the form of PPP with a roadbed width of 17 m; the Hanoi - Bac Giang section is requesting a complete investment policy to exploit according to highway standards, currently exploiting a mixture of motor vehicles and light vehicles; the La Son - Hoa Lien and Hoa Lien - Tuy Loan sections are being invested in expansion with a scale of 4 complete lanes with a roadbed width of 22 m in the form of public investment in sync with the Da Nang - Quang Ngai expressway section with a scale of 4 expressway lanes.

In addition, there is the Da Nang - Quang Ngai section under operation with a scale of 4 complete expressway lanes; the Ben Luc - Long Thanh section is being accelerated for completion; the gateway routes to Hanoi such as Phap Van - Cau Gie expressway; the gateway routes to Ho Chi Minh City such as Ho Chi Minh City - Long Thanh - Dau Giay, Trung Luong - My Thuan, My Thuan - Can Tho expressways with a scale of 4 lanes; Can Tho 2 bridge is being studied for investment.

“Basically, the sections outside the scope of investment research in phase I and phase II are being researched for investment to ensure technical requirements and meet transportation needs through different investment forms,” said a representative of Project Management Board 6.
