On Monday, November 11, 2024, the National Assembly continued its eighteenth working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, starting to conduct the content of questions and answers of National Assembly deputies under the chairmanship of National Assembly Chairman Tran Thanh Man. The session was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television.

Morning
From 8:00 to 8:10: National Assembly Chairman Tran Thanh Man delivered opening remarks at the question and answer session.
From 8:10 to 11:30: The National Assembly questioned Governor of the State Bank of Vietnam Nguyen Thi Hong about The first group of problems belongs to the field of bank . At the question and answer session, National Assembly deputies asked questions focusing on the following contents: (i) Monetary policy is conducted to control inflation in the context of a volatile world economic situation. (ii) State management of gold market and foreign exchange market. (iii) Support loans and exempt and reduce interest rates for people and businesses to restore production and business after the Covid-19 pandemic and natural disasters.
Afternoon
From 14:00 to 14:20: Governor of the State Bank of Vietnam Nguyen Thi Hong continued to answer questions on the first group of issues in the banking sector. Deputy Prime Minister and Minister of Finance Ho Duc Phoc also participated in answering questions and explaining related issues.
From 14:00 20 until 14:00 30 : National Assembly Chairman Tran Thanh Man delivered a closing speech on the first group of issues, stating: During the questioning session, there were 43 National Assembly delegates questioned, 1 National Assembly delegates debated. The question and answer session was lively and frank. The questions of the National Assembly delegates closely followed the content of the question and were specific and clear. Through the question and answer session, it is recommended that the Government, the State Bank of Vietnam, and relevant ministries and branches absorb the opinions of the National Assembly delegates and have effective solutions to overcome them, focusing on the following key issues:
(i) Continue to closely follow market developments and the domestic and international economic situation to promptly, effectively, proactively and flexibly manage monetary policy, ensuring liquidity for the credit institution system, contributing to stabilizing the monetary and foreign exchange markets. Manage interest rates and exchange rates in line with macroeconomic balance and inflation; continue to direct credit institutions to reduce costs to reduce lending interest rates. Implement proactive and flexible credit management solutions in line with macroeconomic developments and inflation, meeting capital needs for the economy. Direct credit institutions to direct credit to production, business, priority sectors and economic growth drivers; strictly control credit to potentially risky sectors.
(ii) Implement management solutions to stabilize the gold market; enhance the State's role in managing and regulating the gold market in accordance with regulations; do not let gold price fluctuations affect exchange rates, inflation and stabilize the macro economy. Study measures to encourage people to sell gold to invest in production and business. In 2025, summarize Decree No. 24/2012/ND-CP dated April 3, 2012 on the management of gold trading activities; propose amendments and supplements in accordance with the practical situation.
(iii) Early implementation of policies to restructure debt repayment terms, maintain debt groups, waive and reduce interest rates, and lower lending rates to support and resolve difficulties for customers to stabilize production and business after storms, floods, and landslides; promote green credit. Coordinate with ministries, branches, and agencies to remove obstacles and accelerate the smooth implementation of preferential credit programs.
* From 14:30 to 17:00: The National Assembly questioned Minister of Health Dao Hong Lan about The second group of problems belongs to the medical field . At the question and answer session, National Assembly deputies asked questions focusing on the following contents: (i ) Mobilizing and arranging medical forces, ensuring medicine and medical supplies for people and disease prevention and control after natural disasters. (ii) Granting of licenses and certificates to practice in the field of medical examination and treatment. (iii) Current status of management of functional foods, pharmaceutical cosmetics and solutions to handle violations. (iv) Prevention of harmful effects of tobacco and stimulants, especially in school environment.
Minister of Industry and Trade Nguyen Hong Dien also participated in answering questions and explaining related issues.
Tuesday, November 12, 2024 : The National Assembly spent the entire working day in the hall continuing to question and answer questions from National Assembly deputies on the second group of issues in the health sector; and question and answer questions on the third group of issues in the information and communication sector. The session was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television.
