Press Release No. 2, 9th Extraordinary Session, 15th National Assembly

On Thursday, February 13, 2025, the National Assembly continued the second working day of the 9th Extraordinary Session of the 15th National Assembly at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.

National Assembly Chairman Tran Thanh Man attended the group discussion session on the morning of February 13.

MORNING

The National Assembly discussed in groups about: (i) Draft Law on Government Organization (amended); (ii) Draft Law on Organization of Local Government (amended); (iii) Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to the following contents: (i) Minister of Transport Tran Hong Minh, authorized by the Prime Minister, presented the Proposal and Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Report on the appraisal of the project investment policy. Lao Cai-Hanoi-Hai Phong railway. Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the hall the draft Law on Promulgation of Legal Documents (amended). At the discussion session, 18 National Assembly deputies expressed their opinions. The deputies basically agreed on the necessity of comprehensively amending the Law on Promulgation of Legal Documents to institutionalize the Party's policy on innovation and improvement of the law-making process; strictly implementing the viewpoint of innovation in law-making thinking that has been thoroughly grasped by the Party and State leaders in recent times; creating a legal framework to promptly remove obstacles and shortcomings, contributing to speeding up the progress and improving the quality of building and promulgating legal documents to meet the requirements in the new period.

To continue perfecting the draft Law, delegates focused on discussing the following contents: constitutionality, legality, consistency of the draft Law with the legal system; prohibitions; specificity; social criticism, consultation, comments on policies, draft legal documents; amendment, supplementation, replacement, abolition or suspension of the implementation of legal documents; soliciting opinions on major issues of policy dossiers and draft legal documents; posting of legal documents on the national law database; adjustment of the annual legislative program; cases where the National Assembly issues resolutions; procedures for considering and approving draft laws, resolutions of the National Assembly, resolutions, ordinances of the National Assembly Standing Committee; procedures for considering and approving draft laws, resolutions at the next session; decrees, resolutions of the Government; assessment of impacts when issuing decrees; drafting and promulgating resolutions of the Supreme People's Court Council of Judges; resolutions of provincial People's Councils, decisions of provincial People's Committees; integrating gender equality issues in drafting legal documents; cases and authority to decide on drafting and promulgating legal documents according to shortened procedures; drafting and promulgating legal documents in special cases; ceasing the validity or retroactive validity of legal documents; legal documents that have expired; instructions on application and effective date of legal documents; checking, handling, reviewing and systematizing legal documents; resources for law-making work;...

At the end of the discussion, Minister of Justice Nguyen Hai Ninh spoke to explain and clarify a number of issues raised by National Assembly deputies.

After that, the National Assembly discussed in groups about: (i) Supplementary project on socio-economic development in 2025 with a growth target of 8% or more; (ii) Investment policy for the Lao Cai-Hanoi-Hai Phong railway construction project; (iii) Draft Resolution of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
