On Friday, November 8, 2024, the National Assembly continued its sixteenth working day (8th Session, 15th National Assembly) at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Tran Thanh Man.

MORNING
* Content 1: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the hall to listen to the following contents: (i) Minister of Culture, Sports and Tourism Nguyen Van Hung, authorized by the Prime Minister, presented the Proposal on the draft Law amending and supplementing a number of articles of the Law on Advertising. (ii) Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh presented the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Advertising . (iii) Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, presented the Report on the draft Law on Chemicals (amended). (iv) Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Report on the review of the draft Law on Chemicals (amended). (v) Deputy Prime Minister Le Thanh Long, on behalf of the Government, presented the Proposal on investment policy for the National Target Program on Drug Prevention and Control to 2030. (vi) Chairwoman of the National Assembly's Social Committee Nguyen Thuy Anh presented the Report on the review of the investment policy of the National Target Program on Drug Prevention and Control to 2030.
* Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed the draft Law on Data in the hall. At the discussion session, 15 National Assembly deputies expressed their opinions; in which, the basic opinions agreed with the necessity of promulgating the Law and many contents of the draft Law.
In addition, in order to continue perfecting the draft Law, National Assembly deputies focused on discussing the following contents: scope of regulation, subjects of application, layout, name of the draft Law; consistency and uniformity in the legal system; explanation of terms; principles of data processing and protection; data security and privacy protection; rights and obligations of relevant parties in protecting personal data; state management of data; state policies on data; provision of data to Party, State agencies, socio-political organizations; prohibited acts; collection, digitization, creation of data and establishment of data ownership; data classification; data storage; data disclosure; data encryption and decryption; data transfer abroad; data transfer to foreign organizations and individuals; technical standards and regulations on data; national comprehensive database; digital technology human resources; National Data Development Fund; construction and development of the National Data Center; data trading floor; time of passing the Law; organization of implementation. At the end of the discussion session, Deputy Prime Minister Le Thanh Long spoke to explain and clarify a number of issues raised by National Assembly deputies.
AFTERNOON
The National Assembly discussed in groups the following contents: (i) Investment policy for the National Target Program on Drug Prevention and Control to 2030. (ii) Draft Law amending and supplementing a number of articles of the Law on Advertising. (iii) Draft Law on Chemicals (amended).
Saturday, November 9, 2024 : (i) Morning, The National Assembly held a plenary session in the hall to listen to the following contents: Presentation and Verification Report on the Draft Law on Employment (amended); Presentation and Verification Report on the Draft Law on Teachers. After that, the National Assembly discussed in the hall the draft Resolution on piloting the handling of evidence and assets during the investigation, prosecution and trial of a number of criminal cases; (ii) Afternoon, The National Assembly discussed in groups the Draft Law on Teachers and the Draft Law on Employment (amended).
