On the evening of August 24, many parents of students at Ly Nam De Primary School simultaneously received text messages from the homeroom teacher.
Accordingly, the teacher sent an official dispatch from the Department of Education and Training (DoET) of Nam Tu Liem district regarding the receipt of the transfer application to Tay Mo 3 Primary School.
The content of the document divides 523 applications to Tay Mo 3 School into two groups of subjects with directions for resolving wishes.
For the group of 230 students studying at Ly Nam De Primary School, if they wish to transfer to Tay Mo Primary School or Dai Mo 3 Primary School (Dai Mo ward), please submit your application at the school from 2:00 p.m. on August 25 to 12:00 p.m. on August 26.
For the remaining group of 293 students, if they wish to attend Ly Nam De, Tay Mo, Dai Mo 3 schools, please submit your application at the school and arrive within the same time frame as above.
In addition, with 1,111 students of Tay Mo 3 Primary School (including 460 newly recruited grade 1 students and 651 grade 2-5 students separated from Tay Mo Primary School), if they wish to return to Tay Mo School, or transfer to Ly Nam De, Dai Mo 3, it will be resolved.
The document also noted that Dai Mo 3 Primary School only accepts 190 additional quotas for each grade.

A parent who asked to remain anonymous told Dan Tri reporter: "When I asked the teacher about the solution to my wish to go to Tay Mo 3 school instead of other schools, the teacher told me that I had to wait until August 27 as scheduled by the district."
Yesterday, at a dialogue with more than 500 parents who wish to transfer their children to Tay Mo 3 Primary School, Ms. Do Thi Thuy Ha - Vice Chairman of Nam Tu Liem District People's Committee - said that she will notify parents of the results as soon as possible on August 27.
Ms. Ha affirmed that the parents' wishes are legitimate and appropriate. At the same time, she pledged to "create conditions for all 520 students who wish to study at schools in the area closest to them."
"There are still many things to take care of for the new school year. We are also trying to stabilize soon. We will build a principle of accepting students that ensures openness and transparency for all 520 people sitting here," said Ms. Ha.

The exact number of applications for Tay Mo 3 Primary School according to the announcement of the Department of Education and Training of Nam Tu Liem district is 523 applications, corresponding to 523 students.
Previously, at 6:20 a.m. on August 21, hundreds of parents came to Tay Mo 3 Primary School to request the school to make public the enrollment issue.
Most parents in this group have children studying in grades 2-5 at Ly Nam De Primary School and other schools outside Tay Mo ward, and want to transfer their children to a school closer to home according to their permanent and long-term temporary residence registration.
In previous years, according to the enrollment zoning, children of residents in this area were not allowed to study at Tay Mo Primary School.
According to the Project to establish Tay Mo 3 Primary School issued on May 25 by the People's Committee of Tay Mo Ward, this school will receive students from grades 2-5 in the 2023-2024 school year of Tay Mo and Ly Nam De Primary Schools, who are residents of residential groups 7, 8, 9, 10, 11, 12 and ungrouped buildings in the urban area.
However, on July 4, the District People's Committee issued Decision 1388 to separate Tay Mo Primary School into Tay Mo Primary School and Tay Mo 3 Primary School.
To implement this decision, the Department of Education and Training of Nam Tu Liem district organized the separation of 1,111 students from Tay Mo Primary School to Tay Mo 3 Primary School.
However, this separation was only officially announced to parents residing in the area at 9:30 p.m. on August 21, 15 hours after parents "surrounded" the school to request public disclosure of enrollment information.

Previously, they had no information about the school only accepting students from Tay Mo Primary School despite searching through many different channels. Parents whose children studied at Ly Nam De Primary School were also given a list of transfer schools according to their wishes by teachers on July 15.
Students on this list do not have to register for uniforms and textbooks for the new school year. This makes parents believe that their children will be transferred to the new school.
However, on August 20, when parents came to Tay Mo 3 school to submit their application, the principal said that there were enough students.
At the dialogue on August 23, Vice Chairwoman of Nam Tu Liem District People's Committee Do Thi Thuy Ha apologized to parents because the information did not reach them.
