This information was given at the first meeting of the Steering Committee for Science and Technology Development, Innovation, Digital Transformation, Administrative Reform and Project 06 of the Ministry of Education and Training (MOET) held today (March 26).
Reporting on the implementation of science and technology development, innovation, digital transformation, administrative reform and Project 06, Mr. Pham Quang Hung, Director of the Department of Science, Technology and Information, said that implementing Resolution No. 03/NQ-CP dated January 9, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW, in Plan No. 100/KH-BGDDT dated February 5, 2025 of the Ministry of Education and Training, the Ministry has identified and clearly stated the purpose, requirements, key tasks and implementation organization for implementation. The key implementation tasks in the Ministry's Plan clearly assign responsibilities and focal points for each task, with completion deadlines and expected results.
With the implementation of Project 06, over the past time, the Ministry of Education and Training has completed a number of important tasks and had great effects on society. Specifically, the tasks of registering for the high school graduation exam, registering for university admission, paying admission fees, and confirming admission online have been carried out and succeeded from the first year (2022), with about 1 million candidates participating each year.
This year, according to the new regulations, independent candidates are allowed to register for the exam online, which will help the online registration rate to approach 100%. In addition to registering with an account provided on the Ministry of Education and Training system, candidates can use their VNeID account to log in (via the National Public Service Portal) and register, thereby increasing convenience and safety for candidates.
To deploy digital report cards, the Ministry of Education and Training has established a Steering Committee and completed phase 1 of the pilot implementation of the digital report card model at the primary level. After the pilot phase 1, the Ministry of Education and Training has determined the technical model in the direction of a centralized database. Currently, the Ministry has provided guidance on the mass implementation of digital report cards for primary schools and on the pilot implementation of digital report cards at the secondary, high school and vocational education levels.
Deploying full-process online public services, from November 2024 to now, the Ministry of Education and Training has deployed 1 full-process online service on the Ministry's administrative procedure settlement information system. Currently, there are 68 administrative procedures that have been digitized on the Ministry's administrative procedure settlement information system, but there is only 1 full-process online public service.
Some key tasks that the Ministry of Education and Training will focus on implementing in the coming time include integrating human resource training content to serve digital transformation in general and Project 06 in particular into the Project on developing high-quality human resources to serve high-tech development; completing the connection and data sharing between the two databases on labor, employment and educational institutions on vocational education; piloting the implementation of Digital Diplomas in the education system; promoting the reduction and elimination of unnecessary administrative procedures...
At the meeting, members of the Steering Committee exchanged and discussed the work and tasks being implemented, the coordination between units in performing tasks on digital transformation and administrative reform; at the same time, mentioned some difficulties and problems and proposed solutions to effectively implement key tasks in the coming time.
Concluding the meeting, Minister of Education and Training Nguyen Kim Son emphasized the increasingly greater challenges in the context of increasingly higher requirements for science and technology development, digital transformation, and administrative reform; at the same time, he assessed that although many things have been done, many tasks need to be improved and changed to meet the requirements.
According to Minister Nguyen Kim Son, in the coming time, it is necessary to focus on arranging and assigning human resources, appropriate organizational methods; reviewing funding, infrastructure, equipment, resources, etc. Platforms and databases also need to be reviewed to ensure data standards, legality, safety, security, and at the same time, adding data fields as required, especially for learners, and increasing data usage.
The tasks of implementing Resolution 57, implementing "digital education for all", continuing to implement digital transcripts, digital diplomas, and contents related to administrative procedures... were also specifically directed by the Minister of Education and Training in terms of orientation, focused implementation content, and assigned focal points to preside over and coordinate implementation.
