Water shortage in Vu Gia river system, Cam Le river is heavily saline

DNO - In the early morning of August 10, Cam Le River at the raw water intake gate to Cau Do Water Plant continued to be heavily contaminated with salinity with the highest salinity level of 2,065 mg/l, 7 times higher than the permitted standard. Therefore, Da Nang Water Supply Joint Stock Company had to pump water completely from 2 An Trach salinity prevention pumping stations to produce and supply domestic water for the city.

Dr. Le Hung, lecturer at the Faculty of Hydraulic Construction, University of Technology (University of Danang) said that over the past 3 days, the water level of Yen River upstream of An Trach Dam and the water level of Vu Gia River at Ai Nghia pumping station (Dai Loc district, Quang Nam province) have fluctuated quite a lot.

These cascade hydropower plants generate electricity through water discharge that is not in accordance with the regulations of the inter-reservoir operation process in the Vu Gia - Thu Bon river basin. This is the reason why the water level downstream of the Vu Gia river fluctuated greatly in the past few days, causing difficulties for the pumping stations to operate.

Therefore, the authorities only need to require these cascade hydropower plants to discharge water according to the process of at least 12 hours/day with the water flow distributed more evenly instead of concentrating on discharging water in a few hours, then the water level downstream of Vu Gia River will be more regulated, not fluctuating up and down with large amplitude like the past 3 days and need to monitor the power generation time of these hydropower plants.

According to records on the afternoon of August 9, in the fields in Tay An village, Hoa Chau commune (Hoa Vang district), many rice fields have not had water for 5-7 days. The rice is in the stage of heading and flowering, requiring sufficient irrigation water, but farmers cannot pump or drain water into the fields because the water source from the canal leading from Cam Le river is salty.

Due to lack of irrigation water for many days in hot weather, the fields have become dry and cracked. Farmers are worried that the rice will have small grains and a poor harvest because without water when the rice is in bloom, it will not be able to "get into the pot".

Mr. Nguyen Duoc, a farmer working in the Tay An village field, Hoa Chau commune, said: “My family has 4 sao of rice fields in the Tay An village field. The rice is blooming but it has been a week and the water has not come back. We hope that the pumping station operator will bring water back to the fields so that the rice can bloom, otherwise the fields will dry out and the rice will be empty when it blooms.”

Another farmer who is also farming in the fields of Tay An village, Hoa Chau commune, Ms. Ngo Thi Hue, also worriedly said: "The rice is blooming but has been dry for a whole week, the soil is cracked, the rice is "choked" so the grains are empty."

Many rice fields in bloom in Dai Loc district and Dien Ban town, Quang Nam province, are also facing a lack of water, or not being supplied with enough irrigation water because many river sections, dams, and pumping station suction tanks are dry.

On the afternoon of August 9, Quang Nam Irrigation Exploitation Company Limited issued Official Dispatch No. 1564/BC-CT urgently reporting to the Department of Agriculture and Rural Development of Quang Nam province about the shortage of water resources on the Vu Gia river system.

Accordingly, from August 4 to August 8, hydropower plants on the upper Vu Gia River discharged water with a very low average daily flow, leading to a shortage of water resources downstream, greatly affecting the fresh water supply for daily life and agricultural production in the summer-autumn crop.

Therefore, in recent days, pumping stations in the downstream of Vu Gia River have stopped operating, or operated with an inadequate number of pumps and very short operating time due to water shortage, especially Ai Nghia pumping station (Dai Loc district), Thai Son, Cam Van, La Tho, Dong Ho pumping stations and some locally managed pumping stations in Dien Ban town.

Currently, rice is in the stage of heading and flowering, so it is in great need of a stable water supply to ensure productivity. In order to ensure timely irrigation water supply during the flowering period, the company proposed that the Department of Agriculture and Rural Development of Quang Nam province advise the Provincial People's Committee to issue a document directing hydropower plants in the upper Vu Gia river to increase capacity and time to release water downstream, to ensure water supply for irrigation pump operation, serving agricultural production.
