The Government Office issued Notice No. 118/TB-VPCP on the conclusion of Deputy Prime Minister Bui Thanh Son - Head of Inspection Team No. 05 on reviewing and removing difficulties and obstacles related to key transport projects planned to be completed in 2025 to achieve the target of 3,000 km of expressway, including 04 projects: Tuyen Quang - Ha Giang section through Ha Giang province, Tuyen Quang - Ha Giang section through Tuyen Quang province, Dong Dang - Tra Linh, Huu Nghi - Chi Lang.

The announcement stated: Currently, the remaining volume of projects to be completed is very large, while there are still some issues regarding site clearance, materials, capital sources and slow construction progress. The Deputy Prime Minister requested localities, investors, contractors and consulting units to clearly define: promises must be made, commitments must be fulfilled, and projects must be completed before December 31, 2025.

Tuyen Quang - Ha Giang Expressway Project (Phase 1), section through Tuyen Quang province

For this Project, the Deputy Prime Minister requested that the remaining site clearance volume of the Project is not much, only 5.7km (8%), requesting the People's Committee of Tuyen Quang province to commit to completely completing the site clearance work of the Project and hand it over in March 2025 according to the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg dated August 16, 2024 ("resolutely deploy, promote the highest sense of responsibility, mobilize the entire political system to speed up the progress of site clearance work for important national works and projects, key projects of the transport sector; the Secretaries and Chairmen of the Provincial People's Committees must focus more on leadership, direction... must participate in site clearance work).

Regarding material sources: There is currently a shortage of 0.35 million m3 of stone and 1.97 million m3 of soil. The project is included in the list of projects that are subject to special mechanisms for exploiting minerals as common construction materials according to Resolution No. 106/2023/QH15 of the National Assembly, so this issue is under the jurisdiction of the locality. The Deputy Prime Minister requested the People's Committee of Tuyen Quang province to urgently direct the Department of Agriculture and Environment to immediately work with the investor and construction contractor to clarify the needs, the missing volume, propose the mine to grant, resolve the procedures for granting and opening the mine within a maximum of 10 days (requires a Minutes of the meeting between the parties, sent to the Government Office, the Ministry of Construction to summarize the report in the next working session).

Regarding the source of capital to increase revenue and save expenditure from 2023 (capital of 2,000 billion VND): The Prime Minister has directed; requiring localities to review and complete procedures and project approval documents in March 2025. After this deadline, if investment procedures are not completed, the capital will be withdrawn and transferred to another unit. Therefore, it is recommended that the People's Committee of Tuyen Quang province urgently implement the Prime Minister's direction, resolutely not delay. If necessary to complete the procedures and ensure project progress according to the direction of the Prime Minister, the People's Committee of Tuyen Quang province shall study the provisions of Decree No. 17/2025/ND-CP dated February 6, 2025 to consider and decide on contractor selection in special cases for consulting packages of the Project.

Regarding the content of the proposal for the central government to support an additional VND 1,800 billion (out of the total VND 2,300 billion that the province has committed): The Deputy Prime Minister requested the Ministry of Finance to urgently implement the Prime Minister's direction in Notice No. 564/TB-VPCP dated December 19, 2024 and report to the Prime Minister in March 2025.

In addition to the self-balanced capital of VND 500 billion, the Deputy Prime Minister requested the People's Committee of Tuyen Quang province to continue reviewing capital sources and the ability to balance capital from the local budget and other legal sources; proactively work with the Ministry of Finance to promptly arrange capital to implement the Project to ensure progress as required.

Construction work: Currently, the construction progress of the Project is 7% behind schedule. We request the People's Committee of Tuyen Quang province to clarify where the delay is? Who is responsible? Which stage? On that basis, clarify the responsibilities of each agency, unit, and individual. The People's Committee of Tuyen Quang province directs the investor and contractor to build a "critical path" of progress to ensure the completion of the project in 2025 (details by month, by week of each bid package, each contractor as a basis for control); at the same time, there are solutions to compensate for the delayed volume; the implementation of construction must pay attention to ensuring quality, technical - aesthetic, environmental sanitation, labor safety, in which it is necessary to pay attention to completing the roadbed items in June 2025. The investor and contractor must have a written commitment to complete the project in 2025.

Tuyen Quang - Ha Giang Expressway Project (Phase 1), section through Ha Giang province

Regarding site clearance: The Deputy Prime Minister highly appreciated the efforts of the People's Committee of Ha Giang province in completing 100% of site clearance.

Regarding material sources: The Project still lacks about 0.29 million m3 of stone, which is under the responsibility and authority of the People's Committee of Ha Giang province, the construction contractor and related units. The Deputy Prime Minister requested the People's Committee of Ha Giang province to direct related units to speed up the procedures for granting mineral exploitation licenses for stone mines, to be completed in March 2025.

Regarding capital sources: The Deputy Prime Minister requested the Ministry of Finance to urgently submit to the Prime Minister to balance and arrange additional capital for Ha Giang province to complete phase 1 of the Project (27.48km) according to the direction of General Secretary To Lam in Notice No. 123-TB/TW dated February 17, 2025 of the Central Party Office and the direction of Deputy Prime Minister Le Thanh Long in Document No. 1721/VPCP-QHDP dated March 3, 2025; report to the Prime Minister in March 2025.

The People's Committee of Ha Giang province continues to proactively review capital sources, balance and allocate capital from the local budget and other legal sources to implement the project; proactively work with the Ministry of Finance to promptly allocate capital to implement the project.

Construction work: Currently, the construction volume has completed 51% of the contract value; the construction progress of the project is 15.7% behind schedule. The Deputy Prime Minister requested the People's Committee of Ha Giang province to clarify where the delay is, by whom, and at what stage? On that basis, clarify the responsibilities of each agency, unit, and individual. The People's Committee of Ha Giang province directs investors and contractors to build a "critical path" of progress to ensure project completion in 2025 (detailed by month, by week for each bid package, each contractor as a basis for control); at the same time, there are solutions to compensate for the delayed volume; the implementation of construction must pay attention to ensuring quality, technical - aesthetic, environmental sanitation, and labor safety. Investors and contractors must have a written commitment to complete the project in 2025.

Investment project to build the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway under the form of public-private partnership, phase 1

Site clearance, material sources, and dumping sites: The People's Committees of Cao Bang and Lang Son provinces resolutely direct agencies and units to resolve related procedures, accelerate the progress of converting forest land use purposes, relocate technical infrastructure, and hand over clean sites according to the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg dated August 16, 2024 and Notice No. 43/TB-VPCP dated February 13, 2025; at the same time, thoroughly resolve problems and shortcomings regarding material mines and dumping sites; localities must commit to completing them by March 2025.

Construction work: The project's site clearance area has reached 95%, the project started on January 1, 2024, and has been under construction for 14 months, but has only reached 19% of the contract value, which is very slow. To complete the remaining 81% of the volume within 10 months, the contractor is focusing on maximum resources, machinery, equipment, overtime, and extra shifts to compensate for the slow volume and to achieve the goal of completing the route before December 31, 2025.

The Deputy Prime Minister requested the People's Committee of Cao Bang province to direct investors and contractors to build a "critical path" schedule to ensure the completion of the project in 2025 (detailed by month, by week for each package, each contractor as a basis for control); at the same time, there must be solutions to compensate for the delayed volume; the implementation of construction must pay attention to ensuring quality, technical - aesthetic, environmental sanitation, and labor safety. Project Management Board, Investors and contractors must have a written commitment to complete the project by 2025.

Huu Nghi - Chi Lang border gate expressway project under BOT form

Site clearance: Currently, the remaining volume is about 9.9 km (equivalent to 17%). The Deputy Prime Minister requested the People's Committee of Lang Son province to strictly implement the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg dated August 16, 2024, directing relevant agencies and units to completely complete the relocation and renovation of high-voltage power lines in March 2025; at the same time, have a temporary residence plan during the construction of resettlement areas to hand over the entire site in March 2025. The People's Committee of Lang Son province must commit to the Prime Minister to complete the site clearance of the Project in March 2025.

The Ministry of Agriculture and Environment urgently researches and issues instructions in March 2025. on compensation for crops and livestock according to the provisions of Article 103 of the Land Law for timely implementation by localities.

Regarding the dumping site: Currently, the Project's dumping reserve is still short of about 4.0 million m3 . The Deputy Prime Minister requested the People's Committee of Lang Son province to direct the Investor/project enterprise to urgently organize a review and supplement dumping sites to ensure the project's dumping needs; at the same time, the project enterprise urgently studies and proposes additional dumping sites to report to the People's Committee of Lang Son province for consideration and approval, with completion time in April 2025.

Construction work: The project has been under construction for about 10 months, but so far the project output has only reached about 7.58%. With the current construction speed, the possibility of completing the project as planned is very difficult. The Deputy Prime Minister requested the People's Committee of Lang Son province to direct investors and contractors to build a "critical path" schedule to ensure the completion of the project in 2025 (detailed by month, by week for each package, each contractor as a basis for control); focus on mobilizing human resources, machinery, equipment, materials and arranging sufficient resources to promote construction to meet the plan. Project Management Board, Investors and contractors must have a written commitment to complete the project on schedule and with quality.

The People's Committees of the provinces direct investors/project enterprises to review the project's capital sources, study investment plans for rest stops, ITS and ETC systems, and ensure synchronous completion when the project is put into operation.

Relevant ministries, agencies and localities, based on their functions, tasks and powers, shall resolve assigned tasks on schedule; periodically before the 30th of each month (or when difficulties/problems arise beyond their authority), localities shall report to the Ministry of Construction as a basis for the Ministry of Construction to promptly synthesize and report to the Deputy Prime Minister - Head of the Inspection Team for consideration and decision.

The Ministry of Construction, as the standing agency of the Inspection Team, continues to proactively monitor and grasp the situation, coordinate with the Government Office to urge assigned tasks, promptly synthesize and report to competent authorities to resolve difficulties and problems.
