On the morning of September 21, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a conference of the Government Standing Committee working with large enterprises on solutions to contribute to the country's socio-economic development.

Speaking at the conference, the Prime Minister emphasized that the conference demonstrated the attention of Party and State leaders to private enterprises and the private economic sector. The Resolution of the 12th National Congress, Resolution of the 10th Central Committee, and Resolution of the 13th National Party Congress all emphasized that the private economy is "an important driving force of the economy".
To date, according to reports, the private economy contributes 45% of GDP, 40% of total social investment capital, creates 85% of jobs for the total workforce, accounts for 35% of import turnover and 25% of export turnover. Vietnam has had private corporations reaching out to the region and the world.
The Prime Minister shared the difficulties of the business community in recent years due to many unprecedented factors, such as the Covid-19 pandemic, war, strategic competition, and supply chain disruption.
At the same time, the Government is committed to always accompanying and protecting the legitimate and legal rights and interests of enterprises in any circumstances; not criminalizing economic relations; researching and abolishing sub-licenses, eliminating the environment that creates harassment and inconvenience, increasing compliance costs for enterprises.

"Resolving difficulties for businesses is contributing to solving difficulties for the country's economy. If businesses develop, the country will develop. The spirit is to resolve any problems, no pushing, no avoiding, no causing trouble or harassment," the Prime Minister emphasized.
The Prime Minister also affirmed that agencies will continue to listen to business opinions to further promote decentralization and delegation of power in accordance with the spirit of the 10th Central Conference and the direction of General Secretary and President To Lam that "localities decide, localities act, and localities take responsibility".
The Prime Minister clearly stated the viewpoint of identifying people and enterprises as the center and subject in building and perfecting institutions and laws; institutions not only manage effectively but also create development.
Research on ordering enterprises for specific tasks in high-speed railway construction
Regarding the comments and recommendations of enterprises, the Prime Minister stated that the Government thanks enterprises for proposing to be assigned specific tasks in the construction of the North-South high-speed railway, urban railway, steel production, construction of expressways, power plants, airports, ports, national exhibition centers, social housing, nutritional care for children and improving people's physical health...
Based on the proposals, the agencies will research, assign tasks, and order businesses to implement.

The Head of Government requested ministries and branches to handle work with high determination, great efforts, and drastic actions to work with businesses to resolve difficulties and problems, and organize implementation with clear people, clear work, clear time, clear responsibilities, clear products, and clear results.
In addition to this conference, the Prime Minister assigned ministries and branches to organize specialized conferences with businesses in the fields of natural resources and environment, transportation, taxes, investment, etc. in the spirit of "what is said must be done, what is committed must be done, what is done must have specific products and results, measurable".
