On November 27, Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai signed and issued Decision No. 7846-QD/TU of the Hanoi Party Committee on amending and supplementing a number of contents of Regulation No. 12-QD/TU dated May 8, 2023 of the City Party Committee on cadre management, decentralization of cadre management and appointment of cadres, and introduction of cadres for election.
Amendments and supplements related to Article 8 (Responsibilities and powers of the Standing Committee of the City Party Committee), Article 14 (Responsibilities and powers of the advisory and support agencies of the City Party Committee in personnel work) and Appendix 2.
In Article 8, the Hanoi Party Committee amended, supplemented, and detailed Clause 9 “Decision on the implementation of salary regimes and policies; study and work trips domestically and abroad for cadres under the management of the Standing Committee of the Hanoi Party Committee”. The supplement clarifies the specific responsibilities of the Standing Committee of the Hanoi Party Committee, the Deputy Secretaries, and the Organizing Committee of the Hanoi Party Committee for each case; in addition, it clearly stipulates the related reporting regime.
Regarding Article 14, the City Party Committee amended Section 1.3, Clause 1 (responsibility of the City Party Committee's Organization Board) to: "Synthesize and evaluate proposals for personnel restructuring policies under the management of the Standing Committee of the City Party Committee according to assigned functions and tasks and at the request of the Party Delegation of the City People's Council, the Party Committee of the City People's Committee, localities, agencies and units. Advise and submit to the Standing Committee and the Standing Committee of the City Party Committee on personnel issues and personnel work".
Also according to the Decision, the Hanoi Party Committee amended Appendix 2 (attached to Regulation 12-QD/TU) on the appointment process and nomination of candidates for positions under the management of the Standing Committee of the Hanoi Party Committee.
Regulation 12-QD/TU consists of 39 articles and 3 appendices, which is an important basis for all levels and sectors in the city's political system to base on in implementing cadre management, decentralizing cadre management and appointing cadres, and introducing cadres to run for election. The amendment and supplement aim to perfect the Regulation and conform to the new working regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, and the Standing Committee of the City Party Committee; helping to enhance the effectiveness of cadre work of the City Party Committee.
