In Conclusion No. 80-KL/TW dated May 24, 2024 of the Politburo on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065, Hanoi needs to have a "new vision - new global thinking, Capital thinking and Hanoi action".

In addition, the promulgation of the Capital Law 2024 has brought practical value, removing bottlenecks and obstacles to create new momentum for the Capital, including decentralization and more power to Hanoi to make breakthroughs in the construction and development of the Capital.

Building smart, modern cities

Through many ups and downs in history, the capital Hanoi has increasingly developed into a civilized and modern city. From the scale, urban structure, infrastructure, architectural works, artificial landscapes, natural landscapes are increasingly civilized, innovative, modern, worthy of being the center, the driving force of regional and national development, a globally connected city, with a level of development on par with the capitals of developed countries in the region and the world.

In each stage of development, the appearance of the capital has its own distinctive features. From 2008 to present, urban planning, construction, management, order and traffic safety have seen positive changes.

The urban space has been expanded, the appearance of the capital has changed a lot, becoming brighter, greener, cleaner and more beautiful; more spacious, civilized, modern, forming many new civilized and modern urban areas such as: Vinhomes River Side, Vin City Ocean Park, Vin City Sportia, Garmuda, Royal City, Times City...

Hanoi has completed and put into use the Cat Linh - Ha Dong urban railway line and the No. 3 railway line, the elevated section Nhon - Cau Giay, speeding up the progress of the underground section from Cau Giay to Hanoi Railway Station. Along with the basic completion of Ring Road 1, Ring Road 2, Ring Road 3, the city and the provinces of Hung Yen and Bac Ninh are vigorously implementing the Ring Road 4 - Capital Region project...

When the Ring Road 4 - Capital Region is put into operation, it will open up space and create more development momentum for the entire Red River Delta. The Ring Road 5 project is planned to pass through Hanoi and 7 adjacent provinces: Vinh Phuc, Thai Nguyen, Bac Giang; Hai Duong; Thai Binh, Ha Nam, Hoa Binh. After completion, it will double the influence of the capital Hanoi in the Northern region as well as the whole country.

Currently, the City is focusing resources on investing in the construction of a series of bridges over the Red River (8 bridges have been built and Long Bien Bridge has been renovated; 9 new bridges will be built; 3 more bridges (Hong Ha, Me So, Van Phuc) will be invested in and approved by the City People's Council. The City People's Council has passed a Resolution approving the investment policy for 3 bridges including Tu Lien Bridge, Tran Hung Dao Bridge and Ngoc Hoi Bridge) with a total investment of nearly 48,000 billion VND.

Adjust and supplement the list of 35 land acquisition projects and works in 2025 in the city. Among them, there are many large urban area projects such as: G29 Urban Area, Dong Anh District, scale of 218.44ha; G4 Urban Area, Dong Anh District, 169.43ha; Me Linh New High-class Urban Area, 189.6ha; Vien Son New Urban Area, Son Tay Town, 125ha...

The city mobilizes all resources, diversifies investment methods, identifies specific mechanisms and policies to accelerate progress, and strives to complete 14 urban railway lines by 2035, with a total length of 550km, in order to promote breakthroughs in infrastructure. Urban renovation and beautification work is maintained regularly, forming urban civilization, including a number of model streets; renovating and building many new flower gardens and parks; planting trees in sync with undergrounding power and communication cable systems.

According to Associate Professor, Dr. Nguyen Danh Tien - Director of the Institute of Party History (Ho Chi Minh National Academy of Politics): Well implementing the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 and the Adjustment of the Capital Construction Master Plan to 2045, with a vision to 2065 and planning projects, especially the Zoning Plan of satellite cities, the construction planning of districts in the area as well as other specific plans, the development process of Hanoi's urban system not only promotes the economic - cultural - social development of the Capital, but also of the region, creating conditions for the city to integrate internationally and develop on par with the capitals of developed countries in the region.

Dr. Architect Dao Ngoc Nghiem - Vice President of the Vietnam Urban Planning and Development Association assessed that, looking back at the past period, we can be proud of what the landscape appearance of Hanoi has achieved, contributing to creating a new role and position of the Capital, promoting the cultural and historical values ​​accumulated over thousands of years. However, we also recognize the shortcomings such as not yet defining the specific architecture of the Capital, slow urban reconstruction and renovation, and poor control of implementation according to planning.

To solve this problem, in addition to adjusting the Capital Master Plan to 2045, with a vision to 2065, and establishing the Capital Master Plan to 2030 with a vision to 2050, the Capital Law 2024 (amended) has also been passed by the National Assembly, which will create momentum for a breakthrough in the appearance of the Capital. Hanoi "Cultured - Civilized - Modern - Sustainable".

According to Dr. Architect Truong Van Quang - Deputy General Secretary of the Vietnam Urban Planning and Development Association, Clause 1, Article 17 of the Capital Law on Capital Construction and Development Planning stipulates that "The construction and development of the Capital must comply with the Capital Planning and the Capital Master Plan". With the aspirational core values: Hanoi Capital - Cultured - Civilized - Modern; becoming an international city, playing an important role in the urban network of the Asia - Pacific region; Center for innovation, science and technology to promote the socio-economic development of the country and the Northern Region of Vietnam; Sharing industrial production and service functions with localities in the Hanoi Capital Region and the Red River Delta Region...

Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association commented: "The Capital Law 2024 has brought practical value, removing bottlenecks and obstacles to create new momentum for the Capital, including decentralization and delegation of authority to Hanoi to decide on public investment, projects in the form of public-private partnership (PPP), creating a mechanism for Hanoi in site clearance work, this is an opportunity for Hanoi to make breakthroughs in the construction and development of the Capital".

According to experts, regarding planning work in the Capital Law, there are many regulations on specific mechanisms and policies, such as planning adjustment, project approval, investor selection, and resource determination. According to statistics, in the Capital Law 2024, there are up to 14-15 specific policies on planning; especially decentralization and delegation of power to Hanoi is very large. With the responsibility assigned by the State, with the spirit of self-determination, self-doing, and self-responsibility, the Capital will rise to new heights. In the coming time, Hanoi needs to continue to specify the issues in the specific policies identified in the Capital Law 2024 to create breakthroughs and strong development for the Capital in the New Era.
