According to Resolution 115, the Hanoi People's Council has the authority to decide to allow districts to use district-level budgets to support disadvantaged districts to implement the National Target Program on New Rural Construction.
Resolution 115, issued for the first time by the National Assembly, has helped Hanoi thoroughly resolve difficulties and problems related to district-level budget expenditures to support districts in implementing new rural construction in accordance with the general spirit of the Hanoi Party Committee; creating a legal framework, contributing to maximizing resource mobilization to implement the National Target Program on New Rural Construction.
After expanding the administrative boundaries of the capital according to Resolution No. 15/NQ-TW of the 12th National Assembly, Hanoi has the second largest number of commune-level administrative units in the country. The construction of new rural areas also faces many difficulties and challenges, especially when the city does not receive support from the Central Government for investment resources.
The difficulty of the capital
Recalling the early days of implementing the National Target Program on New Rural Development, former Head of the Hanoi Rural Development Department Le Thiet Cuong acknowledged that despite its position as the capital, Hanoi's new rural development still faced many difficulties and challenges.
The reason is that after expanding the administrative boundaries of the capital according to Resolution No. 15/NQ-TW of the 12th National Assembly, the number of commune-level administrative units implementing new rural construction in Hanoi is very large. Not only that, the rural area is expanded, with diverse terrain and population distribution, from the plains to the midlands and mountains.
In particular, Hanoi has 14 communes in ethnic minority and mountainous areas of the former Ha Tay province and Luong Son district (Hoa Binh province). These are localities with very limited socio-economic conditions; some areas in Ba Vi and My Duc districts are still among the "particularly disadvantaged villages and communes" of the whole country.
Besides, the agricultural land area of Hanoi still accounts for a very large proportion. People mainly live in rural areas. Economic life depends heavily on traditional agricultural cultivation, while infrastructure serving production is still limited and has not been invested synchronously...
Along with the difficulty in starting point, Hanoi also has certain limitations in investment resources. Deputy Head of the Central Office for New Rural Area Coordination Tran Nhat Lam said that since the implementation of the National Target Program on New Rural Area Construction, Hanoi has been one of the localities that must be self-sufficient in terms of resources.
This means that for nearly 15 years, the Central Government has not supported Hanoi with funds to carry out the task of building new rural areas. According to Mr. Tran Nhat Lam, this is a very different characteristic, a difficulty of Hanoi compared to other localities in the country in the process of building new rural areas.
Achievements and tasks
The Hanoi Party Committee always identifies agriculture, farmers, and rural areas as playing a particularly important role in the development of the capital. Developing agriculture, farmers, and rural areas, with a focus on building new rural areas, is considered by the city as a continuous task, with the spirit of "having a starting point but no ending point".
Recognizing the significance and importance of agriculture, farmers and rural areas, during the two terms of the Hanoi Party Committee, the XV and XVI terms, the Hanoi Party Committee issued Action Program No. 02/CTr-TU for the period 2010 - 2015 and 2016 - 2020, identifying this as a major and key work program for the entire term to organize and implement the goals and tasks.
Nguyen Van Chi, Deputy Chief of the Standing Office of the Hanoi New Rural Development Program Coordination Office, said that as of June 2020, Hanoi had 6 district-level administrative units recognized by the Prime Minister as meeting new rural standards, including Dan Phuong, Dong Anh, Thanh Tri, Hoai Duc, Quoc Oai, and Gia Lam. In addition, 356/382 communes met new rural standards and 18 communes met advanced new rural standards. The entire city has not yet had any commune recognized as meeting model new rural standards.
“In the period from 2016 to June 2020, Hanoi mobilized about 58,000 billion VND to implement new rural construction. However, the resources for new rural construction mainly come from the State budget, attracting social resources is not much,” Mr. Nguyen Van Chi added.
With 356 communes meeting new rural standards by June 2020, Hanoi is the leading locality in the country in terms of the number of commune-level administrative units reaching the finish line. However, with 12/18 district-level administrative units and 26 communes not reaching the finish line, the task of building new rural areas for Hanoi is still extremely heavy.
The knot is untied
In the context of the task of building new rural areas posing many urgent issues, the Hanoi Party Committee, term XVII, continued to issue Program No. 04-CTr/TU to continue directing the implementation of the National Target Program on building new rural areas.
During the implementation process, Hanoi has had many creative ways to mobilize internal resources in accordance with the direction of the Hanoi Party Committee. In particular, there is the policy of "supporting the suburbs to build new rural areas" through "twinning" activities, mutual support and assistance in building and completing infrastructure of districts for districts.
Hanoi's policy has received great attention and support from the National Assembly. Based on the city's proposal, on June 19, 2020, the 14th National Assembly issued Resolution No. 115/2020/QH14 on piloting a number of specific financial and budgetary mechanisms and policies for Hanoi (abbreviated as Resolution 115).
One of the contents of Resolution 115 is that the Hanoi People's Council has the authority to decide and allow districts to use district-level budgets to support disadvantaged districts to implement the National Target Program on New Rural Construction.
Resolution 115, issued for the first time by the National Assembly, has helped Hanoi thoroughly resolve difficulties and problems related to district-level budget expenditures to support districts in implementing the National Target Program on New Rural Development; creating a legal corridor and favorable basis for districts to concretize the policy of supporting districts in building new rural areas in accordance with the general spirit of the Hanoi Party Committee.
The achievements in building new rural areas in Hanoi in recent years have affirmed the correctness and humane spirit of Resolution 115; deepened solidarity between districts; created an important driving force for the city to continue promoting endogenous resources, towards achieving more impressive results, worthy of being the "leading flag" in building new rural areas in the whole country.
