According to the plan, the intersection between Ben Luc - Long Thanh Expressway and National Highway 51 will have an additional overpass crossing and then connect directly to Bien Hoa - Vung Tau Expressway.
According to the Southern Expressway Project Management Board (VEC), the construction progress of the packages of the Ben Luc - Long Thanh Expressway section through Dong Nai is going well. Of which, package A5 has been completed, package A7 is in the finalization stage, and package A6 has reached over 75% of the volume, divided into many small items for synchronous implementation.
Current status of the at-grade intersection between National Highway 51 and Ben Luc - Long Thanh Expressway.
It is expected that by the end of this year, a nearly 7km long section from the end of the A6 package (the intersection with the road to Phuoc An port) to the QL51 national highway intersection will be opened to traffic, facilitating the connection of regional traffic infrastructure.
Mr. Dang Huu Vi, Director of the Southern Expressway Project Management Board, said that the 54.7km Ben Luc - Long Thanh expressway starts at the connection point with the Ho Chi Minh City - Trung Luong expressway and Ring Road 3.
According to the design of phase 1 (before Bien Hoa - Vung Tau expressway), this expressway will end at the QL51 intersection. However, to match the infrastructure development, in the completion phase, the route will be extended to Bien Hoa - Vung Tau expressway to synchronize the traffic network of the Southeast region and conveniently connect to Long Thanh airport.
According to the initial design, the QL51 intersection (Km 57+600) was built as a diamond intersection at the same level. However, when the Bien Hoa - Vung Tau expressway was built, this intersection was upgraded to a flyover over QL51 and then directly connected to the Bien Hoa - Vung Tau expressway. The estimated capital for implementation is nearly 1,000 billion.
The current highway only has a branch to Highway 51.
"The section from the QL51 intersection to the Bien Hoa - Vung Tau expressway is about 1.8km long, of which the Project Management Board is responsible for constructing about 500m. According to the plan, this section will start construction at the end of the fourth quarter of 2024 to ensure the completion of the entire route by the end of 2025. Currently, related procedures are being urgently implemented," said Mr. Vi.
Also according to Mr. Vi, on November 6, the Project Management Board handed over the markers and related legal documents for the Long Thanh District Project Management Board to coordinate with the Long Thanh Branch Land Registration Office to measure and extract the map.
When put into operation, the Ben Luc - Long Thanh expressway will significantly reduce the load on National Highway 51.
It is expected that by November 30, the drawings and technical documents of the land plot will be completed. From December 10-12, the land recovery plan will be issued and people will be contacted, before the announcement of recovery and inventory will be issued at the end of December.
By January 2025, the land inventory will be completed and the land price will be determined; the compensation plan will be approved by the end of April 2025, and compensation will be paid in mid-May 2025 and the entire site will be handed over to the contractor.
Long Thanh district representative affirmed that the locality will try to speed up the progress of public meetings and land counting from December, and at the same time appraise land prices early to ensure that the work is basically completed before Tet.

"The construction package of the QL51 intersection is currently selecting a contractor. It is expected that this package will start construction at the end of December 2024. Due to the urgency of the project, we have requested the Dong Nai Provincial People's Committee to direct Long Thanh district to prioritize the rapid implementation of compensation work, early handover of the site, and by February 2025 at the latest, the entire site will be available to ensure construction progress," said Mr. Vi.
