The implementation of merging administrative units at commune and district levels is receiving special attention from the people, especially the stage of collecting opinions on the proposed name of the new administrative unit after the merger.
It is understandable that people in communes and wards with merger plans are interested, because this will more or less have a certain impact, especially changing information on documents.
According to the plan, localities across the country are urgently implementing the project to adjust administrative boundaries. To implement this plan, many communes and wards that do not meet the standards will be forced to adjust their boundaries or merge to form new administrative units in the period of 2023 - 2025.
Minister of Home Affairs Pham Thi Thanh Tra said that in 2024, the whole country will reorganize and merge 50 district-level administrative units and 1,243 commune-level administrative units. It is expected that after the reorganization, 14 districts and 619 communes will be reduced.
The implementation in some places in Hanoi shows that, from the step of collecting public opinions and presenting the merger plan, the name of the new administrative unit is gaining high consensus and unity.
In terms of method, some districts in Hanoi are applying the plan to minimize the impact of the merger. For example, in Ba Dinh district, when merging Nguyen Trung Truc ward and Truc Bach ward, a new administrative unit was formed but the name of Truc Bach ward was used.
Similarly, Dong Da district merged Kham Thien and Trung Phung wards into Kham Thien ward; merged part of Nga Tu So ward into Khuong Thuong, taking the name Khuong Thuong ward.
This principle is also implemented in Ha Dong district when 3 wards of Quang Trung, Nguyen Trai, Yet Kieu are merged, unified under the name Quang Trung ward. In Son Tay town, 3 wards of Le Loi, Ngo Quyen and Quang Trung will be merged, unified under the name Ngo Quyen ward.
Thus, whether the option is 2 or 3 communes and wards merged into 1, when choosing to keep the name of an old administrative unit, it will more or less reduce the number of people having to change information on documents compared to the option of naming a completely new administrative unit.
However, there are also places that are expected to form new administrative unit names after the merger. Specifically, Ung Hoa district (Hanoi) is the locality with the largest reduction in the number of communes in the administrative unit arrangement when 14 communes were merged into 5 communes.
Accordingly, when merging Vien Noi, Vien An, Hoa Son communes, the new name will be Hoa Vien commune; merging Cao Thanh, Son Cong, Dong Tien communes into a new commune called Cao Son Tien; merging Hoa Xa, Van Thai, Hoa Nam communes into Thai Hoa commune.
In Quynh Luu district (Nghe An), the consultation on the rearrangement of 17 commune-level administrative units into 8 new administrative units in the 2023-2025 period is also being implemented.
Similar to Ung Hoa district (Hanoi), some communes after the merger in Quynh Luu district are also expected to have new names. Specifically, Quynh Nghia and Tien Thuy communes will be merged into Phu Nghia commune; Quynh Hung, Quynh Ba, Quynh Ngoc communes will be merged, the new name is expected to be Binh Son; Quynh Thuan commune will be merged with Quynh Long to form Thuan Long commune; Quynh Tho and Son Hai will form Hai Tho commune; Quynh Hoa and Quynh My will form Hoa My; Quynh Minh and Quynh Luong will form Minh Luong.
Mr. Nguyen Xuan Dinh, Vice Chairman of Quynh Luu District People's Committee, shared that regarding the merger of the names of the two communes into a new commune according to the current plan, the district is also having concerns and worries.
According to Mr. Dinh, the district's initial viewpoint and naming plan was to keep the name of one of the two merged communes, the main purpose of which was to reduce pressure on people in changing information on documents after the merger.
In Vinh Phuc, recently when giving opinions on the work of arranging commune-level administrative units, Vinh Phuc Provincial Party Secretary Duong Van An also requested agencies and localities to continue researching the names after merging communes/wards/towns, ensuring that they are suitable to conditions, history, customs, practices, and high harmony and unity among the people.
The problem is that when implementing, it is necessary to choose a scientific plan and adhere to the principle of unity, which means that the people of the two merged communes must agree on the name of the new commune after the merger.
Finally, it is necessary to have the people's sharing and consensus to choose the option with the least impact related to having to change information on documents, and also to avoid the situation of "no one giving in to anyone, or pleasing one commune but displeasing another".
