(CPV) - On the afternoon of December 31, in Hanoi, the Central Internal Affairs Committee held a conference to review the work of the Party's Internal Affairs sector and the activities of the Steering Committee for anti-corruption, waste and negativity in provinces and centrally-run cities in 2024, connecting online to connecting points in provinces and cities across the country.

General Secretary To Lam, Head of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity (Steering Committee) attended and delivered a speech at the Conference. Also attending were: Politburo member, Standing member of the Secretariat, Head of the Central Inspection Commission Tran Cam Tu and other Politburo members, Secretariat members, Party Central Committee members, leaders of ministries, branches, central agencies and localities.
Contribute to maintaining political stability and social order and security
Reporting on the results of the work at the conference, the representative of the Central Internal Affairs Commission said that in 2024, the Central Internal Affairs Commission completed the development and submitted to the Politburo, the Secretariat and the two Central Steering Committees 10 major projects on internal affairs, anti-corruption, waste, negativity and judicial reform; promptly advised on amending and supplementing the functions and tasks of the Central Steering Committee and the Provincial Steering Committees to direct both anti-waste and anti-waste work, making the task of anti-waste equivalent to the task of anti-corruption and negativity. The Commission completed the review and streamlining of the organizational apparatus and amending and supplementing the functions, tasks and organizational apparatus; completed a key scientific topic on the advisory work of Central Party agencies in the field of internal affairs over 40 years of innovation; successfully organized 2 international seminars, 13 scientific research topics and projects at the Party committee and grassroots levels; Compiled and published the book "Continuing to build and perfect the Socialist Rule of Law State of Vietnam" with many rich theoretical and practical values, serving the research and advisory work of the Party's Internal Affairs sector.

The Internal Affairs sector has advised and organized well 3 sessions, 2 meetings of the Steering Committee, the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity and more than 600 sessions, meetings of the Steering Committee for preventing and combating corruption, waste and negativity at the provincial level; has coordinated to advise and direct the handling of many serious and complicated corruption and negativity cases and incidents that have attracted public attention in accordance with the viewpoint of "no forbidden areas, no exceptions", both strict and humane, in accordance with legal regulations; advised the Central Steering Committee to carry out the work of 6 inspection teams, contributing to improving the effectiveness of the coordination mechanism in detecting and handling corruption and negativity. The sector has also summarized 10 years of implementing Directive No. 35-CT/TW of the Politburo on strengthening the Party's leadership in receiving citizens and handling complaints and denunciations; advised and organized more than 1,000 meetings and dialogues with citizens by the Secretary of the Provincial and Municipal Party Committees; received and processed nearly 60,000 petitions, letters of reflection, complaints and denunciations; and advised and directed the handling of more than 200 mass and complicated complaints and lawsuits, contributing to maintaining political stability and social order and safety.
Speaking at the Conference, General Secretary To Lam warmly welcomed and commended the efforts and achievements of the Party Internal Affairs sector and the Provincial Steering Committee for Anti-Corruption, Wastefulness and Negativity in 2024. These results have made an important contribution to the work of building and rectifying the Party, a clean and strong political system, maintaining political stability, ensuring social order and safety and socio-economic development of the country.
In addition to the achieved results, the General Secretary also pointed out a number of limitations and requested the Party Internal Affairs Department and the Provincial Steering Committee for Anti-Corruption, Waste and Negativity to study, clarify the causes, propose solutions to overcome them, and further improve operational efficiency in the coming time.

The General Secretary noted that 2025 is of decisive significance for the successful implementation of the Resolution of the 13th National Party Congress and the organization of Party Congresses at all levels, towards the 14th National Party Congress. With its position and role as the Party's strategic advisory body on internal affairs, anti-corruption, waste, negativity and judicial reform, the Party Internal Affairs sector and the Provincial Steering Committee for Anti-Corruption, Waste and Negativity must advise the Party to lead and direct the continued promotion of anti-corruption, waste and negativity; resolutely not allowing corrupt, wasteful and negative cadres to enter the new Party Committee.
The General Secretary requested to continue to improve the effectiveness of research work, propose major viewpoints, policies and orientations of the Party on internal affairs, on preventing and combating corruption, waste, negativity and judicial reform. In particular, focus on researching, advising, proposing to complete and improve the quality of draft documents of Party Congresses at all levels and draft documents of the 14th National Party Congress. Advise and direct the review, revision, supplementation, overcoming loopholes, inadequacies, removing bottlenecks and bottlenecks in institutions and laws in general and in the field of preventing and combating corruption, waste and negativity in particular, creating new momentum for the country's socio-economic development. Advise on the organization of the National Conference to review the work of preventing and combating corruption, waste and negativity during the 13th Party Congress term, comprehensively assess the results, limitations and causes, accurately forecast the situation, propose strong and breakthrough tasks and solutions, further improve the effectiveness of the work of preventing and combating corruption, waste and negativity, meeting the requirements of the new development stage of the country.

The General Secretary emphasized the need to focus on advising and directing the drastic implementation, creating strong changes and breakthroughs in the work of preventing and combating waste in the whole society. The Party Internal Affairs Sector and the Provincial Steering Committee for Prevention and Combating Corruption, Waste and Negativity advise and direct the strengthening of inspection, supervision and examination of fields, localities and leaders at all levels who have a lot of information and public opinion on corruption, waste and negativity; investigate and thoroughly handle serious and complicated corruption, waste and negativity cases and incidents that the public is interested in, especially cases and incidents related to personnel. At the same time, advise and direct to further improve the effectiveness of solutions to prevent corruption, waste and negativity, with the motto of prevention being the main, fundamental and long-term, detection and handling being the focus and breakthrough; promptly remind, warn, prevent and stop violations early and from afar, not allowing small violations to accumulate into major violations. Coordinate well in the work of personnel appraisal to serve Party Congresses at all levels; resolutely not allow degraded, corrupt, negative cadres, who do not declare their assets truthfully, and who allow their relatives and family members to take advantage of their positions and powers for personal gain to enter the new Party Committee.
The General Secretary pointed out that it is necessary to strengthen and further improve the effectiveness of coordination between internal affairs agencies; proactively monitor and grasp the situation, promptly advise and propose to the Politburo, the Secretariat and provincial and municipal Party Committees to lead and direct the timely resolution of complex and emerging issues related to national security and social order and safety. In particular, it is necessary to advise and direct the work of receiving people, dialogue with people, listen to and properly resolve the legitimate thoughts and aspirations of the people; thoroughly, reasonably and sympathetically resolve complaints, denunciations, recommendations and reflections of the people right at the grassroots level; thoroughly handle mass, complicated and prolonged complaints and lawsuits, not allowing "hot spots" to arise, being passive and surprised.

The General Secretary requested to urgently review, amend and supplement functions and tasks, streamline the apparatus in accordance with the plan of the Steering Committee on summarizing Resolution 18 of the Central Committee; strengthen measures to build a team of internal affairs cadres, prevent and combat corruption, waste and negativity to be truly "Strong - Sharp - Effective" (Strong law, sharp profession, win people's hearts). Provincial Steering Committees for preventing and combating corruption, waste and negativity need to urgently amend and supplement functions and tasks according to Regulation 199-QD/TW, dated November 20, 2024 of the Secretariat on functions, tasks, powers, organizational structure, working regime, working relationship of Steering Committees for preventing and combating corruption, waste and negativity of provinces and centrally run cities; supplement and perfect working regulations and procedures, maintain order and living regime, constantly innovate and improve operational efficiency.
The General Secretary suggested that provincial and municipal Party Committees continue to pay attention to perfecting their organizational apparatus and have mechanisms to attract cadres so that the provincial and municipal Party Committees' internal affairs committees can more effectively perform their assigned functions and tasks./.
