Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo (Resolution 57) on breakthroughs in science, technology, innovation and national digital transformation is being gradually realized through many policies, thereby opening up many opportunities for national development in the new period.

Among the 7 tasks and solutions proposed in Resolution 57, the second task and solution clearly states: “Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in the development of science, technology, innovation, and digital transformation.”
Minister of Science and Technology Nguyen Manh Hung said that currently, institutions are still "the bottleneck of bottlenecks," but with strong reforms, institutions can become an important competitive advantage.
The Minister proposed that institutional reform is an urgent requirement, from simplifying administrative procedures to creating flexible financial mechanisms to encourage research and technological initiatives.
Currently, many legal policies to help remove "bottlenecks", create momentum for the development of science, technology, innovation, and digital transformation have been and are being strongly implemented.
The Draft Law on Science, Technology and Innovation is being actively researched and drafted by the Ministry of Science and Technology, gradually overcoming the shortcomings of the 2013 Law on Science and Technology, creating a solid legal basis, and continuing to institutionalize Resolution No. 57.
The Draft Law consists of 14 chapters and 83 articles, of which some contents have been revised and supplemented to suit practical requirements.
According to Deputy Minister of Science and Technology Bui The Duy, the Ministry has designed the draft Law in the direction of decentralization and delegation of power to all ministries, branches, localities and presiding organizations. Funds of ministries, branches as well as fund mechanisms are also more proactive.
However, the Ministry of Science and Technology also builds a self-responsibility mechanism for agencies and organizations. Accordingly, the presiding organizations, funds, ministries, branches, and localities must carry out the responsibility of checking disbursement, not causing loss.
Regarding post-audit, the draft Law adds a corridor for evaluating investment efficiency; on that basis, budget allocation for programs, tasks as well as science and technology organizations. This will create a big change in thinking.
In addition, the draft Law is designed in accordance with the direction of Resolution No. 57-NQ/TW of the Politburo, which is to comprehensively digitally transform the entire system of scientific and technological activities in the direction that all activities using the State Budget must be deployed on a nationwide shared digital platform.
“We aim to have robots and artificial intelligence in the future to automatically check whether the spending of agencies and organizations is reasonable or not… In addition, the draft Law also has a breakthrough, changing the perspective on investing in science and technology and promoting businesses to invest in science and technology,” said Deputy Minister Bui The Duy.
The draft Law on Digital Technology Industry is also being developed, expected to be submitted to the 15th National Assembly for consideration and approval at the 9th Session to address the shortcomings and inadequacies of the Law on Information Technology; creating a legal corridor to promote the development of the digital technology industry into a platform industry.
Artificial Intelligence (AI) is another important field that the draft Law on Digital Technology Industry is concerned with regulating; in which, it is necessary to develop principles of promotion and management to limit risks, while making good use of the benefits that AI brings is a mandatory requirement.
According to Nguyen Phuong Tuan, Deputy Chairman of the National Assembly's Committee on Science, Technology and Environment, the draft Law must clearly define the object of promoting AI development as building a data system and information infrastructure; at the same time, it needs to be managed at different levels.
At the same time, consider promoting at the lowest risk level such as in family activities. The higher the risk, the tighter the management, especially issues related to health, people, national defense and security.
…to create Vietnam's position on the global technology map
Minister of Science and Technology Nguyen Manh Hung commented that the issuance of Resolution 57 helps Vietnam reposition its role and position on the global science and technology map.
Vietnam's goal is not only to develop technology but also to master and apply the world's advanced technologies in strategic fields. This will help create a solid foundation for sustainable development and competitiveness in the future.
Minister Nguyen Manh Hung especially emphasized that science and technology, innovation, and digital transformation must be closely linked and create a synchronous development ecosystem, helping Vietnam not only meet domestic needs but also gradually affirm its position in the international arena through exporting technology, innovation, and scientific products.
The development of strategic technology industries such as artificial intelligence, biotechnology and renewable energy is not only important for Vietnam's sustainable development but also an opportunity for Vietnam to affirm its position on the global science and technology map.
This not only creates added value for the economy but also helps Vietnam overcome the middle-income trap and aim to become a high-income country.
Minister Nguyen Manh Hung said that Vietnam aims to be in the top 3 of Southeast Asia, top 50 in the world in digital transformation; AI technology and some digital technology industry fields are in the top 3 of Southeast Asia; have 5 digital technology enterprises on par with advanced countries.
Along with that, complete the construction of smart cities in centrally-run cities; attract 3 more Big Techs to set up headquarters, invest, and research and develop in our country.
To realize Resolution No. 57-NQ/TW, Minister Nguyen Manh Hung outlined a number of specific tasks and solutions, including raising awareness, making breakthroughs in innovative thinking, and strong political determination.
“Directors directly responsible for science, technology, innovation and digital transformation need to consider this a regular task of their organizations. Development results in these areas will be the criteria for evaluating cadres, and at the same time, it is necessary to arrange an appropriate number of cadres specializing in science, technology and digital transformation in the Party Committee,” the Minister assessed.
In particular, Minister Nguyen Manh Hung said that it is necessary to pilot new things for replication; at the same time, accepting risks, venture capital, delays in scientific research, technology development, innovation, sandbox; venture capital funds for creative startups, technology incubation and digital transformation, the mechanism is to accept "some gains, some losses."
Along with that, it is necessary to continue to effectively attract all investment resources for science, technology, innovation and digital transformation. The budget for scientific and technological research is implemented according to the Fund mechanism, ensuring concentrated, focused and key spending...
“The spirit of Resolution No. 57-NQ/TW is to manage by objectives, not by methods, to give autonomy and responsibility to workers, to accept risks and evaluate based on overall efficiency, and for workers to benefit from the fruits of their labor and creativity," the Minister emphasized.
To achieve these goals, according to Minister Nguyen Manh Hung, it is necessary to focus on 5 main principles: Quantify tasks into specific goals and targets; assign tasks to leaders for direct direction; allocate resources reasonably to implement tasks; develop tools to measure online performance results quarterly/yearly and periodically evaluate and publicize results; performance results will be the basis for assessing the level of task completion, especially for leaders.
The Minister affirmed that science, technology, innovation and digital transformation must aim at the ultimate goal of increasing national competitiveness, contributing to socio-economic development, ensuring national defense and security, and improving people's quality of life.
