Hoa Binh: Raising awareness of high-quality human resource development strategy

On March 24, the monitoring delegation of the National Assembly Delegation of Hoa Binh province, led by Deputy Head of the Delegation in charge of the National Assembly Delegation of Hoa Binh province Dang Bich Ngoc, monitored the implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources in Hoa Binh province at the Department of Education and Training. Participating in the monitoring delegation were: Permanent Vice Chairwoman of the Provincial People's Council Nguyen Thi Cam Phuong; Vice Chairman of the Provincial People's Committee Nguyen Van Chuong.

According to the report of the Department of Education and Training of the province, in recent years, the work of building, developing and improving the quality of human resources has always been of interest and focus to the Provincial Party Committee, People's Council and People's Committee of Hoa Binh province. Based on the functions and tasks, the Department of Education and Training has consulted and drafted guiding documents and policies to develop human resources such as decisions and resolutions on specific policies for teachers and students of specialized schools; developed plans and recruited excellent, excellent students and masters to work at specialized schools...

Human resource training is focused on improving the quality of career education activities and orienting the flow of students at units and schools. For example: For general education, from the 2021-2022 school year up to now, Hoang Van Thu High School for the Gifted has trained 5,729 students in 145 specialized classes and 22 near-specialized classes, directly contributing to the training of high-quality human resources to serve the cause of national construction and defense, and socio-economic development of the homeland and the country. From the 2021-2022 school year up to now, the Ethnic Boarding High School has trained 3,310 students, mainly ethnic minorities in extremely difficult communes and villages of Hoa Binh province. This is an important source of cadres for localities in the future.

The facilities of schools, classrooms, libraries and other items related to education and training are increasingly improved. Currently, the whole province has 8,561 classrooms, the rate of solid rooms is 85.8%; there are 433 library rooms, 352 equipment rooms, 131 multi-purpose houses, 1,369 toilets ensuring environmental hygiene... Attention is paid to the construction of new rural areas in the field of education and training; up to now, the whole province has 62% of communes meeting criterion number 5 on schools and 99.2% of communes meeting criterion number 14 on education.

As of the 2024-2025 school year, the network of educational institutions in Hoa Binh province has 521 educational institutions including: 222 kindergartens, 27 primary schools, 27 secondary schools, 194 primary and secondary schools, 36 high schools and 11 secondary and high schools for ethnic minorities, 1 Pedagogical College, 1 Provincial Continuing Education Center, 1 Inter-level High School and 1 Private High School and other educational institutions.

However, the province's resources to attract talent and high-quality human resources are still weak. Lack of support policies for people with specialized expertise has led to the failure to attract highly qualified teachers to participate in teaching. Meanwhile, many specialized legal documents have been issued but there is no consistency between the documents, even contradictions, overlaps, and inadequacies leading to difficulties in developing human resources in general.

At the meeting, delegates made recommendations on a number of issues related to the implementation of policies on human resource development and use; on the implementation of Circular 29 on regulations on extra teaching and learning... At the same time, they requested that the education sector must closely follow the development strategy of the sector and the province; actively advise the province to recommend to the Central Government general policies and specific policies with the characteristics of the province.

Acknowledging the recommendations and proposals at the working session, Deputy Head of the Provincial National Assembly Delegation Dang Bich Ngoc affirmed that he would fully absorb and synthesize them to promptly make recommendations to the National Assembly. At the same time, the Head of the Supervisory Delegation also suggested that the education sector continue to raise awareness of cadres and teachers about the province's strategy for developing and using high-quality human resources. Pay attention to training and supporting cadres and teachers to improve their professional quality. At the same time, advise the Provincial People's Committee to develop projects and models for training and using human resources; the education sector continues to review and make more detailed recommendations on the content of developing and using human resources in the locality.
