On the afternoon of March 20, Inspection Team No. 1920 of the Politburo and the Secretariat held a Conference to approve the draft Inspection Results Report for the Party Committee of the Fatherland Front and Central mass organizations.
The Conference was chaired by Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, Head of the Inspection Delegation; Mr. Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front.
Attending the Conference, on the side of the inspection delegation were Mr. Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organization Committee, Permanent Deputy Head of the Inspection Delegation; Mr. Ha Quoc Tri, Deputy Head of the Central Inspection Commission, Deputy Head of the Inspection Delegation; members of the Politburo's inspection delegation 1920.
On the side of the Party Committee of the Fatherland Front and Central mass organizations, there were Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front and Central mass organizations, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Mr. Tran Thang, Deputy Secretary of the Party Committee of the Fatherland Front and Central mass organizations; Vice Presidents of the Central Committee of the Vietnam Fatherland Front: Hoang Cong Thuy, To Thi Bich Chau, Tran Viet Truong; leaders of the advisory agencies assisting the Party Committee of the Fatherland Front and Central mass organizations; Secretaries of Party organizations directly under the Fatherland Front and Central mass organizations.
At the Conference, delegates listened to the draft Report on the inspection results of Inspection Team No. 1920 of the Politburo and Secretariat in 2025 for the Party Committee of the Fatherland Front and Central mass organizations (Party Committee).
Delegates discussed, analyzed the characteristics, situation, and evaluated the work of the Party Committee of the Fatherland Front and Central organizations in leading, directing, inspecting, supervising, urging, and guiding the implementation of 4 resolutions and conclusions of the Central Committee, including: Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective, and efficient" and Conclusion No. 121-KL/TW, dated January 24, 2024 of the Central Executive Committee on summarizing Resolution 18, associated with the establishment and operation of new Party Committees (Resolution 18); Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW, dated January 18, 2025, adjusting and supplementing a number of contents of Directive 35 (Directive 35); Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57); Conclusion 123-KL/TW, dated January 24, 2025 of the Central Executive Committee on the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more (Conclusion 123).
Speaking at the Conference, on behalf of the inspection team, comrade Le Minh Hung highly appreciated the Standing Committee of the Party Committee of the Fatherland Front and the Central mass organizations for leading and directing the Party organizations in the Fatherland Front system, socio-political organizations, and mass organizations assigned by the Party and State to carefully and meticulously prepare the contents, closely following the outline and reporting data, basically meeting the requirements of the Inspection Team.
Emphasizing that inspection and supervision work is a regular activity of the Politburo and the Secretariat, comrade Le Minh Hung said that the 19 inspection delegations of the Politburo and the Secretariat this time have innovations when the inspection contents focus on the implementation, propaganda, dissemination, raising awareness and the leadership, direction and organization of the implementation of the newly issued Resolutions and Conclusions of the Politburo and the Secretariat. In particular, the 4 inspection contents this time are important contents, related to the activities of the entire political system.
Referring to the work of conducting Party Congresses and Party cells in the system, comrade Le Minh Hung said that the work of preparing draft political reports, review reports of Party committees, personnel work, personnel work... has been prepared in accordance with the regulations of the Politburo and the Secretariat.
Along with that, the summary of Resolution 18 and Conclusion No. 121 of the Central Executive Committee was seriously implemented by the Party Committee of the Fatherland Front and Central organizations. In particular, the implementation of the summary of Resolution 18 achieved practical and synchronous results, demonstrating the pioneering, exemplary and responsible spirit in restructuring the apparatus and was highly appreciated by the Politburo.
Regarding the implementation of Resolution 57 and Conclusion 123, the Party Committee has directed the Party Committee to advise on the implementation of technology application solutions on digital transformation in implementing action programs and proposing solutions to mobilize and call on the business community to both contribute ideas to perfect the institution and promote production and business activities to contribute to the development of the country; at the same time, the implementation has been adjusted appropriately compared to the actual situation.
According to comrade Le Minh Hung, the reorganization of the Party Committee in particular and the entire political system in general has achieved positive results and has received high consensus and agreement from cadres, party members and the people. With a scientific basis, a strict legal basis and a new, creative approach, with great determination and great effort, the reorganization of the entire political system is appropriate and creates a new development space for the country in the coming time.
To continue to reorganize the political system, comrade Le Minh Hung suggested that the Party Committee of the Fatherland Front and central organizations urgently study and give opinions on the contents of the projects of the National Assembly Party Committee, the Government Party Committee, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee, and the contents proposed by the Central Organizing Committee.
“In Official Dispatch No. 43-CV/BCĐ (Official Dispatch No. 43-CV/BCĐ) on the Plan to continue to reorganize the apparatus of the political system and assign specific tasks to Party organizations, including the Party Committee of the Fatherland Front and Central mass organizations, the content of the Official Dispatch clearly states: From now until the 11th Central Conference, the Party Committee of the Fatherland Front and Central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies and units, complete the Submission and Project on reorganizing and streamlining the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (Central, provincial and communal levels) to report to the Politburo before March 25, 2025; receive opinions from the Politburo, complete the Submission and Project and send documents to report to the Central Executive Committee (via the Central Party Office) before March 25, 2025; receive opinions from the Politburo, complete the Submission and Project and send documents to report to the Central Executive Committee (via the Central Party Office) before March 25, 2025; April 1, 2025", comrade Le Minh Hung informed.
According to comrade Le Minh Hung, the content of the Official Dispatch also clearly states that after the resolution and conclusion of the 11th Conference of the 13th Central Executive Committee, the Party Committee of the Fatherland Front, the Central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies: Advise the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front Agency at the Central level (to be completed before April 25, 2025). Arrange socio-political organizations and mass organizations assigned by the Party and State to be directly under the Vietnam Fatherland Front (to be completed before July 15, 2025). Decide to reorganize subordinate party organizations (at socio-political organizations and mass organizations assigned by the Party and State) in accordance with the organizational model after the reorganization (to be completed before June 30, 2025). Proposing amendments and supplements to relevant legal provisions to implement the policy of arranging administrative units and organizing two-level local governments.
Comrade Le Minh Hung suggested that the Party Committee must be proactive in coordination work and with a high sense of responsibility, be ready to deploy tasks and complete them on schedule as mentioned in the Official Dispatch.
"The Party Committee of the Fatherland Front and central organizations need to coordinate with the Central Propaganda and Mass Mobilization Commission to develop a propaganda and mobilization project, providing full information, scientific basis, historical and practical basis to create consensus and support from the people in this apparatus restructuring revolution", comrade Le Minh Hung suggested and suggested that the Front system needs to properly resolve policies and regimes, and do a good job of political and ideological work for cadres and civil servants during the restructuring process.
Regarding the Party Congresses at all levels leading up to the 14th National Party Congress, comrade Le Minh Hung suggested that the Party Committee Standing Committee focus on studying and contributing opinions to the draft amendments to the contents related to the organization of the Congress for Party committees and organizations at all levels to carry out the merger and consolidation. The Party Committee of the Fatherland Front and socio-political organizations need to contribute opinions to the content of the documents submitted to the 14th National Party Congress so that when the Congress Resolution is issued, it will be a guideline for Party committees at all levels to base on for implementation, creating a premise for the country to develop in the new term.
Regarding the implementation of Resolution 57, comrade Le Minh Hung suggested that the Party Committee should focus on leadership and direction and should have forms of propaganda and mobilization of people from all walks of life to contribute ideas to perfect institutions, mechanisms and policies in training and developing human resources, speeding up the progress of digital transformation, improving the operational efficiency of the Front and socio-political organizations; at the same time, having solutions and roadmaps to improve the qualifications of cadres and civil servants to serve the process of science and technology development, innovation and digital transformation in the Front system in the coming time.
In implementing Conclusion 123, the Party Committee needs to step up propaganda and mobilization, creating high unity in the political system, for the common goal of serving the country's development, especially mobilizing the contributions of economic sectors so that the country can achieve the growth target of 8% or more and lay the foundation for double-digit growth in the following stages.
On behalf of the Party Committee of the Fatherland Front and Central mass organizations, Chairman Do Van Chien accepted the direction of comrade Le Minh Hung and expressed his joy at the recognition and appreciation of the Inspection Delegation for the Party Committee, the Standing Committee of the Party Committee of the Fatherland Front, and Central mass organizations when strictly following the direction of the Politburo and the Secretariat, solidarity, consensus, high political determination, and drastic implementation of Resolution 18, which was highly appreciated by the Politburo.
"This result is thanks to the joint efforts of the entire Party Committee and agencies in the political system," Chairman Do Van Chien emphasized and affirmed that in the coming time, the Party Committee and the Party Committee's Standing Committee will further promote responsibility, share, unite to lead the Party Committee to complete political tasks, especially the four key tasks mentioned by the inspection team and ensure the implementation of the Project on streamlining the Vietnam Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial, and communal levels) will follow the schedule and requirements set forth by the Politburo.
