Translator Nguyen Viet Long believes that it is possible to keep some commune or district headquarters as a basis like "representative offices" to help handle work for the provincial level.


The Politburo and the Secretariat have basically agreed on the policy on the project to rearrange and reorganize administrative units at all levels and build a two-level local government model; merge a number of provinces, abolish the district level, and continue to merge the commune level.

This content is being consulted with Party committees, sectors and localities to complete the project. The Politburo will present it to the 11th Central Conference, scheduled for mid-April this year.

The policy of rearranging administrative units at all levels this time aims at a big goal, with a hundred-year strategic vision.

Deputy Prime Minister Nguyen Hoa Binh recently informed that in the Government's project submitted to the Politburo, it was stated that when the district level is abolished, 1/3 of the district level's tasks will be transferred to the province, and 2/3 will be transferred to the commune (base level).

To better understand the above issue, a reporter from Cong Thuong Newspaper had an interview with translator Nguyen Viet Long, who has more than 35 years of research and compilation of many specialized books.

The drastic "revolution"

- What is your assessment of the current "revolution" of restructuring, streamlining the apparatus, and merging provinces in our country?

Translator Nguyen Viet Long: I think this is a drastic “revolution”, surpassing expectations, even surprising many people. I think right from the time of drafting this project, many people had estimates of the benefits and difficulties. However, there is a lot of work to be done and there may still be unaccounted-for problems regarding administrative procedures and paperwork for the people after the change.

- In the Government's proposal submitted to the Politburo for consideration, there is a plan to reduce the number of provinces by 50% and commune-level administrative units by 60-70%. So, in your opinion, what factors should be considered when naming a new locality?

Translator Nguyen Viet Long: In my opinion, naming a new locality after a merger is more difficult than naming it after a separation, because no old locality wants to lose its name because it believes that doing so will cause its traditions, reputation, culture, and brand to fade.

For a long time, the common way was to combine names mechanically, taking a part of each old name (like Bac Thai, Ha Bac, Ha Nam Ninh, Binh Tri Thien) or combining the entire name when the first way was not very smooth (like Thua Thien - Hue, Gia Lai - Kon Tum, Phan Rang - Thap Cham). The third way was to take a completely new name (like Hoang Lien Son, Minh Hai, Cuu Long, Song Be).

This time, according to speculations on social networks, there is a fourth way to do it, which is to only take the name of one of two or three localities. This way may have the advantage of reducing some of the confusion in the address of the locality whose name is taken and may reduce some costs, but it is easy to cause anxiety for the localities whose names are lost.

If the benefits outweigh the disadvantages, then specific cases need to be considered. When naming when merging several localities into one, the easiest way to create consensus is to choose a new name that can represent the whole region, highlight common traditions or culture, as well as being able to use the old name that everyone already knows.

- Minister of Home Affairs Pham Thi Thanh Tra said that currently, the country has 10,035 commune-level administrative units, which will be reorganized to only about 2,000 units. At that time, each commune will be "almost a small district". Thus, merging provinces, abolishing the district level, and expanding commune-level government is necessary. To make this implementation effective, what recommendations do you have?

Translator Nguyen Viet Long: Abolishing the district level, reducing one intermediate level to two levels can help streamline and increase the efficiency, effectiveness, and efficiency of state management, reduce administrative costs, reduce cumbersome procedures, bring the government closer to the people, and at the same time promptly respond to people's needs.

However, in my opinion, some places are too far from the commune to the province and the number of communes is too large for the province to manage. There are tasks under the authority and function of the district (in land management, natural resources, environment, health, education, business registration, etc.) that now have to be transferred to the province or down to the commune. The step of going to the province is far away, causing many people to worry and it is very necessary to resolve and amend the law from basic to specialized in a timely manner, to avoid causing congestion in the work of people and businesses, especially in remote areas, islands.

I think this is a huge amount of work, requiring a lot of time. Commune level also needs to be strengthened with human resources, infrastructure, and management capacity to receive new tasks and services...

Reducing the number of communes by 5 times will help the province to reduce overload, but it will also create many new problems, when each commune is "almost a small district". Some people think that why not abolish the commune and merge it into a district? Or the new commune level is located somewhere between the old commune and the district, then it is possible to use a different common name, such as tong or huong, hat.

I think, old documents and papers (such as CCCD, red book...) that have not expired should continue to be used, no need to replace, wait until the expiration date to make new documents and papers that will record the changes that have occurred.

In general, this is a very large and complicated problem, requiring the opinions of many departments, localities and advisory agencies. It can even be done step by step, with intermediate steps to avoid causing disruption.

It is possible to keep some commune or district headquarters as a basis as a "representative office" to help handle work for the provincial level, even at the new commune level in remote and isolated areas.

On February 28, the Politburo and the Secretariat issued Conclusion 127-KL/TW, assigning the Government Party Committee to coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research, develop a project, and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level; continue to merge commune-level administrative units.

On March 11, the Government Party Committee agreed to submit to competent authorities a plan to merge and reduce 50% of provincial-level administrative units and 60-70% of grassroots-level units compared to present.

According to Minister of Home Affairs Pham Thi Thanh Tra, the core viewpoint when implementing the apparatus arrangement is not simply to streamline the focal points but must aim at the larger goal of expanding the development space, creating a foundation and momentum for the country in the new era while ensuring the long-term stability of the system and organization. This is not a short-term change of a few decades, but must have a strategic vision of a hundred years, even a few hundred years.
