Kinhtedothi - According to Chairman of Hanoi People's Committee Tran Sy Thanh, Program No. 05-CTr/TU dated March 17, 2021 is a wide-ranging program and plays a very important role, contributing to building a modern, green, clean, livable capital Hanoi, in line with the world's development trend.

On the morning of March 21, the Steering Committee of Program No. 05/CTr-TU dated March 17, 2021 of the Hanoi Party Committee on "Promoting planning and planning management; improving the effectiveness and efficiency of management and use of resources, environmental protection; proactively preventing and combating natural disasters, rescue, and responding to climate change in Hanoi, period 2021-2025" organized a summary of the Program.

Hanoi aims for a green, smart, modern urban model

Over the past 4 years, Program No. 05-CTr/TU dated March 17, 2021 of the City Party Committee has made an important contribution to raising awareness, responsibility, political determination of Party committees, Party organizations, authorities at all levels and people's awareness in complying with planning, complying with legal regulations on land, planning, construction investment, management, use of resources, environmental protection; proactively preventing and combating natural disasters, rescuing, and responding to climate change in the city.

Hanoi has persistently implemented Program No. 05-CTr/TU with the goal of rapid and sustainable development. The city aims for a green, smart, modern urban model, while promoting planning to manage land, investment, and construction in a systematic manner. The use of resources is strictly controlled, and a green - clean - beautiful environment is always emphasized.

Disaster prevention, rescue, and response to climate change have also been vigorously implemented to create a safe and civilized living environment. As a result, out of 13 targets, 11 have been completed and 2 are still being implemented, making an important contribution to building the Capital in the direction of a green and modern urban area.

Regarding the tasks in the program, there are a total of 94 tasks, of which 58 have been completed or basically completed (accounting for 62%), 18 tasks are being implemented (19%) and 18 other tasks are integrated into regular activities (19%). Some notable results include: completing two important planning documents: Adjusting the Hanoi Capital Master Plan to 2045, vision to 2065 and the Hanoi Capital Master Plan for the period 2021-2030, vision to 2050.

Chairman of the City People's Committee Tran Sy Thanh awarded Certificates of Merit from the Standing Committee of the City Party Committee to 10 collectives with outstanding achievements in implementing Program No. 05 of the City Party Committee.

The city has completed the urban development program, reviewed and established the zoning plan for both sides of Ring Road 4, built a database to control construction works violating construction and land order, and resolved related disputes and complaints.

In addition, the city has also planned bus stations, parking lots, logistics centers and rest stops until 2030, with a vision to 2050, along with completing the forest planning plan and defining sustainable forest management boundaries. These results have created a solid foundation for Hanoi to develop into a green, smart and modern city in the future.

Realizing the orientation of sustainable development of the Capital

After listening to opinions and discussions of departments, districts and towns, concluding the conference, Chairman of the City People's Committee Tran Sy Thanh assessed that Program No. 05-CTr/TU dated March 17, 2021 is one of the 10 major work programs of the entire term of the City Party Committee for the 2020-2025 term.

This is a large-scale program with a very important role, aiming to gradually realize the orientation of developing the capital in a sustainable direction, harmonizing economic growth with environmental protection, improving the efficiency of planning management, resource use and response to climate change, contributing to building a modern, green, clean, livable capital Hanoi, in line with the development trend of the world.

Right from the beginning of the term, the City Party Committee, People's Council and People's Committee have focused on implementing drastic and synchronous solutions to implement the Program. They have promptly issued documents directing the implementation to departments, branches, sectors and districts, towns; issued an Action Plan with specific tasks, clearly assigned the presiding unit and progress of each stage... In which, clearly identified key tasks, solutions and roadmap to focus on effectively implementing the goals, targets and tasks under the responsibility of each sector, field and locality. At the same time, promoted communication and propaganda of the purpose and significance of the Program to people, organizations and businesses in the capital.

After more than 4 years of implementation, with the determined efforts of the entire political system from the city to the grassroots, Program 05 of the City Party Committee has achieved positive and comprehensive results.

On behalf of the City leaders and the Steering Committee of Program No. 05 of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh acknowledged and commended the efforts of departments, branches, districts, towns and cities in proactively and effectively implementing assigned tasks. At the same time, he requested that departments, branches and People's Committees of districts, towns and cities continue to focus on implementing a number of key tasks.

In particular, the Department of Planning and Architecture consults with the City People's Committee to organize the implementation of new planning and adjustment of urban and rural planning levels, underground space planning and specialized technical infrastructure planning according to the Hanoi Capital Master Plan to 2045, with a vision to 2065.

Coordinate with the Department of Home Affairs in arranging communes in accordance with the scope of urban and rural planning, ensuring compliance with the Adjusted Master Plan of Hanoi Capital to 2045, vision to 2065, and the City Urban Development Program to 2035. Proactively review and adjust the City Urban Development Program to 2035 to be consistent with the implementation of Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on arranging the organization and administrative units.

In addition, continue to coordinate with specialized agencies of the Ministry of Construction to advise the City People's Committee and contribute comments on draft amendments to the Law and Decree in accordance with the direction in Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo.

Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee Duong Duc Tuan presented Certificates of Merit of the City People's Committee to individuals with outstanding achievements in implementing Program No. 05 of the City Party Committee.

Chairman of the City People's Committee Tran Sy Thanh also requested the Department of Agriculture and Environment to continue to proactively encourage and guide units to fully implement assigned targets and tasks in their areas of responsibility. From now until the end of 2025, strive to achieve the highest targets on environment and rescue.

At the conference, the Standing Committee of the City Party Committee awarded Certificates of Merit to 10 collectives and 10 individuals; the City People's Committee awarded Certificates of Merit to 10 collectives and 20 individuals with outstanding achievements in organizing and implementing Program No. 05 of the City Party Committee.
