After completing her 24-month prison sentence and returning to her hometown, Ms. Vang Thi May from Phieng Lao village, Muong Hum commune, was determined to rebuild her life. With the initial 100 million VND approved for a loan with preferential interest rates by the Social Policy Bank, Ms. May renovated her barn and bought 7 pigs (native black pigs) to raise. Thanks to good care, her family's pigs are healthy, grow quickly and have sold 3 pigs to pay back the bank. After selling the remaining pigs, her family will continue to use them to expand the barn and develop the herd.

Thanks to policy capital, Ms. Vang Thi May of Phieng Lao village, Muong Hum commune has the conditions to develop her family's economy and stabilize her life.

Another case that received a loan is Mr. Phang Pao Ly from Ban Pho village, Den Thanh commune. Since returning to his hometown, he has been encouraged by his family and neighbors and with the "support" when Decision No. 22/2023/QD-TTg was issued and widely disseminated. After days of discussing the plan to start a business, the People's Committee and the Commune Police made a list for him and the Consulting and Loan Group met to consider a loan from the credit program for people who have completed their prison sentences.

With 100 million VND borrowed for 5 years, with an interest rate equivalent to that of poor households, Pao Ly's family used it to buy buffaloes for production. This is a source of strength for him to recover in life, focus on business, and reintegrate into the community.

Mr. Phang Pao Ly, Ban Pho village, Den Thanh commune, was able to borrow 100 million VND to buy buffaloes for production.

Decision No. 22/2023/QD-TTg demonstrates the humanity of the Party and the State, helping people who have made mistakes to overcome their complexes, find jobs when returning to their localities, gradually reintegrate into the community, and stabilize their lives. This Decision stipulates 2 groups of subjects eligible for loans, including: People who have completed their prison sentences and people who have been pardoned; production and business establishments that employ people who have completed their prison sentences. Specifically, people who have completed their prison sentences can borrow up to 4 million VND/person/month for loans for vocational training and up to 100 million VND/person for loans for production, business, and job creation. The lending interest rate is equal to the lending interest rate for poor households prescribed for each period.

Mr. Vuong Van Thang, Deputy Director of the Social Policy Bank of Bat Xat district, said: Determining this is a major policy, highly humane, preferential loans meet practical needs, create jobs, support livelihoods for those who have unfortunately made mistakes, violated the law, have the opportunity to reform, have a stable life, start over, and soon become useful citizens for society. In the past time, implementing Decision No. 22/2023/QD-TTg, the Social Policy Bank of the district has promptly coordinated with the local government to inform and widely propagate to the people in the area to know and grasp the policies of the Party and the State so that people can access preferential loans, etc.

By May 2024, the district Social Policy Bank had disbursed VND 200 million to 2 cases who had completed their prison sentences and were eligible to borrow money under Decision 22 of the Prime Minister to develop the economy and stabilize their lives.

Immediately after accessing the disbursed capital, most cases were guided and encouraged by local authorities, organizations and the Commune Police to use the loan capital for the right purpose, ensuring efficiency. In the coming time, the District Social Policy Bank will continue to coordinate in reviewing applications for those in need and eligible for loans according to regulations. At the same time, coordinate with local authorities, organizations and the Police force to monitor the use of loan capital, ensuring that the program is implemented for the right purpose, to the right subjects and effectively.

Police and local authorities visit and encourage borrowers to use loan capital for the right purpose and ensure efficiency.

It can be seen that the effective implementation of Decision No. 22/2023/QD-TTg dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences is an effective solution not only to motivate people who have completed their sentences to actively develop their economy, reintegrate into the community, and create a new life, but also to promote effectiveness in crime prevention and maintaining security and order. A life rebuilt means more peace and happiness for every house and every village in the mountainous district of Bat Xat./.
