On the afternoon of July 17, comrade Tran Hong Ha, member of the Party Central Committee and Deputy Prime Minister chaired a national online conference to discuss the draft Decision of the Prime Minister on mechanisms and policies to solve employment and vocational training for people whose land is recovered.

At the conference, the Ministry of Labor, War Invalids and Social Affairs presented the draft Decision of the Prime Minister on the mechanism and policies for job creation and vocational training for people whose land is recovered.

Draft Decision stipulating the mechanism and policies for job creation and vocational training for people whose land is recovered according to the provisions of Clauses 2 and 3, Article 109 of the Land Law No. 31/2024/QH15, dated January 18, 2024 of the National Assembly.
The subjects of application are people whose land is recovered and related agencies, enterprises, organizations and individuals. In which, people whose land is recovered include: People who are supported according to the provisions of Clause 1, Article 109 of the Land Law (people whose agricultural land is recovered); people belonging to households and individuals according to the provisions of Clause 3, Article 109 of the Land Law (people whose business land is recovered).
The draft clearly states that people whose land is recovered will be supported with vocational training and job creation when they meet all the conditions of being a worker as prescribed in Clause 1, Article 3 of the Law on Employment No. 38/2013/QH13, dated November 16, 2013 of the National Assembly; and have a need for vocational training and job creation.
At the same time, workers whose land is recovered are entitled to support policies within 5 years from the date of the land recovery decision.

Regarding vocational training support, the draft Decision clearly states that people whose land is recovered and who participate in elementary vocational training or training for less than 3 months will be supported according to the Prime Minister's regulations on policies to support elementary vocational training or training for less than 3 months. People whose land is recovered and who participate in intermediate or college vocational training will be supported with tuition fees for one course. The supported tuition fee is equal to the actual tuition fee of the vocational training institution but must not exceed the tuition fee ceiling for public vocational training institutions that have not self-financed regular expenses according to the provisions of law.
In addition, people whose land is recovered are supported with free job consultation and referral at job service centers; loans to support job creation, job maintenance and expansion from the National Employment Fund and other preferential credit sources according to the provisions of law.
The Draft Decision also stipulates that subjects whose land is recovered will be supported to work abroad under contract; supported with loans to work abroad under contract.

Discussing at the conference, delegates from central ministries, branches and provinces and cities basically agreed with the draft Decision of the Prime Minister on the mechanism and policies for job creation and vocational training for people whose land is recovered.
In addition, delegates suggested that it is necessary to specify more clearly the conditions, subjects, and levels of support for job creation and vocational training in accordance with the reality of social life. They suggested that the Government direct ministries and branches to coordinate with the Vietnam Bank for Social Policies to review loan procedures and documents to create favorable conditions for landowners to access loans.
Concluding the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the serious and close working process of ministries, branches, localities and units in developing the draft Decision of the Prime Minister on mechanisms and policies to solve employment and vocational training for people whose land is recovered.
The Deputy Prime Minister affirmed that the mechanism and policies on job creation and vocational training for people whose land is recovered aim to institutionalize the Party's guidelines, policies and viewpoints; ensure the consistency, unity and suitability of the legal system under the management and regulation of the State; meet the needs of socio-economic development, aiming to ensure sustainable employment for workers, especially those whose land is recovered.
Therefore, relevant ministries, branches, localities and units need to review the support objects, avoid missing out on policy beneficiaries; clarify the structure, conditions and forms of support; research the best support plan, ensuring fairness for subjects whose land is recovered.
The Deputy Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to synthesize, supplement and complete the draft Decision and reports and submissions for submission to the Government for approval.
