Increased ticket prices for Cau Gie - Ninh Binh and Ho Chi Minh City - Long Thanh expressways

Vietnam Expressway Corporation (VEC) has just issued a decision to adjust service prices for two groups of vehicles: type 4 (trucks with a load capacity from 10 tons to under 18 tons; trucks carrying goods in 20-foot containers) and type 5 (trucks with a load capacity from 18 tons or more; trucks carrying goods in 40-foot containers) on the Cau Gie - Ninh Binh and Ho Chi Minh City - Long Thanh - Dau Giay expressways. The adjustment time starts from 0:00 on September 1, 2023.

Specifically, group 4 vehicles traveling on the Cau Gie - Ninh Binh expressway for the longest distance from Liem Tuyen to Cao Bo (or vice versa) have a new fee of 108,000 VND instead of 88,000 VND, group 5 vehicles traveling the entire expressway have a fee of 173,000 VND instead of 133,000 VND as at present. Shorter distances have a similar increase.

With the Ho Chi Minh City - Long Thanh - Dau Giay expressway, group 4 vehicles traveling the longest distance from Long Phuoc to Dau Giay (or vice versa) have a new fee of 250,000 VND instead of 236,000 VND, group 5 vehicles traveling the entire route have a fee of 400,000 VND instead of 373,000 VND as at present.

Explaining this adjustment, VEC said that since 2016, according to Resolution No. 35/2016/NQ-CP of the Government on supporting and developing enterprises until 2020, VEC has reduced the price of type 4 vehicles by about 20%, type 5 vehicles by about 25% for the Cau Gie - Ninh Binh expressway and about 10% for the Ho Chi Minh City - Long Thanh - Dau Giay expressway (National Highway 51 - Dau Giay route).

By 2023, the discount policy for the above vehicles has been implemented by VEC for 7 years, contributing great value to society, creating conditions for vehicles to circulate on the routes.

According to the debt repayment plan for projects from 2023, VEC's debt repayment costs will increase continuously, so continuing to maintain the above policy is not consistent with the financial plan approved by the Ministry of Transport.

The Cau Gie - Ninh Binh and Ho Chi Minh City - Long Thanh - Dau Giay expressway projects are invested by VEC from international and domestic loan sources with government guarantees. VEC is responsible for repaying the national debt for the loan to invest in the expressway.

To ensure compliance with the provisions of the financial plan, VEC needs to calculate a plan to adjust the revenue level to the initially calculated price to ensure correct and sufficient calculation of the cost so as not to affect VEC's debt repayment cash flow.

"Up to now, VEC cannot continue to maintain the above price reduction policy, so in accordance with the provisions of Circular No. 45/2021/TT-BGTVT of the Ministry of Transport, VEC has stopped the policy of reducing the price of expressway services for groups of vehicles of type 4 and type 5 on the Cau Gie - Ninh Binh and Ho Chi Minh City - Long Thanh - Dau Giay expressways. The new price is calculated in accordance with the service price calculation principles prescribed in the project's financial plan," said a VEC leader.
