Focus on promptly and effectively resolving voters' opinions and recommendations

In recent times, all levels, sectors and localities in the province have made many efforts and been active in receiving, directing and focusing on promptly and effectively resolving voters' opinions and recommendations, especially those directly related to life and production, which have been highly appreciated and agreed upon by the people, contributing to maintaining stability and promoting socio-economic development.

Voters of Liem Can commune (Thanh Liem) made recommendations to provincial People's Council delegates at the voter contact conference.

Many voters' petitions have been focused on and resolved by the authorities.

In the past time, the Provincial People's Committee has directed heads of agencies, units and localities to focus on implementing many solutions in management, administration, reviewing and effectively resolving voters' YKKN after the voter contact conference and questions from the Provincial People's Council delegates at the sessions, especially issues directly related to the lives and production of the people. Accordingly, many YKKN have been focused on by the authorities to study, review and resolve, meeting the legitimate aspirations of voters and people such as: maintenance, repair and ensuring traffic safety of DT494B route through Thi Son ward, Kim Bang town; timely issuance of decisions approving the price of rice for agricultural land use tax in 2024 in the province to facilitate localities to implement the collection according to plan; strengthening the management of industrial explosives activities, limiting the situation of mine explosions affecting people's lives; Supplementing the educational career staff in the province to overcome the shortage of teachers, improve the quality of teaching and learning; implementing solutions to prevent fraud in cyberspace...

Some recommendations have been actively considered and resolved by the authorities, some of which have clearly identified the implementation progress and expected completion time, such as: Repairing, renovating and upgrading irrigation infrastructure assets; renovating, upgrading and completing the infrastructure of the Hong Huu dike in Duy Tien town, Ly Nhan district, the Bei dike in Phu Ly city to prevent and control floods and facilitate people's traffic; supporting investment costs for construction and renovation of facilities to maintain and improve new rural construction criteria; renovating, repairing and supplementing traffic safety equipment systems on some routes in the province; repairing the surface of DT.491 road from the intersection to Duc Ly Commune People's Committee to Manh Hung urban area, Duc Ly commune, Ly Nhan district; investing in a longitudinal drainage system for DT.498C road through Nguyen Uy commune, Kim Bang town; renovating power lines in residential areas in Moc Hoan commune, Duy Tien town; moving transformer stations in the service land of Duong Am residential group, Phu Ly city... In addition, a number of YKKN under the authority of central agencies have been consulted by the Provincial People's Committee, departments and branches with competent agencies and monitored for resolution, such as: The Provincial People's Committee has issued many documents requesting the Ministry of Health to request the Government to direct the Ministry of Health and related ministries and branches to have urgent solutions to complete the project, quickly put Bach Mai Hospital, Viet Duc Hospital 2 in Ha Nam into operation; The Provincial People's Committee has proposed to supplement the draft Law on Teachers with regulations on increasing preferential allowances and reducing retirement age for preschool teachers; The Department of Transport has proposed the Vietnam Road Administration to allow the repair and upgrading of the road surface of National Highway 37B and Highway 491 running through Dinh Xa commune, Phu Ly city. Due to limited capital resources, the Vietnam Road Administration has not yet approved the investment. The Department of Transport has directed the maintenance unit to regularly patch longitudinal cracks and make minor repairs to the road surface to ensure traffic safety on the route...

Along with that, many voters' YKKN have been received by departments and branches but there are no conditions or basis for resolution, there needs to be a roadmap for resolution or the resolution still faces many difficulties and problems... departments and branches have explained and provided information to voters.

Continue efforts to promptly and effectively resolve voters' complaints

Pursuant to Document No. 201/TTHDND-VP dated December 11, 2024 of the Standing Committee of the Provincial People's Council on responding to voters' complaints received via the hotline at the 21st session of the 19th Provincial People's Council; The Provincial People's Committee has focused on urging and directing departments, branches, and localities to direct the settlement of voters' complaints within their authority, in accordance with the roadmap and committed content. The Provincial People's Committee has issued Document No. 2717/UBND-TH dated December 18, 2024 directing the response to voters' complaints received via the hotline at the 21st session of the 19th Provincial People's Council. In general, heads of departments, branches, and chairmen of People's Committees of districts, towns, and cities have focused on directing and resolving the basic response contents that meet the requirements of People's Council delegates and voters. The People's Committee has issued Report No. 04/BC-UBND dated January 9, 2025 summarizing responses to 32 voters' complaints received through the hotline at the 21st Session. For some voters' complaints that have not been resolved immediately, the Provincial People's Committee continues to direct heads of departments, branches, and chairmen of district, town, and city People's Committees to promptly receive, study, and propose specific time, roadmap, and solutions, and is responsible for informing voters of the results of the responses so that voters know and monitor the implementation, avoiding voters making repeated petitions due to not receiving information about the responses and solutions.

Implementing the direction of the Provincial People's Committee, heads of agencies, units and localities have focused on resolving issues, with the spirit of urgently implementing and directing immediate resolution of any issues within their authority. If they cannot be resolved immediately, they will receive, study and propose solutions to gradually resolve and overcome them.

Voters' opinions sent by the Standing Committee of the Provincial People's Council and the Provincial Fatherland Front Committee are all considered, resolved, responded to, and informed to voters; at the same time, reported to the Standing Committee of the Provincial People's Council for monitoring and supervision. The work of receiving, resolving and responding to voters' petitions by competent agencies is carried out seriously, in accordance with regulations, many opinions are resolved directly at the grassroots level; the rate of petitions considered and resolved is quite good, accounting for 54% (according to statistics at the end of 2024). The work of synthesizing, classifying, and assigning tasks to resolve voters' petitions to agencies, units, and localities is carried out seriously and effectively; in accordance with the content reflected by voters and in accordance with the authority prescribed by law.

Agencies, units and localities have actively advised and proposed solutions to solve practical problems and obstacles that voters have proposed such as: land, compensation, support when reclaiming land to implement projects, environmental pollution, etc. In the process of solving problems related to many fields, there has been close coordination, promoting the sense of responsibility between levels, sectors and localities. Up to now, voters' opinions and recommendations have been considered, resolved and responded to according to regulations. The Provincial People's Committee continues to direct agencies, units and localities to consider and resolve voters' recommendations from previous sessions that have not been resolved. In addition to recommendations identified as regularly implemented contents or recommendations with plans and implementation roadmaps in stages, over a long period of time and recommendations that have been informed and explained directly in writing...

To continue to improve the quality and effectiveness of handling voters' and people's petitions in the province, the Provincial People's Committee continues to effectively implement the Regulation on coordination of activities between the Standing Committee of the People's Council, the People's Committee and the Standing Committee of the Provincial Fatherland Front Committee in receiving, synthesizing, responding to and resolving voters' petitions; at the same time, focus on directing the promotion of administrative procedure reform; strengthen citizen reception work, continue to promptly and effectively resolve outstanding cases that cause public outrage, are of interest to public opinion, and are reflected by the press. Enhance the responsibility of all levels, sectors and heads of agencies and units in researching, explaining, proposing solutions and implementing commitments to the content of petitions and reflections of voters and delegates of the Provincial People's Council. Continue to consider the settlement of voters' petitions as a regular and key task in the direction and administration of authorities at all levels; strengthen and proactively coordinate between all levels and sectors in the process of resolving voters' petitions; Strengthen inspection work, enhance responsibility in handling voters' recommendations, create conditions for people to monitor and supervise the implementation results of relevant agencies and functional units regarding voters' recommendations.
