Conduct a field survey to advise the Provincial People's Committee to expand more routes that are safe for electric vehicles to operate, in order to meet the electric vehicle transportation needs of units and the sightseeing needs of people and tourists. Research and guide units participating in the pilot project to install fare meters on electric vehicles to strengthen the management of electric vehicle fares, create transparency and publicity in fares and avoid tax losses.

The provincial tax department presides over and coordinates with departments, branches, and People's Committees of districts, towns, and cities to inspect the implementation of financial obligations of electric vehicle units in the province, to avoid tax losses and tax evasion for this type of transport.
The provincial police directed the traffic police force to closely monitor the registration of electric vehicles; coordinate with the functional forces of the Department of Transport to strengthen inspection and handling of violations in the business of passenger transport by electric vehicles; "handle fines" for violations of stopping, parking in violation of regulations, driving on the wrong route, etc.
For the People's Committees of districts, towns and cities where electric vehicles are operating, conduct a review and statistics on electric vehicles of resorts, resorts... in the area that do not have a project approved by the Provincial People's Committee to put them under monitoring and management, to avoid the situation of unqualified vehicles (not registered or inspected) operating on public transport routes.
Strengthen management of restaurants and hotels to avoid sharing profits with tram drivers, leading to increased prices for accommodation, food services, souvenirs and regional specialties, affecting the image of Lao Cai tourism.
Directing functional forces to inspect and strictly handle violations, especially in the following cases: collecting fares not in accordance with the declared price; violating regulations on stopping, parking, picking up and dropping off passengers on the roads; organizations and individuals arbitrarily putting vehicles into public passenger transport business without the Provincial People's Committee approving the pilot project for electric vehicles.
Sa Pa Town People's Committee shall preside over and coordinate with the Department of Transport and the Department of Construction to review the planning to arrange more public parking lots in the town center to meet the increasing demand for vehicles in the area; especially on holidays and weekends, and at the same time consider the plan to build bus stations in the South, North and East of Sa Pa Town according to the planning.
For units participating in the pilot projects, strictly implement the contents of the project approved by the Provincial People's Committee, Decision No. 1790/QD-UBND dated June 16, 2020 (amended and supplemented by Decision No. 1478/QD-UBND dated June 20, 2023) of Lao Cai Provincial People's Committee and other provisions of law during the pilot operation of four-wheeled vehicles with electric (or gasoline) engines in localities.
The pilot period for the project of operating four-wheeled vehicles with electric or gasoline engines to transport tourists within a limited area in Sa Pa town and Lao Cai city has not been added for units that have violated but have not yet corrected the violations.
