Therefore, in my opinion, we should open up the medical system so that people can conveniently see a doctor, avoiding the situation of having to ask for a transfer to a different hospital, causing a lot of trouble and wasting time.
As for the overload at the upper level, nowadays people know how to consider their medical condition to choose the appropriate one, not just any illness that needs to be examined at the upper level, causing overload and having to wait a long time.
Some opinions also say that many people after retirement, move to big cities like Hanoi, Ho Chi Minh City to live with their children, while health insurance is registered in the province, when medical examination and treatment, health insurance in Hanoi or Ho Chi Minh City is not paid, affecting people's rights.
Speaking with Tuoi Tre Online , a representative of the Department of Health Insurance (Ministry of Health) said that the Law on Health Insurance currently stipulates that people who receive health insurance-covered medical examination and treatment at district-level hospitals nationwide are entitled to 100% of the costs covered by the health insurance fund.
Regarding the fact that people who go to the provincial level for medical examination and treatment, and go from one province to another for medical examination and treatment, will not be covered by health insurance, this person said that if people register for health insurance in one province but go to another province for medical examination and treatment, it will disrupt the design of the distribution network, affecting the total payment of the health insurance fund when paying health insurance in one province but spending in another province.
Besides, when the provincial route is opened, many people will choose to go to big cities like Hanoi and Ho Chi Minh City for medical examination and treatment, leading to overload.
In case people have paid health insurance in Nam Dinh province but receive medical treatment in Hanoi, when moving to live in Hanoi, they need to transfer their health insurance card and re-register at the original medical examination and treatment facility.
This representative said that according to the draft revised Law on Health Insurance, which is about to be submitted to the National Assembly, people can change their health insurance card information on the first days of each quarter. This will make it more convenient for people and ensure the rights of insurance participants.
The leader of the Health Insurance Department also said that the Ministry of Health is currently collecting opinions on the draft revised Law on Health Insurance. This revised Law on Health Insurance is expected to ensure the rights of people participating in health insurance, making it more convenient for people to receive health insurance-covered medical examination and treatment.
In addition, to resolve current problems, the Ministry of Health will issue a circular to guide cases of residence elsewhere but for personal reasons (such as retirees moving to live with their children), to ensure the rights of participants.
