At the 8th Special Session - 19th Provincial People's Council, representatives of the leaders of Viet Tri City and Tan Son District contributed many profound, enthusiastic and highly constructive opinions to the content of amending and supplementing regulations on land prices in Phu Tho province.
Chairman of Viet Tri City People's Committee Nguyen Ngoc Son contributed some ideas in implementing the Resolution in the coming time.
Agreeing and highly agreeing with this content, Chairman of Viet Tri City Nguyen Ngoc Son said that the land price adjustment according to the Report submitted at the Session was consistent with the general trend and direction of the whole country, especially the regulation that by 2026, a land price list will be developed close to the market price. In addition, this adjustment will be the basis and basis to help ensure fairness among land users, transparency and convenience in land management, attracting investment in projects, compensation, site clearance, etc.
The Chairman of Viet Tri City also said that the city has closely coordinated with the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) and the consulting unit to review relevant information and data on land prices in the past 5 years, especially related to land transfer records, land auctions and areas with many fluctuations related to land transfer or transactions. On that basis, the actual land price in the area will be determined. In addition, review and supplement new locations not included in the old price list such as new urban areas, auction areas, new areas for infrastructure investment and construction... After reviewing, the price of 1,079 locations was adjusted to increase, 117 new locations were added, 166 route names were adjusted and 27 locations were removed from the old price list.
In addition to the advantages mentioned in the reports and proposals, Chairman of Viet Tri City Nguyen Ngoc Son also pointed out the difficulties in adjustment, which need the sharing of the people. Therefore, he suggested that it is necessary to strengthen information and propaganda work to the people so that they understand and agree; the province and the provincial National Assembly delegation should study and propose that the Central Government consider adjusting the land use tax rate, creating conditions to attract investment, especially attracting socialized investment in the fields of education and health.
Chairman of Tan Son District People's Committee Nguyen Xuan Toan pointed out the impacts of the Resolution on the locality.
Sharing the same view with the leaders of Viet Tri City, Chairman of Tan Son District People's Committee Nguyen Xuan Toan said that Tan Son District has closely coordinated with the Department of Agriculture and Environment to review and propose land price adjustments that are both inheritable and consistent with market principles. Accordingly, Tan Son District has adjusted the price of 163 locations; added 18 new locations; and adjusted the names of 48 routes (the average increase rate of the district is 1.30 times - compared to the average increase rate of the province is 1.80 times).
He also pointed out that adjusting and supplementing the price list of land types to be closer to market prices helps increase budget revenue from land use fees in the area; is supported by the people because the compensation regime is satisfactorily resolved, helping to speed up the progress of project implementation. At the same time, it shortens the time to determine the starting price when auctioning land use rights for land with invested infrastructure; correctly assesses the actual land use needs of the people, and maximizes the collection of personal income tax and registration fees due to better control of land use rights transfer transactions in the area.
In particular, the adjustment of the district's land price list has also taken into account the suitability and harmony when implementing policies to support residential land and production land for poor households and ethnic minority households, as well as handling land problems for households that are subject to the demolition of temporary and dilapidated houses in the district.
It can be seen that the adjustment of the land price list is consistent with the practical situation and the provisions of the Land Law, helping to increase the State budget revenue, supplement new locations with development potential not yet included in the old land price list, thereby creating favorable conditions for local socio-economic development.
