This is the goal that the Department of Education and Training of Ho Chi Minh City, the Department of Education and Training of Thu Duc City and the districts have set out when implementing the inspections.
Mass testing in March
To inspect the implementation of Circular 29 on extra teaching and learning (ET) as well as promptly detect, handle and propose appropriate solutions to difficulties and problems, the Department of Education and Training of Ho Chi Minh City, the Department of Education and Training of Thu Duc City and districts in the area simultaneously deployed an inspection plan at schools and ET facilities from March.
In March, the Ministry of Education and Training and the Department of Education and Training of Ho Chi Minh City will simultaneously inspect extra teaching and learning according to Circular 29.
Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the Department has established 5 teams to conduct inspections at public secondary and high schools, tutoring facilities in Thu Duc City and districts on the management of DTHT inside and outside schools. At the same time, the teams will inspect whether life skills centers are implementing the licensed content or not.
The leader of the Department of Education and Training said that when Circular 29 on DTTH of the Ministry comes into effect, the Department wants to grasp how it is actually happening, whether schools, teachers... are facing any difficulties; how is the organization of training for excellent students, students who have not achieved as well as the organization of review for final year students (grades 9 and 12), are there any problems that need to be resolved?...
In particular, the Department's leader emphasized: "The inspection aims to guide, rectify, and enhance the role and sense of responsibility of schools and teaching staff. The goal of the inspection is not to scrutinize or put pressure, but to force relevant units and individuals to comply with the circular."
No pressure on educational institutions
Also in March and April, the Department of Education and Training of District 10 inspected the implementation of the DTHT regulations at public schools in the district, including review for grade 9 students to prepare for the grade 10 entrance exam. The inspection will be integrated into the professional examinations of the grade level in the second semester of the 2024-2025 school year.
The content of the inspection revolves around the responsibility of the unit head in implementing regulations related to all cadres, teachers, employees, students, parents of students; the organization of the implementation of the contents specifically regulated in Circular 29 and related directive documents. Especially the direction and organization of training activities for excellent students, review for grade 9 students to prepare for the grade 10 entrance exam and review and training activities for students with unsatisfactory results.
Mr. Nguyen Thanh Trung, Head of the Department of Education and Training of District 10, said that this inspection aims to help grasp the implementation situation at educational institutions, as a basis for reporting and advising the Standing Committee of the District People's Committee; enhance the role and sense of responsibility of heads, leaders, socio-political organizations and officials of affiliated educational institutions in leading, directing, coordinating and strictly implementing regulations. The inspection work is guaranteed to be serious, appropriate to the actual situation and does not put pressure on educational institutions.
Similarly, in Phu Nhuan District, Ms. Le Thi Binh, Head of the Department of Education and Training, has directed schools to urgently organize, disseminate and propagate to all managers, teachers, staff, students and parents the regulations on DTHT. Thoroughly educate all staff and teachers of the unit to strictly implement the regulations, have a plan to inspect and review; resolutely not let DTHT not comply with regulations inside and outside the school.
The leaders of the Department of Education and Training of Phu Nhuan District also informed about the inspection plan to promptly detect, handle and propose appropriate solutions to difficulties and problems in the process of implementing the circular.
In March, the Ministry of Education and Training will deploy a plan to inspect the implementation of Circular 29 on DTHT in Ho Chi Minh City. The delegation of the Ministry of Education and Training will conduct a one-day inspection from now until March 20; directly inspect the Department of Education and Training, some education and training offices, some general education institutions, etc.
Receive wishes of students and parents
The Thu Duc City government assigned the People's Committees of 34 wards to coordinate with the Department of Education and Training and relevant agencies to manage and review the implementation of regulations on DTHT in the area. Coordinate with the city's functional agencies to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of DTHT organizations and individuals in the area.
Regarding educational institutions, the People's Committee of Thu Duc City assigns responsibility to the heads to receive and handle opinions, recommendations, and wishes of students and parents regarding DTHT before and during the organization process.
Regarding the management of DTHT, Mr. Dang Nguyen Thinh, Head of the Department of Education and Training of District 7, said that the Department of Education and Training of this district has established an inspection team. In March, the team will inspect the responsibility of the principal in organizing the implementation of the 2018 General Education Program; the management of DTHT; the management of life skills education activities, STEM education, teaching English with foreign teachers; activities of clubs, extracurricular activities, happy schools, etc.
In addition to implementing plans to inspect management work and state the responsibilities of the heads of each educational institution, districts all emphasize stability in teaching, testing, and evaluation.
The Department of Education and Training of Ho Chi Minh City inspects and controls the tutoring activities of tutoring establishments outside of schools to ensure that students who need to improve their knowledge can participate in tutoring according to regulations.
Head of the Department of Education and Training of Phu Nhuan District, Le Thi Binh, directed primary and secondary schools to ensure that regular and periodic testing and assessment must be consistent with the 2018 General Education Program, and not put pressure on students to take extra classes.
Absolutely do not relax the organization of review and training for students with unsatisfactory learning results; organize for final grade students to strengthen their review for entrance exams according to the school's education plan. Determine that this is the school's responsibility to help students meet the requirements for each subject of each grade according to the program's regulations.
According to Ms. Binh, schools need to adjust and develop plans to implement the 2-session/day program, increase and supplement club activities, activities to develop artistic talents, sports, and life skills training, ensuring that they are suitable for local characteristics and parents' pick-up and drop-off times.
Ensuring the quality of mainstream teaching
The leaders of the Ho Chi Minh City Department of Education and Training stated that when Circular 29 takes effect, it is inevitable that there will be concerns from parents of students, especially final year students. However, according to the leaders of the Department of Education and Training, the Ministry and the city's education sector have also directed and deployed solutions to schools to implement with the highest responsibility to ensure the quality of formal teaching and review for final year students.
The Department of Education and Training will coordinate with departments, sectors and localities in inspecting and controlling the tutoring activities of tutoring establishments outside of schools to ensure that students who need to improve their knowledge can participate in tutoring according to regulations. In addition, the city's education sector has and will continue to promote digital transformation, improve the effectiveness of the online learning system, and build digital learning materials to support students' learning and self-study.
The Department of Education and Training also requests that parents continue to support and coordinate with the education sector in educating students; pay attention to monitoring, motivating and encouraging students to study on their own. When there is a need for their children to attend extra classes to improve their qualifications, parents need to fully understand the information about the tutoring facility so that the extra classes can achieve the desired results, and at the same time help teachers participating in extra classes to comply with the regulations of Circular 29.
