Department of Science and Technology: Striving to complete tasks in 2023

In the first 6 months of 2023, the Department of Science and Technology (DOST) basically completed the task of advising the Provincial People's Committee on directing S&T activities to serve socio-economic development in the province. For the tasks assigned directly by the Provincial People's Committee to the S&T sector, the department has focused on directing, synchronously, flexibly and promptly implementing solutions to implement and complete in accordance with the requirements on quality and progress.

In 2023, the Provincial People's Committee assigned the Department of Science and Technology to take the lead in implementing 3 key and breakthrough tasks. Up to now, 1 task has been completed on schedule, the remaining 2 tasks are being implemented and are within the assigned deadline. Regarding the arising task of developing a draft Action Program of the Provincial Party Standing Committee to implement Resolution No. 36-NQ/TW, dated January 30, 2023 of the Politburo on the development and application of biotechnology to serve the country's sustainable development in the new situation, the Department is currently organizing to collect opinions from organizations, agencies and units according to regulations. Regarding the key tasks established by the Science and Technology sector, the Department has organized the development and establishment of 50 key tasks that need to be focused on in 2023. These tasks are being implemented to ensure progress according to plan.

The state administrative reform work in the science and technology sector has been implemented synchronously. The Department of Science and Technology has developed and issued a Plan to overcome administrative reform criteria to contribute to improving and sustainably developing the PCI, PAR INDEX, etc. of the province in 2023; a Plan to implement and improve 9 indicators of the Department, Branch, and Local Competitiveness Index (DDCI) in 2023. Advised the Provincial People's Committee to issue a Plan to deploy the application of the Quality Management System according to national standards TCVN ISO 9001:2015 in the operations of state administrative agencies of Ninh Thuan province in 2023. Up to now, the apparatus of the agency has basically ensured smooth and effective operations. The Department directed its affiliated public service units to develop plans for autonomy and self-responsibility for performing tasks, organizing the apparatus, personnel and finance; enhancing the application of information technology in operations; Develop a plan to implement digital transformation tasks for the 2021-2025 period, with a vision to 2030.

The Department of Science and Technology has also organized monitoring and management in accordance with the procedures and regulations for 27 science and technology tasks from previous years to 2023; including 4 national-level tasks and 23 provincial-level tasks. Organized the acceptance of 4 provincial-level science and technology tasks and 1 state-level task. After acceptance, the science and technology tasks were transferred and applied to production with high efficiency. For example, the task of "Application of science and technology advances to build a model for hatchery and commercial farming of flower eels with high productivity and efficiency in Ninh Thuan province" has contributed to promoting the sustainable development of aquaculture.

To implement new S&T tasks in 2023, the Department of Science and Technology organized the signing of a contract to perform 1 task, is completing procedures to submit for signing a contract to perform 6 tasks, and select organizations and individuals to preside over 1 task. The S&T research tasks are implemented closely following the policies and orientations of the Provincial Party Committee and the Provincial People's Committee and in accordance with the actual requirements of departments, branches and localities.

Grassroots science and technology tasks are of more concern to sectors and localities, considering the acceleration of the application of science and technology in production not only as an optimal solution but also an essential factor to improve productivity, quality and competitiveness of products and services, ensuring the sustainable development of the province's economy. Through the promulgation and application of support policies, many enterprises, establishments and individual households have boldly invested in technological innovation in production to improve and enhance product quality in the direction of enhancing applicability and socio-economic efficiency according to the product value chain, prioritizing key, typical and advantageous products of the locality. Typically, the Department of Culture, Sports and Tourism regularly upgrades the Ninh Thuan Tourism Information Portal and Ninh Thuan Tourism App, integrating many outstanding features to help tourists easily search and look up tourism information. There are currently over 300 accommodation units, restaurants, and souvenir shops updated and introduced on the system, increasing the ability to connect with customers, helping tourists easily choose the accommodation and experience that best suits their needs and interests. Up to now, the Ninh Thuan Tourism Information Portal on the website http://ninhthuantourism.vn and the Ninh Thuan Tourism App "Ninh Thuan Tourism" on smart mobile devices have had nearly 3.5 million visits.

Promoting the achievements, in the coming time, the Department of Science and Technology will strive to complete key and breakthrough tasks in 2023. Focus on advising the Provincial People's Committee to deploy the following tasks: Intellectual Property Strategy implemented in 2023 in the province; assessing the level and capacity of production technology of enterprises in the province in 2023; S&T tasks for the period 2023-2025 to serve the implementation of socio-economic development orientations of Ninh Thuan province; plan to respond to radiation and nuclear incidents in Ninh Thuan province; develop a master plan to improve productivity based on the foundation of science and technology and innovation. Promote digital transformation activities; effectively implement support programs for enterprises, organizations and individuals in science and technology activities, startup ecosystem and innovation in the province in 2023.
