Positive changes resulting from digital transformation efforts.

In the first six months of 2023, the Steering Committee, the Provincial Digital Transformation Steering Committee, Party committees, government agencies, and units focused on directing and decisively implementing digital transformation work, achieving results in all aspects.

To concretize the 2023 theme of the National Committee on Digital Transformation, from the beginning of the year, the Provincial Steering Committee for Digital Transformation set out the action theme: “Mobilize all resources, focus on developing and using digital data, strengthen the digitalization of processes; each agency, unit, and locality strives to complete at least one digital transformation product in 2023”; and simultaneously issued an action plan with 19 specific targets across 3 main groups of objectives. Along with that, the Provincial People's Committee issued a plan to launch the digital transformation emulation movement in 2023; developed a plan for training and enhancing knowledge and digital skills for officials and employees; and coordinated with SVTECH Company to organize a conference on digital transformation trends and technological solutions for applying digital transformation in various fields. To date, 100% of agencies and units in the province have established Steering Committees for Digital Transformation and issued plans to implement their tasks. Eighteen agencies and units have registered digital transformation products, with one product already completed. The province has established 65 community digital technology teams at the commune, ward, and town levels with 840 members; and 446 community digital technology teams at the village and neighborhood levels with 2,439 members. Communication about digital transformation is regularly and comprehensively implemented through various practical methods. For example, the Provincial Youth Union has issued a program to enhance digital capacity for its members and young people in the 2023-2025 period; and organized a peak activity day during Youth Month in 2023 focusing on promoting and guiding the registration and installation of VNeID electronic identification and the use of online public services.

With the determination of the entire political system, businesses, and people, digital transformation work in the province during the first six months of 2023 achieved significant results; 8 out of 19 targets were met or exceeded. Some outstanding results in digital infrastructure development include: Fiber optic broadband network coverage reaching 90% of households and 100% of villages and neighborhoods; 100% of state agencies connected to the dedicated data transmission network of Party and State agencies. Regarding the development of digital government: Full-service online access is available through various means, including mobile devices, reaching 100%; the rate of administrative procedures received and processed online reached 81.17%, exceeding the target by 11.17%. The exchange and processing of electronic documents online reached 98.95% at the provincial level, 96.58% at the district level, and 92.35% at the commune level. Regarding the goals of developing the digital economy and digital society, the province has 91.79% of OCOP products listed on e-commerce platforms; the rate of small and medium-sized enterprises (SMEs) using digital platforms reached 100%; 100% of businesses and households use electronic invoices; the rate of people aged 15 and over with bank accounts or other authorized organizations reached 70%; the rate of people with electronic health records reached 93.1%, exceeding the target by 3.1%; and cashless electricity bill payments exceeded 90%...

The digitalization of processes and the promotion of information technology and digital transformation in management and administration have been decisively directed and implemented by Party committees, governments, and agencies and units in the province. Information security and safety have been basically ensured. In particular, after a period of implementation, the Phan Rang - Thap Cham City Smart City Operations Center has been completed and put into operation. According to the Ministry of Information and Communications' announcement in July 2023, the province's Digital Transformation Index (DTI) for 2022 reached 0.5934, an increase of 94.69% compared to 2021, ranking 27th out of 63 provinces and cities, an increase of 26 places compared to 2021, and placing it in the group of provinces with values ​​above the national average. However, the digital transformation work in the past period still has some shortcomings and limitations regarding information technology infrastructure, digital infrastructure, ensuring network information security, data security, digitization of records and documents, connection and data sharing between state agencies; some units have a low rate of online public service applications, especially those in the land sector (2.06%); the rate of online public services with generated applications is low (33.25%); e-commerce activities are still limited and have not attracted many businesses and people to participate...

To improve the quality and effectiveness of digital transformation work and achieve the goals set for 2023, at a recent meeting of the Provincial Steering Committee for Digital Transformation, Comrade Nguyen Duc Thanh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee for Digital Transformation, requested the Steering Committee, the Provincial Digital Transformation Management Board, Party committees, governments at all levels, and agencies and units to continue to thoroughly disseminate and raise awareness in the political system, society, and businesses about digital transformation; focus on removing and resolving difficulties and obstacles, effectively utilize resources, take advantage of partner support, and attract social investment. Along with that, focus on developing important digital infrastructure, prioritizing investment in upgrading digital infrastructure at the Provincial Data Integration Center; implement the plan for training and improving digital skills and awareness in the province; and pay more attention to improving communication about digital transformation. The agenda includes topics related to digital government, digital economy, and digital society, especially promoting the provision of online services, e-commerce, supporting digital transformation businesses, issuing digital identities and electronic identification accounts for citizens... We are determined to strive to achieve the targets set for 2023.
