To concretize the 2023 theme of the National Committee on Digital Transformation, right from the beginning of the year, the Provincial Steering Committee for Digital Transformation proposed the action theme: "Mobilizing all resources, focusing on developing the use of digital data, enhancing digitalization of processes; each agency, unit, and locality strives to complete at least one digital transformation product in 2023"; at the same time, issuing an action plan with 19 specific targets with 3 main target groups. Along with that, the Provincial People's Committee issued a plan to launch the digital transformation emulation movement in 2023; develop a plan to train, foster knowledge, and raise awareness of digital skills for cadres, civil servants, and public employees; coordinate with SVTECH Company to organize a conference on digital transformation trends and digital transformation application technology solutions in various fields. Up to now, 100% of agencies and units in the province have established a Digital Transformation Steering Committee and issued a plan to implement tasks; 18 agencies and units have registered digital transformation products, of which 1 product has been completed. The whole province has established 65 community digital technology groups at commune, ward and town levels with 840 members; 446 community digital technology groups at village and neighborhood levels with 2,439 members. Communication work on digital transformation has been regularly and synchronously deployed with diverse and practical forms. For example, the Provincial Youth Union has issued a program to improve digital capacity for union members and young people in the period of 2023-2025; organized a peak activity day in Youth Month 2023 with the content of propaganda, instructions on registration, installation of VNeID electronic identification and implementation of online public services (DVCTT).

With the determination of the entire political system, enterprises and people, digital transformation work in the province in the first 6 months of 2023 achieved important results; 8/19 targets met and exceeded the plan. Some outstanding results in digital infrastructure development include: Fiber optic broadband network infrastructure covering 90% of households and 100% of villages and neighborhoods; 100% of state agencies are connected to the specialized data transmission network of Party and State agencies. Regarding digital government development: Full-service public services are provided on various access devices, including mobile devices, reaching 100%; the rate of administrative procedure records received and processed online reached 81.17%, exceeding 11.17%. The exchange and processing of electronic documents on the network environment reached 98.95% at the provincial level, 96.58% at the district level and 92.35% at the commune level. With the target group of developing the digital economy and digital society, the whole province has 91.79% of OCOP products on e-commerce platforms; the rate of small and medium enterprises using digital platforms reached 100%; 100% of enterprises and business households using electronic invoices; the rate of people aged 15 and over having transaction accounts at banks or other licensed organizations reached 70%; the rate of people with electronic health records reached 93.1%, exceeding 3.1%; non-cash payment of electricity bills reached over 90%...

The digitization of processes, promotion of the application of information technology and digital transformation in management and operation activities have been focused on and resolutely implemented by the Party Committee, government, agencies and units in the province. The work of ensuring basic information security and safety has been ensured. In particular, after a period of implementation, up to now, the Smart Urban Operations Center of Phan Rang - Thap Cham City has been completed and put into operation. The digital transformation index (DTI) results in 2022 as announced by the Ministry of Information and Communications in July 2023 of our province reached 0.5934, an increase of 94.69% compared to 2021, ranked 27/63 provinces and cities, up 26 places compared to 2021 and in the group of provinces with values above the national average. However, in recent times, digital transformation work still has some shortcomings and limitations in information technology infrastructure, digital infrastructure, ensuring network information security, data security, digitizing records, documents, connecting and sharing data between state agencies; some units have a low rate of public service records, especially records in the land sector (2.06%); the rate of public service records arising is low (33.25%); e-commerce activities are still limited, not attracting many businesses and people to participate...
To improve the quality and effectiveness of digital transformation work and complete the set goals in 2023, at a recent meeting of the Provincial Digital Transformation Steering Committee, Comrade Nguyen Duc Thanh, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Digital Transformation Steering Committee, requested the Steering Committee, the Provincial Digital Transformation Executive Board, Party committees, authorities at all levels, agencies and units to continue to thoroughly grasp and raise awareness in the political system, society, and enterprises about digital transformation work; focus on removing and resolving difficulties and obstacles, effectively using resources, seeking support from partners, and attracting investment from society. Along with that, focus on developing important digital infrastructures, prioritizing investment in upgrading digital infrastructure at the Provincial Data Integration Center; implementing the plan for training, fostering knowledge, and raising awareness of digital skills in the province; paying attention to doing better in communication work on digital transformation; Contents on digital government, digital economy, digital society, especially promoting the provision of public services, e-commerce, supporting digital transformation enterprises, granting digital identities, electronic identification accounts to people... Determined to strive to complete the set targets in 2023.
