Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee for National Target Programs, announced the above information at the national online conference to review the implementation of national target programs for the 2021-2023 period and key solutions and tasks in the coming time, which took place on the morning of August 28.
The Government's proposal was made in the context that the new disbursement rate reached about 28.7% of the development investment capital plan for the 2021-2025 period, due to various reasons.
Through 6 field trips and working sessions with localities by Deputy Prime Minister Tran Luu Quang in 4 regions across the country in the recent past, it has been shown that there are many fragmented projects, complicated procedures while the capacity and qualifications of the grassroots level in many places are still weak, which can easily lead to risks in personnel work.
Localities reported that the allocation of public capital to each sub-project and program prevented localities from transferring capital from projects that were behind schedule or unable to disburse to projects with faster disbursement progress but lacking capital. At the same time, the Central Government was requested to announce the expected allocation of public capital in 5-year periods so that localities could be proactive in mobilizing counterpart funds and making implementation plans.
Converting forest land and rice fields to other uses requires a lot of time and effort; the level of housing support (VND 40 million/household) and construction of clean water supply works (VND 3 billion/works) from the Central Government is still low, especially for mountainous areas and localities with limited resources; some indicators (clean water, cremation rate, etc.) exceed the implementation capacity of the locality.

Regarding the tasks in the coming time, the Deputy Prime Minister requested ministries, branches and localities to be more drastic in organizing implementation because reality shows that localities that are more proactive and drastic have higher disbursement rates.
Localities must focus on studying newly issued documents, especially Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government; Decision No. 18/2023/QD-TTg dated July 1, 2023 and No. 04/2023/QD-TTg dated February 23, 2023 of the Prime Minister, 06 circulars along with guiding documents, responding to recommendations of ministries and central agencies, the Deputy Prime Minister emphasized.
The Deputy Prime Minister also hopes that localities will increase sharing, exchanging information, and learning from each other's experiences, including mobilizing socialized capital, people's contributions, and integrating capital sources to make focused and key investments.
In the upcoming session, the National Assembly will hear a report from the Supervisory Delegation on the implementation of the Government's three national target programs. This is the first time the National Assembly has supervised national target programs during the implementation process. The Deputy Prime Minister assigned the Ministry of Planning and Investment, the standing agency of the Steering Committee, to urgently preside over and coordinate with relevant ministries and agencies to summarize the difficulties, obstacles, recommendations and proposals of localities at today's Conference, the recently held regional conferences and through the synthesis of the National Assembly's Supervisory Delegation, to complete the report to the National Assembly at the upcoming session./.
