The Ministry of Health is preparing a report on the current situation and trends of birth rates in Vietnam, and proposing policies in the draft Population Law, including policies on maintaining replacement birth rates, in the context of the country's birth rate continuously decreasing in recent years.


According to Mr. Le Thanh Dung, Director of the Department of Population (Ministry of Health), the basic policy groups built in the draft Population Law include: maintaining the replacement fertility rate; reducing gender imbalance at birth and bringing the sex ratio at birth back to the natural balance; adapting to population aging and aging population; distributing the population reasonably; improving population health; integrating population factors into socio-economic development plans.

The birth rate in our country has been decreasing continuously in recent years.

Mr. Le Thanh Dung said that with the policy of maintaining the replacement birth rate, the draft Population Law proposes specific regulations, measures and support policies suitable for each period and the socio-economic development conditions of the country; stipulates the rights of couples and individuals in giving birth, the time of giving birth, the number of children and the interval between births; stipulates the obligations of each couple and individual in giving birth.

According to the Ministry of Health, some of the reasons for the declining birth rate in recent years are: improved living conditions, increasingly improved education, the need to develop one's own career, especially for women of childbearing age, the need to find better jobs to have higher income and better quality of life, and at the same time enjoy life and the fruits of development more, have affected the delay, delay of marriage, the need to have children, the time of giving birth, having enough 2 children of young people and couples.

In addition, the economic pressure on a young family such as living expenses, costs of renting or buying a house, costs of raising and educating children from birth to adulthood are increasingly high, causing many young couples to consider and choose to have children late, have few children or not have children... When the birth rate drops, it will cause consequences such as: population decline, accelerated population aging, labor shortage...

According to Mr. Dung, the Ministry of Health is proposing to the competent authority to approve the policy of abolishing regulations on handling violations of population policies that are no longer appropriate, first of all abolishing the handling of violations of regulations on the number of children. This proposal is one of many solutions to maintain the replacement fertility rate nationwide, avoiding further decline in fertility.

Regarding party members who have a third child, the Ministry of Health is proposing that competent authorities issue documents to abolish or suspend the validity of a number of regulations, in the direction of not taking disciplinary action for cases of giving birth to three or more children.
