Prime Minister Pham Minh Chinh emphasized that the arrangement and reorganization of administrative units at all levels is to strengthen authority and further promote the self-reliance, autonomy and self-reliance of local levels.

On March 11, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee, giving opinions on the Project to rearrange and reorganize administrative units at all levels and build a two-level local government, completing one more step of the project to submit to competent authorities.

Reduce more than 70% of grassroots administrative units

Recently, implementing the direction of the Politburo in Conclusions 126-KL/TW dated February 14, 2025 and Conclusion No. 127 KL/TW dated February 28, 2025, the Standing Committee of the Government Party Committee has developed and submitted to the Politburo for comments a Project on administrative reorganization at all levels and the construction of a 2-level local government organization model. According to the draft Project, after the reorganization, local governments will have 2 levels: provincial level and grassroots level. After the reorganization, the number of provincial-level administrative units will decrease by nearly 50%, and grassroots-level administrative units will decrease by about 70% compared to present.

Based on the opinions of the Politburo, the Standing Committee of the Government Party Committee met to further complete the Project on administrative reorganization at all levels and build a model of 2-level local government organization to report to the Politburo. At the meeting, delegates focused on discussing some contents of the Project such as criteria for arranging and reorganizing administrative units; plans and orientations for arranging and merging administrative units. The contents on the proposed name, plan for choosing the location of the political and administrative center of the newly established unit; plan for building 2-level local government... were also discussed by delegates and given opinions for completion.

Previously, on February 28, the Politburo and the Secretariat issued Conclusion No. 127, assigning the Government Party Committee to coordinate with the Central Organizing Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research, develop a project, and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level; continue to merge commune-level administrative units.

Create new development space

Concluding the meeting, Prime Minister Pham Minh Chinh stated that the vast majority of opinions and public opinion highly agreed with the policy of rearranging and reorganizing administrative units at all levels and building a two-level local government, to suit the new situation and current management capacity when traffic infrastructure and digital infrastructure conditions have been strongly improved.

The arrangement and reorganization of administrative units at all levels will create new development space, maximizing the potential differences, outstanding opportunities, and competitive advantages of each locality. In addition to the criteria of natural area and population size, the arrangement of administrative units must consider criteria of history, tradition, culture, ethnicity, geographical conditions, level of socio-economic development, infrastructure, etc. When naming provincial-level administrative units, there must be continuity; the selection of administrative-political centers must consider factors of history, geography, infrastructure connection, development space, national defense, security, and integration.

According to Prime Minister Pham Minh Chinh, the arrangement and reorganization of administrative units at all levels is to strengthen authority, further promote the self-reliance, autonomy and self-reliance of local levels; the government is closer to the people, and solves work for the people more conveniently. At the same time, this policy brings more benefits to the people, the people are increasingly happy and prosperous; creating consensus among the people. The Prime Minister also requested to continue to perfect and propose the functions, tasks, powers and organizational structure, staffing of provincial-level authorities; functions, powers, organizational structure, specialized departments, staffing of People's Committees at commune level. In addition, it is necessary to build mechanisms and policies to ensure rights, feasibility and effectiveness in the process of arranging the apparatus of the political system.

At the meeting, the Prime Minister requested the members of the Standing Committee to continue to devote time and effort to completing the organization and apparatus arrangement; deploying preparations for organizing Party congresses at all levels towards the 14th National Party Congress. At the same time, implementing solutions to continue promoting 8% growth in 2025 and double digits in the coming years; completing the 5-year targets for 2021 - 2025; organizing major anniversaries of the country.

There are currently 10 provinces that do not meet all three criteria.

Currently, Vietnam has 63 provincial-level administrative units, 705 district-level administrative units and 10,595 commune-level administrative units. According to regulations of the National Assembly Standing Committee, provincial-level administrative units must meet three standards on area, population, and number of district-level administrative units. According to data from the General Statistics Office and the provincial electronic information portal in 2023, there are 10 provinces nationwide that have not met all three criteria: Bac Kan, Tuyen Quang, Dak Nong, Ha Nam, Ninh Binh, Ninh Thuan, Ba Ria - Vung Tau, Hau Giang, Vinh Long, and Bac Lieu.
