The Ministry of Education and Training is in the process of listening to comments and feedback to develop a draft Law on Teachers. Accordingly, it is expected that teachers must have a professional certificate. This certificate is issued free of charge by the competent education management agency and is valid nationwide. The World and Vietnam Newspaper had an interview with Dr. Vu Thu Huong on this issue.

Many people think that vocational certificates are unnecessary, wasteful and troublesome. What is your opinion on this issue?

According to the Education Law, every teacher who wants to teach must have a relevant degree. If the staff graduated from another profession, they must have a pedagogical certificate to be able to teach. Thus, every staff who teaches must comply with strict regulations on degrees.

When we want to move towards practical work and avoid formalities, the appearance of additional certificates will not only go against the common goal but also cause many more difficulties for teachers.

Regarding the issuance of certificates, classes and centers will appear to meet the conditions of the certificate. In addition, there will certainly be additional tasks of issuing this certificate by educational institutions authorized by the State.

For teachers, instead of devoting their hearts to their students, they have to spend time finding ways to meet the requirements of the certificate. It could be classes to achieve the required certificates, it could be exams, it could be additional English and computer certificates. Obviously, teachers will spend more time and effort, and agencies will also have more work to do if this certificate appears.

If the certificate is later included in the Education Law, will the introduction of this teacher's license cause chaos in education and create many new problems?

This is the natural consequence that will appear when giving a certificate. We can see that the level of teachers does not leave consequences, but the ethics of teachers as well as the program with constant changes and inconsistency are the big problems.

Negative things like the appearance of illegal certificate-issuing units or exam preparation units… may happen. Not to mention the situation of teachers skipping class to take training courses to get certificates will certainly happen, even become common. Students will be abandoned when teachers have to worry about their certificates instead of being cared for more.

Not to mention, for teachers, in addition to their knowledge and teaching skills, they need to have a loving heart, the ability to understand students’ psychology, and the time and mind to devote to students. No certificate can certify this. The certificate may not promote any value, but it is also an obstacle for the above human values ​​to appear when teachers are burdened with another burden.

What solutions do you propose to improve the quality of teachers in the coming time?

As I have mentioned many times to the press, teachers only need time and love to develop all their abilities to support children's development. Measuring this with quantitative measures will be extremely difficult. Therefore, to accurately identify dedicated and skilled teachers, go directly to their students.

For inspectors of departments, offices and especially inspectors of the Ministry of Education and Training, if they take the time to unexpectedly visit students and conduct preliminary checks, they will know everything about the teachers who care for and educate them. They will immediately identify good and dedicated teachers or "teaching workers". That simple task will be able to replace a series of good teacher exams, certificates and various tests that are still widely developed throughout the education sector.

So, according to you, what obstacles are teachers facing today?

The biggest obstacle for teachers is that the time spent with students is occupied by non-teaching activities. The task of teachers is to support students to improve. Schools around the world pay great attention to support so that teachers have more time and attention for students. But in our country, teachers have too many non-teaching tasks.

Teacher competitions, training courses to upgrade their qualifications, and activities to achieve school results... take up a lot of teachers' time. They devote all their efforts to achieving results, and by the time these activities are over, they have very little energy left for students. Not to mention that while they are busy preparing for these activities, teachers almost neglect their students. They only try to finish teaching the lesson and have no mind left for students. With these pressures, unstable behaviors that affect students are not uncommon.

The problem now is what kind of environment needs to be created for teachers to develop and update with the trends of the times?

With another certificate, teachers will have a lot of pressure. At that time, they will only focus on the teaching certificate and will find it difficult to become a dedicated teacher. The problem now is to create an environment for teachers to develop and update their skills.

No matter what era, teaching is still a profession of human relationships. And the psychology and concerns of teachers always have a great influence on students. If we pull teachers' concerns away from students, we are forcing them to neglect students and their duties.

How important is it to help teachers balance their emotions and control their emotions when standing on the podium, according to you?

Teachers need to feel that their primary responsibility and concern is their students. When they are placed at the center of a child’s growth and development, each teacher will know what they need to do. To achieve this, it is important that we make teachers’ time sacred. They also need to be relieved of pressures and non-teaching tasks. They only need to carry out their responsibilities to support their students. Any evaluation of them should be based on their own progress and the trust that their students have in them. If we can create such an environment, teachers will truly live in ideal conditions and support their students to the best of their ability.

Speaking to the press, Dr. Vu Minh Duc, Director of the Department of Teachers (Ministry of Education and Training) said that the Ministry is seeking consultation from professional agencies, experts, teachers, education managers, etc. to develop a draft Law on Teachers. Among the many contents brought up for discussion and consultation, there is a provision that teachers must have a professional certificate.

Mr. Vu Minh Duc emphasized that the professional certificate demonstrates the capacity of the teaching staff. At the same time, it will replace two important documents: the decision to recognize the end of the teacher's probationary period and the certificate of completion of training to meet professional title standards.
