When merging provinces and cities, redistributing administrative boundaries, how will regional priority policies be calculated when considering university admissions? Will this affect candidates' rights? This is a question that many candidates are interested in.
Regarding this issue, Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said: This is an issue that has been raised by the Ministry of Education and Training. Up to this point, for university admissions, all regional priority points, subjects and priority options are still applied according to the regulations of previous years.
"The Department of Higher Education will advise the leaders of the Ministry of Education and Training on how to handle the delay in applying the policy in the case of local mergers taking place before the time of school admissions - around the end of July. The general spirit is that we will advise all changes, if any, related to local mergers to be applied from next year and not immediately applied in 2025," Associate Professor Dr. Nguyen Anh Dung emphasized.

Also related to the fact that the whole country is implementing the arrangement and merger of provinces and cities and ending the district-level tasks according to Conclusion 127/2025 of the Politburo and the Secretariat on implementing research and proposing to continue arranging the organization of the political system, leaders of some Departments of Education and Training of localities such as Ho Chi Minh City and Nghe An have proposed that the Ministry of Education and Training move the high school graduation exam schedule earlier to ensure the rights and psychological stability of students, while facilitating the preparation work of localities to organize the exam safely, seriously and in accordance with regulations.
Regarding this issue, Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, said that the Ministry of Education and Training always prepares plans and can be completely flexible to suit objective conditions. Preparations for the high school graduation exam are decentralized to each province. Therefore, if there is a change, this must be carefully calculated. "Currently, the leaders of the Ministry of Education and Training have no information on this issue. However, in case of a change, it must be in the spirit and principle of having the least impact on the entire system, including the candidates," said Mr. Ha.
According to the 2024-2025 school year plan, the 2025 high school graduation exam is expected to take place on June 26-27. This is also the first school year that students nationwide will take the high school graduation exam according to the 2018 General Education Program.
