Implementing the direction of the Central Government, the City Party Committee, and the City People's Committee on implementing research and investing in the construction of public spaces around Hoan Kiem Lake to serve the community, the People's Committee of Hoan Kiem District said that the district is implementing a planning plan for two important areas around Hoan Kiem Lake to serve the community and preserve cultural and historical values.
The two planned areas include Dong Kinh - Nghia Thuc Square and the public space east of Hoan Kiem Lake.
Dong Kinh - Nghia Thuc Square has an area of about 1.2 hectares, located between Hang Gai, Cau Go, Hoan Kiem Lake and Hong Van - Long Van buildings. Currently, this area is mainly traffic land and has a commercial building built from 1991-1993. The public space east of Hoan Kiem Lake has an area of about 2.14 hectares, adjacent to Hoan Kiem Lake, Ly Thai To, Tran Nguyen Han streets and residential areas. This area currently has 54 land users, including state organizations, businesses and households.

According to Hanoi's master plan until 2030, with a vision to 2050, the Hoan Kiem Lake area and its vicinity are oriented towards preserving architecture, improving landscape and developing public spaces. Some units and agencies will be relocated to expand green spaces, adding public facilities such as parks, parking lots and cultural spaces.
The project is also connected to urban railway line No. 2 (Nam Thang Long - Tran Hung Dao), in which station C9 will be located underground on Dinh Tien Hoang street, helping to conveniently connect urban traffic with the central area.
The implementation of the public space project will contribute to enhancing the cultural and historical values, connecting the Hoan Kiem Lake National Special Monument with the Old Quarter. In particular, the area east of the lake will be planned according to the TOD model (urban development oriented towards public transport), linked to metro line No. 2.
The project will be implemented under a special mechanism approved by the National Assembly, ensuring compliance with legal regulations. Site clearance will take place as planned: the “Shark Jaw” building is expected to be relocated before April 30, 2025 and the area east of Hoan Kiem Lake will be completed before September 2, 2025.
