Merging two districts in Quang Nam leaves 182 redundant leaders

On June 14, speaking to the press, Secretary of the Tam Ky City Party Committee (Quang Nam) Tran Nam Hung informed about the policy of merging three administrative units of Tam Ky, Nui Thanh and Phu Ninh.

According to the Secretary of the Tam Ky City Party Committee, the policy of merging these three units comes from the goal of building a dynamic urban area, aiming to build a type 1 urban area under the province.

Therefore, the Quang Nam Provincial Party Committee issued Resolution 08 on the construction and development of a grade 1 urban area under the province. At the 9th Provincial Party Committee Conference held in October 2022, the Provincial Party Committee agreed on the policy of building a project to merge the three units of Tam Ky, Nui Thanh and Phu Ninh.

“However, at the third meeting of the Steering Committee for the Construction and Development of Type 1 Urban Areas under the province in February 2023, members proposed to adjust the time and method. This is only the proposal of the Steering Committee, the appraisal is still under the Provincial Party Committee. In the nearest meeting, the Provincial Party Committee Standing Committee will submit the project to the Executive Committee for consideration and decision,” said the Secretary of the Tam Ky City Party Committee.

According to Mr. Tran Nam Hung, in general, the Standing Committee of Quang Nam Provincial Party Committee affirmed that the goal of building a dynamic urban area, becoming a locomotive for development, spreading to the whole province is a must.

“This goal and then the goal of moving towards a first-class city directly under the province will not change. However, the proposed spirit is that the roadmap can be extended, until the 2025-2030 period,” affirmed the Secretary of the Tam Ky City Party Committee.

Mr. Hung added that Quang Nam province is merging administrative units that do not meet the two criteria of area and population according to Conclusion 48 of the Politburo, to be done before 2025. Of which, Quang Nam has two districts that must be merged: Hiep Duc and Nong Son.

It is expected that Hiep Duc and Nong Son districts will merge in 2024. After the merger, the surplus personnel that must be arranged, which is 182 deputy department heads or higher, is also a difficult problem. Therefore, the merger of Tam Ky City, Nui Thanh and Phu Ninh must also be calculated.

The Secretary of the Tam Ky City Party Committee affirmed that the goal of building a dynamic urban area, aiming towards a type 1 urban area under the province, remains unchanged.

Hiring paused

Previously, the People's Committee of Quang Nam province reported on the implementation of the project to merge three administrative units at the district level of Phu Ninh, Nui Thanh, and Tam Ky to the Ministry of Home Affairs, requesting adjustments to the content and time of project submission.

According to the report, implementing the Prime Minister's decision on promulgating the 2023 Work Program, the People's Committee of Quang Nam province assigned the Department of Home Affairs to carry out the project of merging the three administrative units of Phu Ninh, Nui Thanh, and Tam Ky according to the schedule assigned by the Prime Minister.

However, the Politburo issued Conclusion No. 48-KL/TW on January 30, 2023, accordingly, the district and commune-level administrative units that do not have sufficient natural area and population will be rearranged according to regulations. It is expected that the Central Government will issue documents guiding the rearrangement of district and commune-level administrative units. On that basis, the Provincial People's Committee will have the basis to direct the rearrangement of Phu Ninh, Nui Thanh and Tam Ky districts in the roadmap for rearranging district and commune-level administrative units according to the Central Government's policy.

The People's Committee of Quang Nam province requested the Ministry of Home Affairs to comment on adjusting the content of the "Project to merge 3 district-level administrative units of Phu Ninh, Nui Thanh, Tam Ky" into "Project to rearrange district-level and commune-level administrative units in Quang Nam province in the period of 2023-2025". The project submission date is 2024.

At the meeting on May 12, the Standing Committee of the Quang Nam Provincial Party Committee concluded and agreed to identify district-level administrative units subject to restructuring in the 2023-2025 period, including Nong Son district and Hiep Duc district.

The Standing Committee of the Quang Nam Provincial Party Committee requested that Nong Son and Hiep Duc districts temporarily suspend the implementation of related contents on organizational structure, recruitment and personnel work until the Resolution of the National Assembly Standing Committee on the arrangement of administrative units takes effect.
