There were 281 officials, civil servants and public employees who submitted resignations during the streamlining of the apparatus in Ho Chi Minh City from March 1 to March 20.
On the afternoon of March 20, at a press conference providing information on the socio-economic situation in Ho Chi Minh City, Mr. Nguyen Bac Nam, Deputy Director of the Ho Chi Minh City Department of Home Affairs, said that from early March 2025 to present, 281 cadres, civil servants, and public employees in Ho Chi Minh City have submitted resignation applications due to the streamlining of the apparatus.
Of these, 237 people applied for early retirement and 44 cases of resignation.

According to Mr. Nam, Ho Chi Minh City has a plan to reduce its apparatus in the period of 2022 - 2026. Of which, it will reduce 5% of administrative civil servants and 10% of people receiving salaries from the budget. However, recently, the Central Government has directed to reduce at least 20% of the payroll.
The Department of Home Affairs has advised the Ho Chi Minh City People's Committee to issue a master plan to reorganize the apparatus of specialized agencies, administrative units, and public service units at the city and district levels. The project of each unit must clearly show the reduction of 20% of the payroll.
At the same time, the Department of Home Affairs is drafting a plan to adjust the staff streamlining plan according to the latest direction of the Central Government and researching and advising the Ho Chi Minh City People's Committee to report to the Standing Committee of the Ho Chi Minh City Party Committee to adjust the policy in accordance with Decree 67/2025 recently issued by the Government, amending and supplementing a number of articles of Decree 178/2024.
In 20 days, Ho Chi Minh City had more than 280 officials and civil servants resign due to streamlining the apparatus.
For the government sector, the Department of Home Affairs is the advisory body that assesses each specific case and subject, in compliance with Decree 178/2024 and Decree 67/2025. Depending on age, social insurance payment period, and current salary, civil servants and public employees receive different levels of support.
The Department of Home Affairs also advised the Ho Chi Minh City People's Committee to establish an appraisal council to review and decide. Mr. Nam affirmed that this appraisal council will review each case closely, ensuring compliance with regulations.
Regarding whether to continue to provide additional support for officials or not, according to Mr. Nam, the Department of Home Affairs is reviewing legal documents and Decree 67 to advise the Ho Chi Minh City People's Committee. If it is related to the Ho Chi Minh City People's Council, the department will report to the Standing Committee of the Ho Chi Minh City Party Committee to ask for approval and then submit it to the competent authority.
One of the important contents of Decree 67 is to adjust Clause 6, Article 9 of Decree 178, which is to abolish the regulation on additional support from localities. Therefore, the Department of Home Affairs will study it carefully; consider whether to continue applying it or not to advise the city leaders on a suitable and regulated plan.
"The Department of Home Affairs is making efforts to advise and submit to the Ho Chi Minh City People's Council meeting to make timely adjustments after Decree 67 is issued," said Mr. Nam.
