On the afternoon of March 19, the People's Committee of Kien Giang province held an online conference to summarize public investment in 2024 and deploy tasks for 2025, and progress of key projects in Kien Giang province. Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Kien Giang province Nguyen Thanh Nhan chaired the conference.

According to the report, the Prime Minister assigned Kien Giang province 5,640 billion VND for the 2024 public investment plan, and the Provincial People's Committee has assigned details to achieve 100% of the plan. The disbursement result by January 31, 2025 was 4,885 billion VND, reaching 86.61% of the plan.

The 2024 public investment plan assigned by the Provincial People's Council at the beginning of the year was VND 10,405 billion, adjusted at the end of the year to VND 7,959 billion (VND 2,319 billion higher than the Prime Minister's assignment); the Provincial People's Committee has assigned details to reach 100% of the plan. The disbursement result by January 31, 2025 was VND 5,987 billion, reaching 75.22% of the plan.

Projects under the socio-economic recovery and development program: cumulative disbursement reached 94.07% of the plan. Projects under the national target program disbursed 84.76% of the plan, 5.46% higher than the same period in 2023. In 2024, the whole province has 46 key projects, allocating 4,166 billion VND, accounting for 52.35% of the province's capital plan; disbursed 2,965 billion VND, reaching 71.16% of the plan.

In 2024, 5 provincial-level units and 4 district-level units will have a disbursement rate of over 95% of the plan; 12 provincial-level units and 9 district-level units will have a disbursement rate higher than the provincial average of 75.22%.

The selection of contractors is given attention, ensuring a fair and transparent competitive environment; recommendations are made promptly and in accordance with regulations. The selection of contractors online is carried out according to the set roadmap and plan. The training to improve professional and technical capacity is given attention, with training courses opened and new regulations disseminated.

Many projects have been approved for timely settlement, contributing to speeding up the disbursement of public investment capital plans. Inspection and examination work has been maintained regularly, thereby pointing out violations and shortcomings that need to be corrected and recommended, especially after the conclusions of the audit and inspection agencies of the ministries.

Besides the achieved results, there are still limitations such as many large projects are slow to implement; some localities and sectors have very low disbursement; there are still delays in procedures and site clearance...

In 2025, the People's Council of Kien Giang province assigned a total public investment capital plan of VND 11,063 billion, VND 2,446 billion higher than the Prime Minister's assignment. Up to now, the Provincial People's Committee has assigned VND 8,479 billion in detail, reaching 88.97% of the Prime Minister's assignment; reaching 76.65% of the Provincial People's Council's assignment.

Speaking at the conference, Chairman of Kien Giang Provincial People's Committee Nguyen Thanh Nhan assessed that 2025 is a year with a large amount of work, requiring breakthroughs in directing and operating the socio-economy to complete tasks and targets; implementing the policy of arranging and streamlining the apparatus in the spirit of Conclusion No. 127-KL/TW of the Politburo and Secretariat.

Comrade Nguyen Thanh Nhan requested localities to focus on implementing tasks; proactively develop new plans, not allowing the arrangement and streamlining of the organizational apparatus to distract and affect work progress. Districts and cities must review and by the end of March must complete detailed reports on the progress of public investment projects and works, and report to the Provincial People's Committee.

The Chairman of the Provincial People's Committee directed to stop the construction of district and commune headquarters that are on the list of planned construction but have not yet started construction in order to evaluate and direct the smooth implementation of the work of arranging and streamlining the organizational apparatus, avoiding wasteful projects and using resources that do not meet the target requirements. Focus on thoroughly handling the compensation and site clearance work of the remaining projects in 2024, to be completed before April 30, 2025.

Chairman of Kien Giang Provincial People's Committee Nguyen Thanh Nhan assigned the Department of Agriculture and Environment of Kien Giang province to proactively establish steering groups at units to urge and supervise the implementation. Assigned the Department of Finance to continue reviewing the 2025 public investment plan, advising the Provincial People's Committee to reduce and transfer capital to projects with good disbursement rates.

According to comrade Nguyen Thanh Nhan, investment preparation is an important task, determining the progress of completing projects and works. To achieve the results of the 2021-2025 medium-term plan, Kien Giang province prioritizes the implementation of projects that have completed investment preparation, compensation and site clearance; projects and works that are effective, highly feasible, and have a great impact on economic development, replacing projects that are slow to implement and are unable to compensate and site clearance.

To quickly complete investment preparation work, specialized departments and branches consolidate, report, propose investment policies, design, appraise projects, propose investment decisions; organize construction, select contractors and construction units that meet the needs and tasks, have both financial capacity and experience, and the ability to execute construction on schedule and ensure quality.

Departments, branches and localities must be determined and drastic, ensuring the plan is close to the actual situation, organizing implementation to promote continuous management, not affecting the 2025 plan.
