ANTD.VN - The Mobile Money service will be piloted until December 31, 2024. However, the State Bank said that so far it has not received specific instructions from the Government leaders so that this agency has a basis to submit for drafting legal documents.
The pilot period has not been extended.
The State Bank said it has received comments from most relevant ministries and units on the draft Dossier proposing the development of a Decree regulating the use of telecommunications accounts to pay for small-value goods and services (Mobile Money).
In particular, in commenting on this draft, the Ministry of Justice commented on the pilot implementation period of Mobile Money service. The Ministry of Justice stated that Resolution No. 192/NQ-CP dated November 18, 2023 of the Government stipulating that the pilot of this service expires from December 31, 2024. However, the State Bank of Vietnam proposed to submit the Decree to the Government for consideration and promulgation in the fourth quarter of 2025.
Therefore, the Ministry of Justice requests the presiding agency to propose additional information on handling difficulties and problems (if any) related to the use of the above service by people (9.8 million accounts) in case the pilot period expires according to Resolution No. 192/NQ-CP.
“The agency in charge of drafting the proposal needs to urgently develop a Decree to submit to the Government for promulgation in accordance with the provisions of the Law on Promulgation of Legal Documents, ensuring that no legal gaps are created and no new difficulties or inadequacies arise in practice,” the Ministry of Justice commented.

Regarding this content, the SBV said that in the Reports to the Government and Government leaders in 2024, the SBV raised difficulties in the time to develop legal documents regulating Mobile Money services and proposed to continue extending the pilot implementation period for this service until legal documents are issued and take effect.
Specifically, the State Bank has submitted two documents to the Government proposing to extend the pilot implementation period of Mobile Money services (Document No. 155/TTr-NHNN dated November 8, 2024 and Document No. 176/TTr-NHNN dated December 11, 2024).
“However, to date, the State Bank has not received instructions to extend the pilot implementation period for Mobile Money services,” the State Bank said.
There has been no illegal use of Mobile Money.
Commenting on the draft dossier for the Decree, the Ministry of Public Security also said that it is necessary to develop and promulgate a Decree regulating Mobile Money services, creating conditions for Mobile Money services to operate, develop, and reach people in rural areas, remote areas, border areas, and islands.
According to the Ministry of Public Security, during the pilot implementation of Mobile Money service, there have been no issues related to the use of Mobile Money service for illegal purposes.
Therefore, the Ministry of Public Security proposed to consider removing some difficulties for businesses implementing the pilot, creating conditions for the development of safe and effective Mobile Money services.
Many businesses providing Mobile Money services also proposed that the State Bank of Vietnam add regulations on transaction limits for Mobile-Money services. Accordingly, businesses proposed to increase the transaction limit of Mobile-Money accounts to be equivalent to the transaction limit of e-Wallets and prepaid cards according to current legal regulations.
At the same time, apply biometric verification in the process of opening an online Mobile-Money account (remove the condition that the mobile phone number must be activated and used continuously for at least 3 consecutive months up to the time of registration to open and use the Mobile Money service).
Businesses also proposed to consider expanding some business operations after the Mobile Money service is accurately authenticated through many steps...
