The Government has just issued Resolution 192/NQ-CP on extending the pilot implementation period of using telecommunications accounts to pay for small-value goods and services.

Specifically, the Government decided to extend the pilot implementation period of using telecommunications accounts to pay for small-value goods and services (Mobile Money) in Decision No. 316/QD-TTg dated March 9, 2021 of the Prime Minister on approving the pilot implementation of Mobile Money.

Accordingly, enterprises approved by the State Bank to pilot the use of telecommunications accounts to pay for small-value goods and services will be piloted until December 31, 2024.

The Government assigned the State Bank to preside over and coordinate with the Ministry of Information and Communications, the Ministry of Public Security, the Ministry of Justice and relevant agencies to review, research and report to competent authorities on the issuance of legal documents regulating Mobile Money services before May 2024.

Previously, in Decision No. 316/QD-TTg, the Prime Minister approved the pilot implementation of Mobile Money service for 2 years, starting from March 9, 2021 nationwide. Mobile Money service allows customers to use telecommunications accounts to perform various transactions such as: Payment for small-value goods and services; money transfer, direct deposit - withdrawal at the network operator's store system, transaction points nationwide... without requiring a bank account, no need to use a smartphone, no need for internet connection.

By early May 2023, the number of customers using Mobile Money services reached more than 3.9 million, 3 times higher than the same period in 2022. Of which, in rural, mountainous, remote and isolated areas, there were more than 2.7 million customers, accounting for 69% of customers using the service. The total number of transactions (deposits, withdrawals, money transfers, payments) using Mobile Money was more than 26.1 million transactions with a total value of about 1,683 billion VND.

Recently, the Ministry of Information and Communications sent an official dispatch to the Prime Minister reporting on the summary of the pilot implementation of Mobile Money services and requesting the Prime Minister to allow the pilot to continue so that businesses can continue to improve and develop services and provide them to customers, with the goal of bringing convenience to people and society, especially in remote areas.

Deputy Prime Minister Le Minh Khai has just signed Document No. 1124/TTg-KTTH on piloting the use of telecommunications accounts to pay for small-value goods and services.

Accordingly, to continue strengthening state management, ensuring security and safety of the payment system, Deputy Prime Minister Le Minh Khai requested the Ministry of Information and Communications, the Ministry of Public Security, the State Bank and relevant agencies and units to strengthen inspection, examination and supervision, ensuring that the pilot is in accordance with regulations and laws, preventing negativity, distortion, taking advantage of law violations, risks affecting social order and security, safety of the payment system, national finance and currency and banking activities.

The State Bank urgently presides over submitting to competent authorities to issue legal documents on Mobile Money before May 2024 in accordance with the Government's direction in Resolution No. 192/NQ-CP.
