Ministry of Information and Communications issues e-Government 3.0 architecture framework
Vietnam e-Government Architecture Framework version 3.0 towards digital Government takes effect from December 29, 2023, replacing Vietnam e-Government Architecture Framework version 2.0 issued by the Ministry of Information and Communications at the end of 2019.
The Ministry of Information and Communications' issuance of the new version of the Vietnam e-Government architecture framework towards digital government aims to guide ministries, branches and localities in building the digital government/digital government architecture of their ministries and provinces; at the same time, forming and synchronously implementing the e-government architecture system towards digital government from the central to local levels.
In the new version of the Vietnam e-Government architecture framework, the Ministry of Information and Communications also clearly guides that specialized IT units of ministries, branches and localities are responsible for building and updating the e-government architecture at the ministerial level (for ministries and branches) and the e-government architecture at the provincial level (for provinces and centrally run cities) to ensure compliance with the Vietnam e-Government Architecture Framework version 3.0 towards digital government, and submit it to the Minister/Chairman of the Provincial or Municipal People's Committee for approval.
Programs and plans on IT application, e-government development and e-government need to be updated, supplemented and submitted to competent authorities for approval to ensure consistency and compliance with the Vietnam e-Government Architecture Framework, version 3.0, towards digital government; e-Government architecture at the ministerial level and e-Government architecture at the provincial level.
Warning of scams taking advantage of Tet holiday
At a press conference on the socio-economic situation of Ho Chi Minh City on the afternoon of November 1, Lieutenant Colonel Le Manh Ha, Deputy Head of the Staff Department of Ho Chi Minh City Police, said that in the period near Lunar New Year, all types of crimes, especially fraud and property appropriation crimes on the internet, have increased.
The subjects will thoroughly take advantage of the trick of following Tet to create increasingly sophisticated "fraud stories" associated with specific events and legal entities to trap victims such as: Offering programs of "gifts, Tet prizes", "Tet promotions", "cheap Tet bus and plane tickets"... with prizes and items of attractive value, cheaper than market prices, thereby approaching, inviting people to participate, buy goods and appropriate property.
According to Mr. Ha, scammers also take advantage of people's "need to make money" to offer the following forms: instructions and support for opening online stores on Amazon, Shopee; accessing platforms to watch videos, interact with online articles, evaluate products, search for fake orders... then lure them into investing and appropriating assets.
Ho Chi Minh City police warn people to be highly vigilant to avoid being scammed.
Hundreds of places in Nghe An have no phone signal
According to a preliminary report from telecommunications companies, Nghe An province has hundreds of 4G mobile signal dips or unstable signals (VNPT about 319 points, Viettel about 218 points).
Talking to VietNamNet , Mr. Ho Trung Dong - Head of Digital Transformation Department (Department of Information and Communications of Nghe An province) said that Nghe An is the province with the largest area in the country, complex mountainous terrain, harsh weather and many sparsely located villages, no electricity grid, so it is difficult to cover telephone coverage.
In the near future, if the Ministry of Information and Communications follows the roadmap to turn off 2G waves in September 2024, 3G and 4G coverage to compensate for the lack of 2G waves will face many difficulties because the coverage of 3G and 4G is smaller than the coverage of 2G stations.
According to statistics, in Nghe An, currently about 98% of the area has 2G coverage and 95% has 3G and 4G coverage.
To accurately and practically assess the wave depressions and unstable waves, it is expected that in the first quarter of 2024, Nghe An Department of Information and Communications will coordinate with the Public Telecommunication Service Fund to organize specific surveys in localities.
From there, priority areas for building telecommunications infrastructure will be identified, using funding from the Public Telecommunications Service Fund.
