The situation where a number of officials and civil servants are afraid of making mistakes occurs in many places.

Minister Pham Thi Thanh Tra frankly pointed out that this situation does not only occur individually but also in many localities, in some central ministries and branches, among a group of civil servants, in socio-economic activities; most clearly shown in the fields of public investment, land and real estate management, procurement of public equipment, administrative procedures for investment in business development, provision of services directly related to people and businesses...

“This situation has delayed and stalled public service activities, eroded and weakened the trust of people and businesses in state agencies, hindered development motivation and resources, and affected all aspects of social life, especially the country's socio-economic development goals, in the context of our country's current difficulties,” the Minister of Home Affairs emphasized.

Regarding the causes of the above situation, Minister Pham Thi Thanh Tra said that it was due to the limited awareness, sense of responsibility, and professional capacity of a number of cadres and civil servants; the role, responsibility, and exemplary role of some heads of agencies, units, and localities have not been seriously promoted; institutions and policies on socio-economic management have some shortcomings, overlaps, or new issues arising in practice but are slow to be regulated, amended, and supplemented.

In particular, the reason is also because discipline is currently being tightened; anti-corruption is being promoted to clean up the Party and the political system. "A series of cadres and civil servants have been disciplined, prosecuted, and indicted for serious violations, leading to a mentality of a part of our cadres and civil servants being afraid of mistakes and responsibility. We must speak very frankly about this," said the Minister of Home Affairs.

However, Minister Pham Thi Thanh Tra emphasized that regardless of the cause, it is necessary to agree that this current situation violates Party regulations and State laws, is a manifestation of political and ideological degradation, and needs to be severely criticized and eliminated.

Timely replace and transfer cadres with limited capacity; ensure income of cadres, civil servants and public employees.

Talking about the tasks and solutions for this situation, Minister Pham Thi Thanh Tra affirmed that, more than ever, it is necessary to change to raise awareness and responsibility for cadres and civil servants in each agency and unit, focusing on political education, ideology and public ethics; immediately and drastically rectify to seriously implement the Party's resolutions on Party building and rectification associated with the responsibilities of Party members, cadres and civil servants and seriously implement the Directive of the Government and the Prime Minister on strengthening discipline in State administrative agencies, handling the work of ministries, branches and localities.

"We must eliminate the idea that if we don't do something, it's okay. This is also a sign of self-evolution, seriously hindering development. We must also arouse the self-respect, political courage, sense of responsibility, and awareness of serving the people of cadres and civil servants," Minister Pham Thi Thanh Tra emphasized.

Currently, the Ministry of Home Affairs has consulted with ministries, branches, experts, 63 provinces and cities, and the Ministry of Justice on the policy of "encouraging the protection of cadres, innovation, daring to think, daring to do, daring to take responsibility for the common good", but due to legal and authority issues, it has reported to the Government Party Committee to report to the competent authority. If necessary, it will report to the National Assembly to issue a pilot resolution to protect cadres who dare to think, dare to do, are dynamic and creative.

Another solution emphasized by Minister Pham Thi Thanh Tra is to promote administrative procedure reform and innovation in public service and civil servants. At the same time, it is necessary to promptly commend agencies, organizations and individuals who do well and strictly handle officials and civil servants who do not fulfill their responsibilities and are afraid of making mistakes in performing their duties. In particular, it is necessary to promptly replace and transfer officials with limited capacity, especially leaders who do not meet the requirements and tasks.

"Currently, the Central Organizing Committee as well as the Government and the Prime Minister are very determined on this issue. Recently, we have resolved and handled a number of specific cases, and in the future we will continue to be determined and resolute on this issue," said Minister Pham Thi Thanh Tra.

In addition, according to Minister Pham Thi Thanh Tra, it is also necessary to change management work, especially evaluating cadres and civil servants based on results, products, and specific assigned work, as a measure to evaluate cadres.

In addition, the Ministry of Home Affairs also advises competent authorities on a roadmap for reforming salary policies and ensuring income for cadres, civil servants and public employees; clearly defining the responsibilities of heads of agencies and organizations in performing public duties; mobilizing the entire political system to participate synchronously to implement solutions with the highest sense of responsibility, determined to destroy the mentality of fear of mistakes, fear of responsibility and inaction in performing public duties.

"Here, we also request that inspection, investigation, prosecution and trial agencies continue to research and classify violations and wrongdoings in terms of nature, level and motive. If there is no personal gain, no embezzlement or corruption, then be more tolerant and humane, in order to create a mechanism to encourage and protect dynamic, creative cadres who dare to think, dare to do, and take responsibility for the common good," the Minister of Home Affairs proposed.
