Faced with the drastic changes in the domestic and international situation, the Party Central Committee has given close instructions to the Vietnamese revolution in the current period. General Secretary To Lam, in his writings, speeches and instructions, has pointed out the following main pillars:

1. The revolution in streamlining the apparatus of the political system in the spirit of Resolution 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee of the Party;

2. Promote the development of science, technology, innovation and national digital transformation;

3. Propose a clear strategy for private economic sector development in accordance with the current level of economic development.

Through following the General Secretary's directives, it can be seen that these are the main pillars that are decisive factors in bringing Vietnam to a new era, an era of socialism with prosperity and brilliance.

Revolution in streamlining the apparatus of the political system

Promoting reform and streamlining the apparatus of the political system is not only a key task in the current period but also a strategic breakthrough to take the country further on the path of comprehensive development.

The determination and consensus in implementing this broad and pivotal reform will create a solid foundation for Vietnam to enter a new era, an era of prosperity and brilliance.

On November 19, General Secretary To Lam, Head of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", chaired the first meeting of the Steering Committee.

Concluding the meeting, General Secretary To Lam emphasized that summarizing Resolution No. 18-NQ/TW is an especially important task, a revolution in streamlining the organization of the political system, therefore, it must be carried out with the highest determination and drastic actions of the entire political system.

At the same time, General Secretary To Lam pointed out that the work of arranging and streamlining the organizational apparatus is very difficult, sensitive, and complicated, directly affecting each person in each organization, especially in proposing the dissolution and merger of a number of agencies and organizations.

Therefore, it is necessary to have solidarity, high determination, courage and even sacrifice of personal interests for the common interests of each party member, cadre, civil servant and public employee. To do so, it is necessary to do well in political and ideological work, strengthen propaganda work throughout the political and social system on policies, requirements and tasks of streamlining the apparatus in the new situation.

In the context of the country entering a period of strong integration and development, innovation and reorganization of the political system, especially in the state apparatus, has become a particularly urgent task, creating initiative, creativity and breakthroughs to meet practical requirements, while improving the capacity of national management and administration.

This is not simply a technical administrative reform step but also demonstrates profound political determination, reflecting the Party's wisdom and strategic vision in leading the country.

On the other hand, the market economy (with socialist orientation) has its own rules, we must continue to innovate the political system; the leadership and ruling role of the Party, the management of the State to exploit the maximum resources and opportunities for national development, especially in the new era, the era of the fourth industrial revolution, the emergence of artificial intelligence (AI) is changing the world rapidly.

The viewpoint of "Refined, compact, strong, effective, efficient, and effective" put forward by General Secretary To Lam has become an important guideline for building a streamlined state apparatus, suitable for the development requirements of the times.

This is not only an administrative reform orientation but also a strategic focus to create a scientific, transparent state management system, focusing on real values ​​to create a solid foundation for the liberation and development of social productive forces, enhancing the vitality of the country's management and administration system. This is an important principle and also a prerequisite for further development of labor, knowledge, techniques, technology, and capital to continuously create wealth to serve society and improve people's lives.

The improvement of the organizational apparatus must be associated with streamlining the payroll and making good use of talent.

This requires retaining only cadres and civil servants who are truly capable, meet job requirements, dare to take on responsibility, dare to undertake work and are dedicated to assigned tasks.

Streamlining is not simply about cutting down on quantity, but about improving the quality of human resources, ensuring that the staff and civil servants are those with the highest expertise, qualifications, qualities, service spirit and especially the ability to solve practical problems.

To do this, it is necessary to build a transparent and scientific screening and evaluation mechanism, based on specific work results, avoiding formal evaluation or favoritism. A transparent evaluation system will not only encourage good performers but also eliminate individuals who do not meet requirements, thereby improving overall performance.

Practice has proven that as long as we persevere in the direction, are steadfast in the Party's ideology, adhere closely to the viewpoints, policies and guidelines, focus on the comprehensive development of people and the progress of the whole society, and constantly create a good life with the motto and destination of serving the people, then restructuring and changing the state apparatus in the spirit of efficiency, effectiveness, and efficiency and the motto of "refined, compact, strong" is a task that cannot be delayed.

This is not only the responsibility of the Party, the Government, and the leadership agencies, but also the desire of all people to join hands and work together towards the development of all aspects such as economy, politics, culture, society, health care... for a strong Vietnam, prosperous and happy Vietnamese people.

Promoting the development of science, technology, innovation and national digital transformation

On the afternoon of March 4, at the Party Central Committee headquarters, General Secretary To Lam, Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, chaired the second meeting of the Steering Committee.

Referring to a number of key tasks, General Secretary To Lam mentioned the implementation of Resolution 57 with Resolution 18 of the Central Committee to restructure the system from the central to the grassroots level. The General Secretary requested to focus on building digital platforms, digital infrastructure, establishing national databases on enterprises, land, etc.; developing high-tech zones, establishing science and technology exchanges, disseminating information to people and businesses for knowledge and application.

Boldly choose and apply scientific and technological solutions, innovation and digital transformation into practice.

There is a mechanism to do it while completing it, and evaluate its effectiveness before expanding it. Regarding specific tasks, General Secretary To Lam requested the National Assembly Party Committee, the Government Party Committee, and agencies according to their functions and tasks to urgently submit and amend a number of regulations that are bottlenecks and obstacles to development related to the implementation of contents on scientific and technological breakthroughs, innovation, and digital transformation in the coming time.

Adjust the state budget estimate for 2025 to allocate at least 3% of total budget expenditure for science, technology development, innovation, national digital transformation and gradually increase in the following years.

Focus on increasing the science and technology content in products and goods. The government builds and completes digital infrastructure, ensures 5G bandwidth nationwide; and soon puts the national data center into operation.

The General Secretary also requested the development of artificial intelligence (AI), identifying AI as a spearhead and breakthrough; having tax incentives for chip and semiconductor production, and actively supporting research and development.

Continuing to attract high-tech FDI, we are facing a great opportunity to promote innovation, digital transformation, and develop the country. The General Secretary requested the members of the Steering Committee, supporting agencies and relevant agencies to continue to promote a sense of responsibility, turn the goals of Resolution 57 into specific results and the completion of these contents will make a very important contribution to the development of the country in 2025 and the coming period.

Propose a clear strategy for private economic sector development in line with the current development level of the economy.

On the afternoon of March 7, in Hanoi, General Secretary To Lam chaired a working session with the Central Policy and Strategy Committee on developing the private economic sector in Vietnam. The General Secretary emphasized that there must be changes in thinking and awareness in order to change the behavior and actions, and specific policies towards the private economic sector.

The General Secretary stated that it is necessary to continue to eliminate all perceptions, thoughts, concepts, attitudes, and prejudices about the private economy; persistently change the mindset of small-scale farmers and fragmentation, build an industrial mindset, big-picture thinking, big business, and a business and startup movement throughout society. Strengthen and further expand forms of rewards and honors for the private economic sector, commensurate with the contributions and effectiveness of this economic sector.

The General Secretary noted that there must be a clear strategy for the development of the private economic sector in accordance with the current development level of the economy, with the new geo-economic and geopolitical space of the country and taking into account changes in the world's geo-economic and geopolitical landscape to ensure that the private economy has enough capacity to develop with high adaptability, resilience and competitiveness...

The General Secretary requested that there must be a clear strategy on the priority sectors and fields of national development so that all enterprises and economic sectors can look at them to focus on investment and development orientation; it is necessary to focus on improving a basic step in infrastructure and human resources to serve common development; creating favorable conditions for all enterprises to develop...

The General Secretary pointed out that the key to creating a breakthrough is to remove "institutional" bottlenecks, quickly improve the investment and business environment, remove barriers and obstacles to business development, consistently implement the viewpoint that "people and businesses are allowed to do what is not prohibited by law"; build a favorable legal environment, an open, transparent, safe, low-cost business environment; and comprehensive and flexible support policies for the private economic sector.

The General Secretary proposed ensuring equality and fairness, allowing private enterprises to access capital and production materials no less than state-owned enterprises and enterprises with foreign investment capital; creating conditions for private enterprises to participate in key national projects...; helping small and medium-sized enterprises quickly rise to become large enterprises; having policies to support the development of large enterprises with large scale, high potential and competitiveness and leading a number of key and important industries and fields and reaching out to the international level; mobilizing individual business households, strongly transforming to operating according to the enterprise model, creating a spirit of entrepreneurship and production and business throughout the country; ensuring to strengthen the connection between enterprises and between regions to create a sustainable cycle, consolidate independence and autonomy in economic development, and effectively integrate.

Thus, it can be seen that the above "three pillars" are the guiding spirit of General Secretary To Lam as well as of our Party in the current period.

These main pillars will continue to be studied, refined and accepted by the Party's Committees to be presented to the 14th Central Executive Committee Congress of the Party, so that they can be the basis and foundation for our entire Party, army and people to firmly believe under the glorious flag of the Party for 95 years in implementing the Party's major orientations to bring the Vietnamese nation into a new era - an era of prosperity, abundance and brilliance.
