Planning of cultural, sports facilities network and tourism system with vision to 2045

On the morning of October 18, the Ministry of Culture, Sports and Tourism held a conference to announce the Cultural and Sports Facility Network Planning and the Tourism System Planning for the 2021-2030 period, with a vision to 2045. The conference was held directly at the Hanoi bridge point and online to the bridge points of provinces and cities nationwide.

At the conference, the leaders of the Ministry of Culture, Sports and Tourism announced Decision No. 509 dated June 13, 2024 of the Prime Minister approving the Tourism System Planning for the 2021-2030 period, with a vision to 2045; Decision No. 991 dated September 16, 2024 of the Prime Minister approving the Cultural and Sports Facility Network Planning for the 2021-2030 period, with a vision to 2045.

Accordingly, the general goal by 2025 is for Vietnam to become an attractive destination with high tourism development capacity in the world. By 2030, tourism will truly become a spearhead economic sector, developing in the direction of green growth. The planning of Vietnam's tourism space includes: 6 regions, 3 growth poles, 8 dynamic areas, 5 main tourism corridors, 11 tourism centers; forming a system of national tourist areas and potential locations to develop into national tourist areas.

The plan clearly states the direction for developing the national network of physical training and sports facilities and developing the national network of cultural facilities including 12 objects: Museums, libraries, cinema facilities, performing arts facilities, cultural and artistic exhibition facilities, cultural centers in the country, Vietnamese cultural centers abroad, research and training facilities specializing in culture and arts, cultural and tourism villages of Vietnamese ethnic groups, and cultural data digitization facilities.

Vision to 2045, the national network of cultural and sports facilities will develop in a balanced manner, with reasonable spatial distribution, becoming a brand, representing an advanced culture with strong identity; forming works with strong cultural identity, symbolizing Vietnam's integration in the 21st century, becoming historical marks and heritages for the future. In addition, forming key cultural and sports centers associated with important urban areas of the country and region in Hanoi, Quang Ninh, Hai Phong, Vinh, Da Nang, Hue, Quy Nhon, Buon Ma Thuot, Ho Chi Minh City, Can Tho.

In recent times, Quang Ninh province has always paid special attention to the construction and exploitation of cultural and sports facilities. The Museum, Library, Planning Palace, Fair and Exhibition Center, and Quang Ninh Sports Complex have been invested in on a large, modern scale to serve major events and programs and are also famous tourist destinations for visitors to Quang Ninh. In the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Government, Quang Ninh continues to build the provincial theater and the provincial cultural center with an international, modern scale, becoming a symbolic cultural work of Quang Ninh. Cultural and sports facilities built by enterprises and private individuals are increasingly numerous, basically meeting the enjoyment needs of the people. From 2016 to now, the province has had more than 500 construction works from socialized sources, with a total investment of over 10,000 billion VND. The province also identified tourism as one of the pillars of economic growth. In the first 9 months of 2024, Quang Ninh attracted over 15.6 million visitors, with estimated revenue of over VND 36,850 billion, up 39% over the same period in 2023 and nearly reaching 100% of the annual plan.

Together with the approved regional and provincial planning, the above two plans will be an important basis for Quang Ninh province to continue to develop practical resolutions and action programs; effectively mobilize social resources, complete and upgrade infrastructure of cultural and sports institutions; promote the potential strengths of local tangible and intangible heritage to develop culture, sports and tourism. Aiming to turn Quang Ninh province into a tourism center connecting the region and the world by 2030; together with Hai Phong, Hanoi, and Ninh Binh, becoming one of the 6 driving forces for tourism development in the country. Thereby, constantly improving the material and spiritual life of the people, contributing to preserving national cultural identity in the context of globalization.
