Buying a car or motorbike from November 6, 2023, you need to know this

Recently, the Minister of Finance issued the Price List for calculating registration fees for cars and motorbikes attached to Decision 2353/QD-BTC dated October 31, 2023, including:

- Table 1: Regulations on registration fee calculation for passenger cars with 9 or less passengers

+ Part 1a. Regulations on registration fee calculation for imported passenger cars with 9 or less seats (4,553 types)

+ Part 1b. Regulations on registration fee calculation for domestically produced and assembled passenger cars with a seating capacity of 9 or less (962 types of vehicles)

- Table 2: Regulations on registration fee calculation prices for pick-up cars and vans

+ Part 2a. Regulations on registration fee calculation for imported pickup trucks and vans (249 types of vehicles)

+ Part 2b. Regulations on registration fee calculation for domestically produced and assembled pick-up trucks and vans (108 types of vehicles)

- Table 3: Regulations on registration fee calculation prices for passenger cars carrying 10 or more people applied to the following manufacturing and assembling countries: Vietnam; Korea; China, Taiwan; Japan, USA, Canada, Germany, France, Italy, UK, Sweden and other manufacturing and assembling countries.

- Table 4: Regulations on registration fee calculation prices for freight vehicles (except pickup trucks and vans) applied to the following manufacturing and assembling countries: Vietnam; Korea; China, Taiwan; Japan, USA, Canada, Germany, France, Italy, UK, Sweden and other manufacturing and assembling countries.

- Table 5: Regulations on registration fee calculation prices for cars manufactured before 2000

- Table 6: Regulations on registration fee calculation prices for motorbikes:

+ Part 6a. Regulations on registration fee calculation for imported motorbikes (1823 types of vehicles)

+ Part 6b. Regulations on registration fee calculation for domestically produced and assembled motorbikes (818 types of vehicles)

- Table 7: Regulations on registration fee calculation prices for motorbikes manufactured before 2000

The price list for calculating registration fees for cars and motorbikes issued above will be applied from November 6, 2023. Organizations and individuals buying cars and motorbikes from November 6, 2023 need to know this to be able to determine the registration fee level to pay when buying a car.

Registration fee level when buying a new motorbike

Pursuant to Clause 4, Article 8 of Decree 10/2022/ND-CP, the registration fee when purchasing a new motorbike (first registration fee payment) is 2%; for motorbikes of organizations and individuals in centrally run cities; provincial cities; towns where the Provincial People's Committee is headquartered, the first registration fee is 5%.

In which, centrally-run cities, provincial cities; towns where the People's Committees of provinces and centrally-run cities are headquartered are determined according to the state administrative boundaries at the time of registration fee declaration, in which: centrally-run cities include all districts and towns under the city, regardless of inner-city districts or suburban districts, urban or rural areas; provincial cities and towns where the People's Committees of provinces are headquartered include all wards and communes under the city and towns, regardless of inner-city, inner-city or suburban communes.

Registration fee level when buying a new car

Pursuant to Clause 5, Article 8 of Decree 10/2022/ND-CP, the registration fee rate when purchasing a new car (first registration fee payment) is 2%; specifically:

- Passenger cars with 9 seats or less (including pick-up cars): pay the first registration fee at a rate of 10%. In case it is necessary to apply a higher fee to suit the actual conditions in each locality, the People's Council of the province or centrally-run city shall decide to adjust the increase but not exceeding 50% of the general fee prescribed in this point.

- Pick-up trucks with a permitted load capacity of less than 950 kg and 5 seats or less, and VAN trucks with a permitted load capacity of less than 950 kg pay the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with 9 seats or less.

- Battery powered electric cars:

+ Within 3 years from the effective date of this Decree: pay the first registration fee at a rate of 0%.

+ Within the next 2 years: pay the first registration fee at a rate equal to 50% of the fee for gasoline and diesel cars with the same number of seats.

Note, the registration fee when purchasing new domestically manufactured and assembled cars from July 1, 2023 to December 31, 2023 is 50% of the above fee (as prescribed in Decree 41/2023/ND-CP); from January 1, 2024, the registration fee when purchasing new domestically manufactured and assembled cars will continue to be implemented according to the provisions of Clause 5, Article 8 of Decree 10/2022/ND-CP mentioned above.
