The Central Steering Committee requested the National Assembly to pass a resolution on merging provincial administrative units (organizations of People's Councils and People's Committees at provincial level) before June 30.
The Central Steering Committee on summarizing the implementation of Resolution No. 18 on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently (Steering Committee) issued Official Dispatch No. 43 on the Plan to continue to reorganize the apparatus of the political system.
Project to merge provinces and abolish district level to be reported to the Central Government before April 1
Regarding the contents of the report prepared at the 11th Central Conference, the Steering Committee requested the National Assembly Party Committee to preside over and coordinate with the Government Party Committee, the Central Organizing Committee and relevant agencies to collect opinions and complete the Project to review, amend and supplement a number of articles of the Constitution and laws of the State; Report on the work of perfecting institutions (including amending Party regulations, amending the Constitution, laws, etc.).
This task needs to be reported to the Politburo before March 25 and reported to the Central Executive Committee (through the Central Party Office) before April 1.
The Government Party Committee is assigned to preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies and units, complete the Submission and Project on reorganizing administrative units at all levels and building a model of organizing a two-level local government to report to the Politburo before March 25; receive opinions from the Politburo, complete the Submission and Project and send documents to report to the Central Executive Committee (via the Central Party Office) before April 1.
The Party Committee of the Vietnam Fatherland Front and central mass organizations shall preside over and coordinate with the Central Organizing Committee and relevant agencies to receive opinions from localities, agencies and units, complete the Submission and Project on rearranging and streamlining the Vietnam Fatherland Front agencies, socio-political organizations and mass organizations assigned by the Party and State (central, provincial and communal levels) and report to the Politburo before March 25; receive opinions from the Politburo, complete the Submission and Project and send the report documents to the Central Executive Committee (via the Central Party Office) before April 1.
The Steering Committee requested the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy to receive the direction of the Politburo and relevant agencies (at the meeting on March 14); to send to agencies, units and localities for comments on the Project on the system of courts and procuracies at the local level in the direction of not organizing at the district level; to receive comments from agencies, units and localities, to complete the Submission and Project, and to report to the Politburo before March 25; to receive comments from the Politburo, to complete the Submission and Project and to send documents to the Central Executive Committee (via the Central Party Office) before April 1.
The Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Supreme People's Court Party Committee, the Supreme People's Procuracy Party Committee, when sending the Submission and Project (after receiving opinions from localities, agencies and units) to report to the Politburo (through the Central Party Office), will simultaneously send it to the Central Organizing Committee for synthesis and reporting to the Politburo, the Secretariat and the Central Executive Committee.
The Steering Committee requested the Central Organizing Committee to preside over and coordinate with relevant agencies to complete the Project on the local party organization system (provincial and grassroots levels); complete the draft Regulations of the Central Executive Committee on the implementation of the Party Charter; complete the draft amendments and supplements to Directive No. 35 and Conclusion No. 118 of the 13th Politburo on party congresses at all levels towards the 14th National Congress of the Party.
The Central Organizing Committee was also assigned to complete the Report on the implementation results of Resolution No. 18 and Conclusion No. 127 of the Central Committee, and orientations for the implementation of organizational arrangement in the coming time to report to the Politburo (March 27).
After that, the Central Organizing Committee needs to receive the Politburo's opinions, complete the Project, drafts, Submissions and send the Central reporting documents before April 3.
In addition, the Steering Committee assigned the Central Organizing Committee to take the lead in advising on the direction of personnel work for the 14th National Party Congress; review and supplement the planning of the 14th Central Executive Committee, and report to the Politburo to submit to the Central Executive Committee at the 11th Conference.
The Steering Committee requests that provincial and municipal Party Committees directly under the Central Committee, Party committees, agencies and units of the Party at the Central level carefully study and promptly give their opinions on the Projects of the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Central Organization Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee.
National Assembly passes resolution to merge provinces before June 30
After the conclusion of the 11th Central Conference, Session XIII, the Steering Committee assigned the Central Propaganda and Mass Mobilization Commission to preside over and advise the Politburo on organizing the National Conference and necessary activities to disseminate and implement the Resolution and Conclusion of the Central Executive Committee, and related documents on continuing to reorganize the apparatus of the political system.
The Central Propaganda and Mass Mobilization Commission needs to preside over and coordinate with relevant agencies to develop a comprehensive project, proactively and promptly propagate, create consensus and unity for the country's development.
The Steering Committee requests the Government Party Committee to lead and direct: guide the development and completion of the Project on arranging and merging provincial and communal administrative units (specific functions, tasks, organizational structure, staffing; arrangement of staff, offices, official residences; handling of assets, offices, etc.).
The Government Party Committee directs the Party Committees of ministries and branches, according to their functions and tasks, to advise the Government or issue documents under their authority to guide provinces and cities in implementing tasks related to the arrangement and merger of administrative units at all levels and the organization of two-level local governments to ensure timeliness, synchronization, specificity, and convenience for the development of projects and the organization of the implementation of the arrangement of administrative units at all levels and the organization of two-level local governments (to be completed before April 15).
The Central Steering Committee requested the Government Party Committee to implement the Project to reorganize the inspection system, to be completed before April 30.

The Steering Committee also requested the Government Party Committee to arrange party organizations in corporations, general companies, state-owned commercial banks; party organizations of units under the Ministry of Finance, the State Bank and a number of related ministries and branches.
The Government Party Committee also has the task of advising the Secretariat to issue regulations on the leadership and direction mechanism of the Party Committee of ministries and ministerial-level agencies representing capital owners with the Party Committees and Party organizations of corporations, general companies, and state-owned commercial banks in performing the political tasks of enterprises (to be completed in August).
The Steering Committee assigned the National Assembly Party Committee to lead and direct the implementation of procedures and amendments and supplements to a number of articles of the 2013 Constitution (to be completed before June 30).

With the Party Committee of the Fatherland Front and Central organizations, the Steering Committee is requested to preside over and coordinate with the Central Organizing Committee and relevant agencies to advise the Politburo to issue a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the Central level (to be completed before April 25).
The arrangement of socio-political organizations and mass associations assigned by the Party and State to be under the Vietnam Fatherland Front must be completed before July 15.
Decide to reorganize subordinate party organizations (at socio-political organizations and mass organizations assigned by the Party and State) in accordance with the organizational model after the reorganization (to be completed before June 30).
The Party Committee of the Fatherland Front and central organizations need to propose amendments and supplements to relevant legal regulations to implement the policy of rearranging administrative units and organizing two-level local governments.
The Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy shall preside over and coordinate with relevant Party committees and organizations to reorganize the local court and procuracy system (to be completed before June 30); propose amendments and supplements to relevant legal regulations to implement the policy of reorganizing administrative units and organizing two-level local governments.
The Steering Committee assigned the Central Organizing Committee to preside over and coordinate with relevant agencies to advise on the issuance of the Resolution and Conclusion of the 11th Central Conference on continuing to reorganize the apparatus of the political system; advise on the issuance of the Central Executive Committee's Regulations on the implementation of the Party Charter (to be completed before April 25); draft a new Directive to replace Directive No. 35 and Conclusion No. 118 (to be completed before April 20).
The Central Organizing Committee needs to advise the Secretariat to issue guidelines on a number of specific issues implementing the Party Charter (to be completed before May 15); advise the Secretariat to issue regulations on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the provincial, commune, ward, and special zone levels (to be completed before June 15).
" The Politburo's staff issues decisions to establish Party committees of provinces and centrally-run cities (after merging provincial-level administrative units). The Politburo's staff appoints the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of provincial-level Party Committees for the 2020-2025 term; appoints delegates of the newly established provincial-level Party committees to attend the 14th National Congress of the Party ," the document stated.
The Central Organizing Committee is also assigned to advise the Politburo and the Secretariat on assigning and mobilizing cadres under the Central management before merging provincial administrative units.
In addition, the Secretariat agreed in principle to let the provincial Party Committee introduce personnel to the provincial and municipal People's Councils for the 2021-2026 term to elect the positions of Chairman of the People's Council and Chairman of the People's Committee according to regulations (after merging provincial administrative units) (to be completed before August 30).
With the Central Public Security Party Committee, the Steering Committee requested leadership and direction in arranging the police of communes, wards, and special zones in accordance with the merger of provincial-level administrative units and the implementation of the two-level local government organization model.
The Central Public Security Party Committee is also assigned to advise the Government to supplement, amend, promulgate or the Ministry of Public Security to promulgate under its authority regulations and guidelines for the implementation of public services, social management, etc.
The orientation emphasized by the Central Steering Committee is to provide online public services and digital services to people and businesses regardless of administrative boundaries, without collecting fees or charges (for organizations and individuals who have to change documents and procedures due to administrative unit arrangement).
The Central Steering Committee requires this task to be completed before June 30.
The Central Public Security Party Committee will also advise competent authorities to lead and direct the police force; at the same time, lead and direct the police at all levels to strengthen their work, coordinate to grasp public opinion, mobilize the masses, ensure the maintenance of political security and social order and safety before, during and after the implementation of the arrangement of administrative units, the organization of the apparatus, party congresses at all levels and the 14th National Party Congress.
