Specifically, for lieutenant officers, the service age will be 50, an increase of 4 years compared to current regulations. Other ranks will also be adjusted: major 52 (increased by 4 years), lieutenant colonel 54 (increased by 3 years), senior colonel 56 (increased by 2 years), and colonel 58 (increased by 1 year for men and 3 years for women). The general rank will still maintain the service age of 60 for men and increase by 5 years to 60 for women.
The retirement age of reserve officers has also been adjusted upward. Specifically, the retirement age of reserve officers will increase from 51 to 53 years old, major from 53 to 55, lieutenant colonel from 56 to 57, lieutenant colonel from 57 to 59, and colonel from 60 to 61. The retirement age of generals will remain at 63. For commanders of commune-level military commands, the service age will be regulated according to the Labor Code.
An important point in the amended Law is the provision that officers can have their service period extended for no more than 5 years if they have sufficient political qualities, ethics, capacity, health and are willing to volunteer. In some special cases, the Minister of National Defense can decide to extend the service period beyond 5 years.
The National Assembly Standing Committee believes that raising the service age is in line with the needs of the army, helping to maintain a contingent of officers with courage, capacity and experience. This has been studied, scientifically calculated by the Central Military Commission and the Ministry of National Defense, carefully assessing the advantages and limitations of many options, with high consensus from agencies and units throughout the army, in line with the nature and tasks of the army as a special labor sector, "blood and bone" labor.
In addition, increasing the age according to the officer rank is suitable for working in many different specialized fields such as pilots, submariners, special forces, chemistry and must regularly directly command, manage, train, be ready to fight and fight in harsh conditions.
The National Assembly Standing Committee also explained that increasing the retirement age of military officers to be closer to the Labor Code and equal to that of the People's Public Security is inappropriate. If the retirement age is increased to the same level as other sectors, "it will not ensure combat readiness and good health to complete the task."
Developing social housing for military officers
The law also allows for the allocation of land funds for the development of social housing for military officers. The Ministry of National Defense will be the governing body, deciding on investment policies and selecting investors to implement social housing projects suitable to the needs of the military.
This is one of the important policies to attract and promote talents to serve in the Army, while reducing housing difficulties for soldiers. This policy also concretizes the Secretariat's directive on developing social housing for workers and the people's armed forces. The Ministry of National Defense is responsible for coordinating with ministries, branches and provincial People's Committees to develop a plan for housing development for the armed forces.
The Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army will take effect from December 1, 2024.
