Continue the program At the 8th session on the afternoon of October 28, General Phan Van Giang, Minister of National Defense, authorized by the Prime Minister, presented the Report on the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

Minister Phan Van Giang said that the draft law amends and supplements a number of contents including basic positions and equivalent positions and titles of officers; the highest age limit for officers to serve in the army; the highest military rank for positions and titles of officers is general; policies for officers, such as promotion, salary increase before term...

In the draft law, the Government proposes to increase the retirement age of military officers at most military ranks.

For officers on active duty, the Government proposes to increase the age from 46 to 50 for lieutenant, from 48 to 52 for major, from 51 to 54 for lieutenant colonel, and from 54 to 56 for senior colonel.

For colonels, the current age limit for men is 57 and for women is 55, and it is proposed to increase it to 58. For generals, the current age limit for men is 60 and for women is 55. According to the new bill, the age limit for men remains the same, but for women, it is proposed to increase it by 5 years to 60.

The bill stipulates that when the military has a need, officers with sufficient political and moral qualities, good professional skills, good health and volunteering can have their service age extended for no more than 5 years.

Officers are professors, associate professors, doctors, specialist doctors 2, specialist pharmacists 2, chief engineers, leading scientists, officers with specialized or specific training or in special cases, the training period may be extended according to regulations of the Minister of National Defense.

For reserve officers, the Government proposed to increase the service age. Lieutenants from 51 years old are proposed to 53 years old, majors from 53 years old are proposed to 55 years old, lieutenant colonels from 56 years old are proposed to 57 years old, lieutenant colonels from 57 years old are proposed to 59 years old, colonels from 60 years old are proposed to 61 years old and generals remain at 63 years old.

The bill also amends and supplements regulations on the age of active officers considered for promotion from the rank of Colonel to Major General or Rear Admiral of the Navy, who must have at least 3 years of service remaining. In case they do not have 3 years of service remaining, upon request, the President will decide.

The bill proposes that officers be considered for early promotion when they have achieved outstanding achievements in combat or have been awarded medals in work or scientific research.

Successfully fulfill the duties and tasks for which the current military rank is two or more ranks lower than the highest military rank prescribed for the position the officer is holding, or the current military rank is lower than the highest military rank for the command or management position.

Officers are considered for early salary increase if they achieve outstanding achievements in combat or are commended for their work or scientific research.

In the review report, Chairman of the National Defense and Security Committee Le Tan Toi said that the Committee agreed on the necessity of promulgating the Law and basically agreed on raising the age limit for active service according to the highest military rank of officers of the Vietnam People's Army at different levels.

Regarding the highest rank for officer positions in the army, the National Defense and Security Committee basically agreed to propose that the Government specify the position with the highest military rank as lieutenant general, major general and the highest military rank for officer positions and titles is the general rank of newly established units, reorganized units, and units with additional functions and tasks, but not exceeding the maximum number of general positions according to the decision of the competent authority.
